Chair - EXCUSED Commissioner Sean P. Conway, Pro-Tem - EXCUSED Commissioner Julie A. Cozad, Pro-Tem Commissioner Barbara Kirkmeyer Commissioner Steve Moreno Also present: Clerk to the Board, Esther Gesick Assistant County Attorney, Bob Choate Planning Services Department representative, Kim Ogle Public Works Department representative, Janet Lundquist Planning Services Engineer representative, Hayley Brown Health Department representative, Lauren Light The following business was transacted: I hereby certify that pursuant to a notice dated July 15. 2016, and duly published July 20, 2016. in the Greeley Tribune, a public hearing was conducted to consider the request of Clay Keller, for a Site Specific Development Plan and Use by Special Review Permit, USR16-0019. for one (1) single-family dwelling unit per lot other than those permitted under Section 23-3-20.A (second single-family dwelling unit) in the A (Agricultural) Zone District. Bob Choate, Assistant County Attorney, made this a matter of record. 0.1 Acting Chair Pro-Tem Cozad advised the applicant, Clay Keller, that it will require an affirmative vote of the three Commissioners who are present in order for the matter to be approved. Kim Ogle, Department of Planning Services, presented a brief summary of the proposal, reviewed the referral responses and surrounding land uses. and entered the favorable recommendation of the Planning Commission into the record as written. He also displayed photographs of the site and surrounding area. Evan Pinkham, Department of Public Works, provided a brief overview of the transportation plans and requirements. He stated the site is accessed from County Road (CR) 13, which is maintained by Larimer County. Hayley Brown, Planning Services Engineer representative. presented the drainage and grading requirements. She stated the applicant has submitted an acceptable Drainage Narrative, -e 'A L 1 PG ,E , +Q, . 2016-2572 PL2435 HEARING CERTIFICATION - CLAY KELLER (USR16-0019) PAGE 2 and she reviewed the engineering requirements within the Conditions of Approval and Development Standards. Lauren Light, Department of Public Health and Environment. reviewed the water and sewer provisions. She stated the site receives water from the North Weld County Water District, and there is an existing septic for the existing home; however, a new septic system will be required for the new home to be constructed. ca Mr. Keller stated his widowed mother-in-law will be moving into the 1,500 square -foot residence. He confirmed the intension is to rent the second dwelling in the future when she no longer resides there. In response to Commissioner Moreno, Mr. Keller stated the second home does have a nice view of the mountains and a pond to the southwest. No public testimony was offered concerning this matter. In response to Acting Chair Pro-Tem Cozad, Mr. Keller indicated he has reviewed, and agrees to abide by, the Conditions of Approval and Development Standards, as entered into the record. Commissioner Kirkmeyer moved to approve the request of Clay Keller, for a Site Specific Development Plan and Use by Special Review Permit, USR16-0019, for one (1) Single -Family Dwelling Unit per lot other than those permitted under Section 23-3-20.A (second single-family dwelling unit) in the A (Agricultural) Zone District. based on the recommendations of Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as entered into the record. The motion was seconded by Commissioner Moreno, and it carried unanimously. There being no further discussion. the hearing was completed at 10:16 a.m. This Certification was approved on the 7th day of September, 2016. ATTEST:d jditosilk.
