REYNALDO BONILLA
A public hearing was conducted on October 19. 2016. at 10:00 a.m.. with the following present:
Commissioner Mike Freeman. Chair
Commissioner Sean P. Conway, Pro -Tern
Commissioner Julie A. Cozad
Commissioner Barbara Kirkmeyer
Commissioner Steve Moreno
Also present:
Clerk to the Board, Esther Gesick
Assistant County Attorney. Bob Choate
Planning Services Department representative. Chris Gathman
The following business was transacted:
I hereby certify that pursuant to a notice dated September 20, 2016, and duly published
September 23. 2016, in the Greeley Tribune. a public hearing was conducted to consider the
request of Reynaldo Bonilla. for a Site Specific Development Plan and Use by Special Review
Permit, USR16-0029, for any Use permitted as a Use by Right, Accessory Use, or Use by Special
Review in the Commercial or Industrial Zone Districts, (event center for up to 200 people, along
with an operating office and shop for tack sales) provided that the property is not a lot in an
approved or recorded subdivision plat or part of a map or plan filed prior to adoption of any
regulations controlling subdivisions in the A (Agricultural) Zone District. Bob Choate, Assistant
County Attorney, made this a matter of record.
Chris Gathman, Department of Planning Services, presented a memorandum outlining the
request to continue said hearing so the applicant has more time to apply for, and receive, a
separate well permit to demonstrate adequate water for the site. as well as have the matter heard
by the Planning Commission on November 15, 2016.
Commissioner Conway and Chair Freeman each indicated they will not be present on
December 7, 2016.

Tim Naylor, AGPROfessionals. LLC, represented the applicant and stated their request to
move the hearing to a date when a full board will be present. The Clerk indicated all five
Commissioners will be present on December 21. 2016. Mr. Naylor confirmed that date will work
for their schedule.
No public testimony was offered concerning this matter.
Commissioner Conway moved to continue the request of Reynaldo Bonilla, for a Site
Specific Development Plan and Use by Special Review Permit, USR16-0029, for any Use
permitted as a Use by Right. Accessory Use. or Use by Special Review in the Commercial or
Industrial Zone Districts, (event center for up to 200 people, along with an operating office and
shop for tack sales) provided that the property is not a lot in an approved or recorded subdivision
plat or part of a map or plan filed prior to adoption of any regulations controlling subdivisions in
the A (Agricultural) Zone District, to December 21, 2016. The motion was seconded by
Commissioner Moreno, and it carried unanimously. There being no further discussion, the
hearing was completed at 10:14 a.m.
This Certification was approved on the 24th day of October, 2016.
