RE: A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT,
USR16-0023, FOR A MINERAL RESOURCE DEVELOPMENT FACILITY, INCLUDING
AN OIL AND GAS SUPPORT AND SERVICE FACILITY (COMPRESSOR STATION) IN
THE A (AGRICULTURAL) ZONE DISTRICT - 70 RANCH, LLC, CIO BONANZA CREEK
ENERGY OPERATING COMPANY
A public hearing was conducted on September 14, 2016, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated July 22, 2016, and duly published
July 27, 2016, in the Greeley Tribune, a public hearing was conducted to consider the request of
70 Ranch, LLC, c/o Bonanza Creek Energy Operating Company, for a Site Specific Development
Plan and Use by Special Review Permit, USR16-0023, for a Mineral Resource Development
Facility, including an Oil and Gas Support and Service Facility (compressor station) in the
A (Agricultural) Zone District. Bob Choate, Assistant County Attorney, made this a matter of
record.
Chris Gathman, Department of Planning Services, presented a brief summary of the
proposal and described it as a booster station listing the equipment presently on the site and the
request to add three additional Environmental Control Devices to the site. He explained it is an
unmanned facility and that the applicant has also applied for a Subdivision Exemption,
SUBX16-0010. He reviewed the site location and access points, displayed images of the site and
surrounding properties, and entered the favorable recommendation of the Planning Commission
into the record as written.
12 Janet Lundquist, Department of Public Works representative, provided a brief overview of
the transportation plans and requirements and stated an Access Permit, AP16-00384, utilizing
CR 69 has been approved. She reported the traffic narrative indicated five (5) daily round trips
and neither tracking control or an Improvements Agreement will be required.

Michelle Martin, Planning Services representative, stated the applicant has submitted an
acceptable Drainage Narrative and meets exception 1.A.10 regarding stormwater runoff. She
reviewed the Conditions of Approval (COA) and Development Standards (DS) relative to
Engineering.
Ben Frissell, Department of Public Health and Environment, reviewed the water and sewer
provisions and clarified that bottled water and portable toilets are acceptable. He stated DS #6-19
address items typical to Environmental Health.
Melissa Mayer represented the applicant and stated this is an existing site; however, as a
result of an internal audit, the applicant requested to add three additional Environmental Control
Devices to this site and put the USR retroactively in place.
No public testimony was offered concerning this matter.
Commissioner Cozad requested clarification to COA #13.6, and the deletion of COA #5.B.
The Board agreed. In response to Commissioner Cozad, Mr. Frissell stated DS #13 and #14 are
typical requirements for these types of facilities. In further response, Ms. Mayer verified there are
tanks on -site and they are contained.
In response to Chair Freeman, Ms. Mayer indicated she and the applicant have reviewed,
and agree to abide by, the Conditions of Approval and Development Standards, as amended.
Commissioner Cozad moved to approve the request of 70 Ranch, LLC, c/o Bonanza Creek
Energy Operating Company, for a Site Specific Development Plan and Use by Special Review
Permit, USR16-0023, for a Mineral Resource Development Facility, including an Oil and Gas
Support and Service Facility (compressor station) in the A (Agricultural) Zone District, based on
the recommendations of Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as amended and entered into the record. The motion was
seconded by Commissioner Moreno, and it carried unanimously. There being no further
discussion, the hearing was completed at 10:26 a.m.
