HomeMy WebLinkAbout20162639.tiffRESOLUTION RE: APPROVE NOXIOUS WEED MANAGEMENT AND CONTROL FUND COST SHARE APPLICATION FOR DALMATIAN TOADFLAX BIOLOGICAL CONTROL AND ABSINTH WORMWOOD TREATMENTS AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Noxious Weed Management and Control Fund Cost Share Application for Dalmatian Toadflax Biological Control and Absinth Wormwood Treatments from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to the Colorado State Board of Land Commissioners, commencing August 1, 2016, and ending June 30, 2017, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Noxious Weed Management and Control Fund Cost Share Application for Dalmatian Toadflax Biological Control and Absinth Wormwood Treatments from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to the Colorado State Board of Land Commissioners, be and hereby is, approved. We are asking for $3,500. Weld County's in -kind match is $5,500, partners match is $5,000. The total in -kind match is $10,500. This grant application is for State Land Board lands in northern Weld County along the Wyoming Boarder and the properties along Willow Creek going southeast of CR 59. Weed Division Supervisor Brief description of the problem/issue: Dalmatian Toadflax and Absinth Wormwood are State and County listed noxious weeds set for eradication in the northwest part of Weld County. Efforts to eradicate these plants have been ongoing since the early 2000's. $3,500 is being requested from the Colorado State Land Board to help in these efforts. The match that has been raised for these funds is as follows: A. Weld County: In -kind: staff time, vehicle, sprayer, chemical, GPS unit, mail, phone, computer. Amount: $ 5,500 B. CDOT - cash for spraying Hwy 85 Amount: $ 2,500 C. USFS Pawnee National Grassland: In -Kind: vehicle, technician, mapping, spraying at 50-100 hours Amount: $ 1,000 D. West Greeley Conservation District newsletter Amount: $ 1,500 Total: $ 10,500.00 These grant funds will be used to purchase approximately 25 biological control releases for Dalmatian Toadflax as well as treat the Absinth Wormwood along Willow Creek in the same project area. What specific problems will be addressed by this project? This project will continue the work toward eradication of Absinth Wormwood and Dalmatian Toadflax in the northwest part of Weld County that was started in 2006. 2. List specific measurable objectives of this project. A. Follow-up with landowners in the project area from 2015/2016. B. Purchase and release biological control agents for Dalmatian Toadflax on State Land Board lands. C. Treat Highway 85 from Nunn to Wyoming for Dalmatian Toadflax to continue drawing the "line in the sand". D. Start the dialog with Union Pacific Railroad about treating the noxious weeds along their rights -of -way including Dalmatian Toadflax, Canada thistle and leafy spurge. E. Treat the Absinth Wormwood along Willow Creek on all infested lands: private, Colorado State Land Board and USFS owned. 3. What assessment or management techniques will be implemented as part of this project? Integrated weed management (IWM) techniques are being used on the Dalmatian Toadflax. These techniques include spraying and biological control with a small percentage of mowing/pulling. Additionally most landowners are working to improve their grass health for competition against the Dalmatian toadflax getting well established. The Absinth Wormwood is an eradication species that exists on a limited number of acres. Herbicide treatment is the only option that will allow us to reach the goal of eradication. What short and long term strategies will be used to monitor and evaluate the results of the project? A. The Dalmatian toadflax treated sites were mapped by my staff during the summer of 2014 for the effectiveness of applications and landowners following the management plans. Mapping was continued in 2015 with continued visual inspections being made. Yearly evaluations will be made through 2020. B. In 2020 another full GPS mapping session will be conducted of the sites mapped to determine the progress being made. The GPS points, estimated acres and photo points will be compared between the 2006 map, 2012 map, the 2014/2015 map and the 2020 map to evaluate the success of the project. C. The Dalmatian Toadflax biological control agents will be released in May and June. Photo points and GPS points will be taken with each release to allow for monitoring and evaluating establishment of the weevils from year to year. D. The Absinth Wormwood will be treated and inspected in both 2016 and spring of 2017. The sites will be mapped to compare previous year's treatments to the current year's treatments. This should document that the infestation is shrinking with each treatment. When will a report of the results of the project be submitted to the State Land Board? An updated map of biological control agents for Dalmatian Toadflax will be provided to the State Land Board by June 20, 2017, along with a report and photo points of the Absinth Wormwood treatments. How will success of the project be defined and measured? For 2016 and 2017, success will be measured by releasing 16 collections of the Dalmatian Toadflax weevil on Colorado State Land Board lands as well as reducing the acres of Absinth Wormwood treated by 10%. 4. What organizations or individuals are participating in this project and what are their roles? A. Weld County Weed Division — Primary lead agency overseeing the project and providing direction and staffing. B. CDOT — providing financial assistance for treating HWY 85 from Nunn to WY line. C. USFS Pawnee National Grassland — Focusing on mapping and treating their own lands infested with Dalmatian Toadflax and sharing this data. D. West Greeley Conservation District will provide educational outreach in their newsletter. 5. What other financial resources (money and/or in -kind donations of labor or materials) will be used on this project, and who will provide them? Please list contributors and dollars or services provided by each. A. Weld County: In -kind: supervisory time, staff, vehicle, roadside sprayer, chemical, GPS unit, mail, phone, computer. What type of educational measures or resources will your organization provide to State Land Board lessees about issues related to noxious weed management as part of this project? This project will provide educational fact sheets with picture identification of the noxious weeds to all landowners in the project. Landowner meetings will be held to continue the progress that was made during the 2015/2016 season. 7. How much State Land Board funds are you requesting and how will those funds be used (labor, materials, etc.)? $3,500 is being requested. $2000 will be used to purchase biological control agents for the Dalmatian Toadflax eradication efforts. This should provide an additional 25 releases of biological control agents. The releases will be made along the Wyoming and Colorado state line and in the steep draws to help address the difficult to reach areas that Dalmatian toadflax has infested. These releases will supplement the 16 releases made in the spring 2016. $1500 will be used for treating the Absinth Wormwood on the Colorado State Land Board lands and immediately adjacent upstream properties for two treatments. 8. Do you anticipate requesting funding in the future to continue this project? If so, how large do you anticipate next year's request will be? Additional funds may be requested in the future to help establish the biological control agents for the Dalmatian Toadflax as well as help the landowners control/eradicate the Dalmatian toadflax on their properties bordering Colorado State Land Board lands. Absinth Wormwood treatments will continue to be made until eradication is achieved. 9. What technical assistance or advice have you obtained for this project and from whom? There has been a discussion with Jeri Leingang and Matt Pollart from the State Land Board about the possibility of this project. Additional discussions occurred with Randy Reichert and Stephanie Barr with the USFS Pawnee National Grassland along with West Greeley Conservation District.
