BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
OCTOBER 26, 2016
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, October 26, 2016, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Sean P. Conway, Pro -Tern
Commissioner Julie A. Cozad
Commissioner Barbara Kirkmeyer
Commissioner Steve Moreno
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Stephanie Frederick
Controller, Barbara Connolly
MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of October 24, 2016, as printed. Commissioner Conway seconded the motion,
and it carried unanimously.
_= AMENDMENTS TO AGENDA: Commissioner Kirkmeyer moved to remove item #1) Consider
Contract ID #549 from the Agenda under New Business. The motion was seconded by Commissioner
Cozad, and it carried unanimously.
El CONSENT AGENDA: Commissioner Cozad moved to remove item #2) from Communications
under the Consent Agenda Commissioner Cozad stated this was a letter of concern which had not been
fully addressed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
Commissioner Cozad moved to approve the Consent Agenda as amended. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
PUBLIC INPUT: No public input was given.
COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad attended the Government
Agencies Breakfast at Aims Community College and enjoyed the presentation about the Weld County
Bright Futures which featured two (2) students who received the Weld County Bright Futures Grant. She
stated she would like to utilize the student's stories for future marketing, and reported the committee will
meet quarterly next year and take turns hosting. She attended the regular monthly meeting at Hill -n -Park
and Will Jones presented the Master Plan for the Greeley -Evans Transit where they identified the need

for transportation in the Hill -n -Park area and neighborhoods along 49th. She expressed her
disappointment in the poor turnout for the Infant Mortality Presentation held in the Town of Frederick.
El Commissioner Conway stated he and the other Commissioners attended the annual Windsor
Banquet where they had a great turnout. He and Chair Freeman attended the Greeley -Weld County
Airport Authority board meeting. He announced there will be an open house coming soon. Lastly, he went
to the Youth Net meeting. a Commissioner Moreno stated he attended the Downtown Development
Authority (DDA) Board meeting where there was an update on the hotel and convention center and
discussion about the goings-on in downtown Greeley.Commissioner Cozad and he also attended the
ground -breaking for the Campus Commons. leCommissioner Kirkmeyer reported the Town and
County dinner is fast approaching. She met with Janet Konkel concerning the 100th anniversary of the
Weld County Fair. Chair Freeman thanked everyone who attended the brown bag luncheon.
NEW BUSINESS:
1) CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES — COLORADO NATIONAL
GOLF CLUB, LLC: Esther Gesick, Clerk to the Board, stated the tax agent indicated that his client had
just received his certified notification informing him of the hearing today, so she recommends continuing
this matter to November 16, 2016. Commissioner Kirkmeyer moved to continue this item to
November 16, 2016. Seconded by Commissioner Conway, the motion carried unanimously.
2) CONSIDER PARTNERSHIP AGREEMENT FOR DISCOVER WELD COUNTY AND
AUTHORIZE CHAIR TO SIGN — THE TRIBUNE: Bruce Barker, County Attorney, explained the resolution
was inadvertently missed and so this is just a clean-up for the process. Jennifer Finch, Public Information
Officer, presented the agreement with the Tribune for sixteen (16) pages of advertising promoting Weld
County. Commissioner Cozad moved to approve said agreement and authorize Chair to sign. The motion
was seconded by Commissioner Kirkmeyer. Commissioner Conway stated this was reviewed in a work
session and he did not support the project. Upon a roll call vote, the motion passed four to one, with
Commissioner Conway opposed.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
