HomeMy WebLinkAbout20163315.tiffMINUTES WELD COUNTY COUNCIL September 19, 2016 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, September 19, 2016, 6:30 p.m. at the Weld County Administration Building, 1150 O Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Jordan Jemiola. Councilmen Brett Abernathy, Don Mueller and Charles Tucker were present, constituting a quorum of members. Also present was County Attorney Bruce Barker, Human Resources Director Patti Russell, Finance and Administration Director Don Warden and Karla Ford, Interim Council Secretary. APPROVAL OF AGENDA: U. Councilman Abernathy made a motion to approve the September 19, 2016 agenda. The motion was seconded by Councilman Tucker and carried. APPROVAL OF MINUTES: el Councilman Abernathy made a motion to postpone approving the August 15, 2016 minutes until the October 17, 2016 meeting to allow the council more time to review due to a recording software malfunction. The motion was seconded by Councilman Tucker and carried. PUBLIC COMMENT: CA Dave Kisker distributed a packet outlining letters to the Council regarding his concerns with the Emergency Management Workshop held in Breckenridge and the use of taxpayer's money for funding this type of off -site training. La John Benjamin urged the Council and Commissioners to consider a performance evaluation for the Clerk and Recorder's Office, not against themselves, but more of a benchmarking process against other Clerk and Recorder's Offices that are similar in size and scope and see how they compare. ee Jim Piraino stated he fully supports Mr. Kisker's comments and he would like to see the Council review both the Clerk and Recorder and Commissioners' Offices. la Pete Straub stated he fully supports the comments of Mr. Kisker. He believes the county should have an oversight group, and urged the Council to continue. Mike Konkel stated he sees the Council as an oversight group that should move forward with the audits. Dan Oster is a past Weld County Council member. He reminded the Council that they have a very unique opportunity due to the Home Rule Charter. He believes they are doing a disservice to the county for not moving forward with the audit. He requested the council do the job they were elected to do and move forward with the audits. /o-(;2y-aab 2016-3315 Weld County Council Minutes September 19, 2016 Page 2 of 4 Gary Oplinger commented that he supports the request of Mr. Kisker and would like to have the Board of County Commissioners audited. Ellen Delarenzo distributed documentation from a recent CORA request and questioned mileage being reimbursed and the conference held in Wyoming. She encouraged the Council to look further into the documentation provided and how the taxpayer money is being spent. OLD BUSINESS: There was no old business to discuss. NEW BUSINESS: County Council Secretary Opening Patti Russell, Human Resources Director, informed the council that she and her staff are available to assist with hiring a new County Council Secretary. The Council will interview in October when all members are available, tentatively October 10th. 2017 Proposed Budget The Council was given the 2017 proposed budget. Councilman Abernathy inquired how much money has been returned from the Council budgets due to not having audits in the past. Don Warden, Director of Finance and Administration, stated he could get that information for the Council. Councilman Mueller suggested to wait to finalize the budget until they have an amount for audits. Mr. Warden stated the Council can request additional funding for professional services at the budget work sessions schedule for October 18-20, which will be the final budget meetings. Salary Setting for 2019-2020 Years - Weld County Commissioners A packet of information was distributed to the Council with reference to previous approved year's salary information and the Senate Bill for review. Bruce Barker, Weld County Attorney, gave general information regarding salary setting for the 2019 and 2020 years for the Commissioners. Councilman Mueller made a motion to take action on the salary setting at the October 17, 2016 meeting. The motion was seconded by Councilman Tucker and passed. Recognition of Outgoing Council Members ez It was discussed to have a plaque and resolution made to present to previous council members. Interim Secretary will order and invite previous member(s) to the October 17, 2016 meeting for presentation. Councilman Mueller made a motion to recognize former Councilwoman Klein and Councilman Hare, if not previously done, at the October 17, 2016 meeting. The motion was seconded by Councilman Abernathy and passed. Coordinator Reports Weld County Council Minutes September 19, 2016 Page 3 of 4 la Councilman Mueller met with Commissioner Mike Freeman to visit about the areas he is responsible for such as Administrative Services, County Attorney, Finance Offices, Human Resources, Communications and the Treasurer's Office. Incoming Correspondence There was a discussion on several incoming items. The Comprehensive Annual Financial Report - Year ended 12/31/15 and the 2016 Weld County Property Assessment Study were distributed to the Council. Councilman Mueller commented that Weld County is recognized often for its budget/finance area and he commended Don Warden on his efforts. In response to letters/emails received about the Clerk and Recorder's Office, Wyoming Conference, Office of Emergency Management Conference, mileage, and Costco charges, Councilman Mueller suggested the Council respond to residents that send in correspondence. He suggested they address/respond only to those who put their names on the correspondence. He also stated that after his review of all documentation received, he did not see any issues with the OEM or Commissioner's Wyoming conferences. Councilman Jemiola stated that he disagrees and believes it was a waste of tax payer's dollars to take the OEM conference out of the county, even though he believes the training is important. He responded that it could have been held in Weld County. Councilman Tucker disagreed that the OEM Training was a waste of money, due to his experience of attending off -site conferences. 12 Councilman Jemiola inquired about the funding from United Way for the OEM Training. Mr. Barker stated that donations were made to United Way and then United Way chose to pay the County to help offset the expenses. He did state that one or two people from United Way attended the training and are active in other OEM trainings held throughout the year. Councilman Jemiola requested the full amount of the sponsorship. La Councilman Mueller requested that a previous motion/vote made in July be revisited again. After much discussion, Bruce Barker advised that a new motion be made. Councilman Abernathy made a motion, with a friendly amendment from Councilman Mueller, to prepare a Request for Quote (RFQ) from qualified audit firms. After a committee(s) selected by the County Council approves the lowest qualified bidder or bidders, and after approval of supplemental funding for both audits requested of the Board of County Commissioners, the Weld County Council, through its selected audit firm or firms, shall conduct an audit of the Weld County Clerk and Recorder's Office first and the Board of County Commissioners Office second. These audits should be completed within a one calendar year of this September 16, 2016 meeting. The motion was seconded by Commissioner Jemiola. The roll call vote was as follows: Councilman Jemiola - Yes, Councilman Abernathy - Yes, Councilman Mueller - Yes, Councilman Tucker - Yes. The motion carried. Councilman Jemiola requested that it be noticed in the paper and to utilize the Purchasing Department process. Bruce Barker stated he could assist with this process. ei District 3 Vacancy was published in several newspapers and the closing date for applications is September 30, 2016. The Council received a packet of information from Clerk and Recorder, Carly Koppes. Councilman Mueller requested time to review the information. Upcoming Meetings/Events • The Council was invited to a Community Partner Event with Kaiser Permanente, Greeley Great Group Quarterly Meeting on October 6th, and League of Women Voters Holiday Party on December 2nd. Payment of Bills Councilman Mueller made a motion to pay bills as listed below: Mileage for Councilman Abernathy $ 18.72 Mileage for Councilman Mueller $ 17.16 Mileage for Councilman Tucker $ 37.44 Mileage for Councilwoman Marge Klein $ 65.52 The motion was seconded by Councilman Abernathy and passed. • Councilman Jemiola discussed that due to a recording software malfunction at the August meeting, he wanted to make it a matter of record that there were two motions at the previous meeting: one being to advertise for the District 3 vacancy and also to discuss the Charter Review Committee at the September meeting. Councilman Abernathy concurred these two motions were discussed and passed. After some discussion about the Charter Review Committee, Councilman Jemiola requested to add Charter Review Committee discussion to the October agenda.
