RESOLUTION RE: APPROVE APPLICATION FOR TRANSPORTATION ALTERNATIVES PROGRAM FOR COUNTY ROADS 52/47 AND 49/60.5 AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the Transportation Alternatives Program for County Roads 52/47 and 49/60.5 from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to the Colorado Department of Transportation, commencing upon the execution of signatures, and ending with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. Kirkmeyer Date of signature: -7�a'a/DOlro cc t PWCER) 9113/ n 2016-2406 EO0073 MEMORANDUM TO: Clerk to the Board DATE: July 27, 2016 FROM: Elizabeth Relford, Transportation Manager SUBJECT: Transportation Alternatives Program (TAP) Grant Applications for 2 Master Drainage Plan Projects CDOT has a fiscal year (FY) 2018-2020 call for projects for the Transportation Alternatives Program (TAP) due August 1, 2016. As you know, this program was previously known as Transportation Enhancement and was modified with MAP -21 to TAP. The FAST Act re- authorized the program. Region 4 anticipates $2,019,114 in funding each fiscal year. The recent adoption of the Parkway/WCR 49 Master Drainage Plan presents an opportunity to apply for TAP grants in the category of mitigation of water pollution due to highway runoff. The TAP grants cover 80% of the project cost with applicants providing the 20% local match. Staff recommends submitting two applications. The first application would be for construction of a 9.79 acre-foot detention pond (STOR-0600), which is an existing low spot south of the Latham Ditch on the east side of WCR 49 between the old WCR 54 and the re-routed WCR 54. The contracted project cost estimate is $1,319,560; however, Public Works plans on acquiring a drainage easement prior to commencing the project, so the total estimate would be $1,265,110. The county's local match would be $253,022. This project's timing is flexible and could be completed in 2018, 2019, or 2020, or phased over two years. This timeframe would ensure the WCR 49 project is completed so the use of federal funds wouldn't federalize the widening of WCR 49. The second application would be a smaller project: the recommended near -term culvert installation projects identified in the Master Drainage Plan. These projects would occur within existing right-of-way in FY18 and are low -impact and will alleviate existing drainage issues. The Master Plan estimates the culvert installations to cost approximately $106,000 to contract for the completion. The county's local match would be $21,200. Public Works recommends applying for the grants and using drainage impact fee funds for the county's local match costs, if awarded. 2016-2406 Recommendation to the Board: Stall recommends submitting two TAP grant applications to CIXYI' and requests the Commissioners approval to put the applications on the next available BOCC agenda. The purpose of the Plan is to "reduce peak flows, mitigate flooding, and protect people and property." For this project, Weld County will contract the construction/installation of two 18 -inch concrete culverts (120 LF) to be installed on the north side of WCR 60.5 at WCR 49 in the Lone Tree Creek drainage basin, five 18 -inch metal culverts (150 LF) to be installed on the south side of WCR 60.5 east of WCR 49 also located in the Lone Tree Creek Drainage Basin, and one 19x30 -inch concrete culvert (50 LF) to be installed under WCR 52 west of WCR 47 in the Railroad Drainage Basin. As was evident in the September 2013 flooding, there was not adequate infrastructure to protect the roadways from overtopping_ The purpose of the culverts is to protect infrastructure and prevent property damage by eliminating water overtopping the road. Also, the requested culverts in WCR 60.5 (SH 263 further to the west) is to prevent water ponding by facilitating the flow of drainage towards Lone Tree Creek. Weld County is trying to establish a baseline for infrastructure improvements to help ensure storm events will not overtop the road. This project is a beginning point for creating regional improvements that can tie into a network. Once adequate sized pipes are installed, Weld County can look to detention storage facilities. According to the Weld County Parkway Master Drainage Plan, the Near Term Improvements are recommended because "these facilities are low -impact and will alleviate existing issues." All eight culverts would be installed within existing County right-of-way. No additional right-of-way is needed for this project. This project will address stormwater management, control, and water pollution prevention or abatement related to highway construction or due to highway runoff. Currently, stormwater runoff from WCR's 52, 49, and 60.5 drain to the subject areas, but the culverts are either undersized or nonexistent, which can lead to water ponding or over -topping the roads. The project will prevent this unsafe condition by installing new larger culverts to facilitate the flow of stormwater. Culverts are used in a variety of ways in drainage systems, including but not limited to: 1. Limit the discharge from a specific area. 2. Convey a natural drainage way. 3. As outfalls for detention ponds. The culverts identified in this application were included in the hydrologic models.
