HomeMy WebLinkAbout20163471.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 9, 2016 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 9, 2016, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Sean P. Conway, Pro -Tern Commissioner Julie A. Cozad Commissioner Barbara Kirkmeyer Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly • MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County Commissioners meeting of November 7, 2016, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PROCLAMATIONS: • 1) VETERANS DAY - NOVEMBER 11, 2016: Chair Freeman read the proclamation for the record recognizing Veterans Day which is to honor the dedicated men and women who have sacrificed to defend our freedoms. • 2) COMMEMORATING VETERANS OF VIETNAM WAR: Chair Freeman read the proclamation and he read the Weld County Commemorative Proclamation for the record, as well as recognizing the Veterans who served the Country in the Vietnam War. The Commissioners presented each of the following individuals with a pin and a certificate of honor: Raymond Patch, Gene Burke, Korwin Johnson, Jerry Snyder, Frank Garcia, Ed Rossi, Wayne Scott Doyle, Bruce White, Thomas Feldhouse, Adolpho Garcia Diaz, Lyle Achziger, Ron Britton, Rodney Cole, Gary Peters; accepted by Marilyn Peters, Larry VanEgdom, Robert McLaughlin, Stanley Graffis, Bill Sullivan, Jack Zimbelman, a George Tendick, Gary Cyr, Stan Cass, Cecily Cass, John Natividid, Robb Cassedy, Harry Golden, Fred Kriger, Michelle Minutes, November 9, 2016 Page 1 2016-3471 BC0016 Blum, Gary Nolin, Art Nolin, and George Kreilling. (Clerk's note: the meeting was paused for a photo opportunity.) El Chair Freeman read a proclamation thanking the Veterans staff who organized and put the ceremony together to honor the Weld County Veterans who served in the armed forces. • PUBLIC INPUT: No public input was given. COMMISSIONER COORDINATOR REPORTS: Commissioner Conway extended an invitation to the Veterans Day Ceremony which will be held at the Veterans memorial in Bittersweet Park. Commissioner Cozad congratulated Commissioners Kirkmeyer, Freeman and Conway for running a good campaign and stated she looked forward to working with them all for the next two (2) years. Commissioner Moreno also extended his congratulations and expressed his enjoyment of working with his fellow Commissioners. BIDS: • 1) APPROVE BID #61600156, INTERACTIVE USE OF FORCE AND FIREARMS SIMULATOR - SHERIFF'S OFFICE (CON'T FROM 10/24/2016): Rose Everett, Purchasing Department, presented the two (2) bids and stated staff recommends awarding the low bid from Ti Training for the amount of $79,950.00. Commissioner Kirkmeyer moved to approve said low bid. Seconded by Commissioner Conway, the motion carried unanimously. 2) PRESENT BID #61600172, DATA CABLE AND CAMERA INSTALLATION (CENTENNIAL COURTS) — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of Department of Information Technology, presented the sole bid and stated staff will bring back a recommendation on November 23, 2016. Each one of the Commissioners thanked Mr. Rose for a job well done for the election process. • 3) PRESENT BID #61600164, CNG - 1/2 TON 4X4 CREW CAB PICKUP - DEPARTMENT OF PUBLIC WORKS: Ms. Everett reviewed the details of the two (2) bids received and stated staff will bring back a recommendation on November 23, 2016. • 4) PRESENT BID #61600165, CNG - 1/2 TON EXTENDED CAB LONG BED PICKUP - DEPARTMENT OF PUBLIC WORKS: Ms. Everett presented the details of the two (2) bids received and stated staff will bring back a recommendation on November 23, 2016. • 5) PRESENT BID #61600166, CNG - 1/2 TON CREW CAB SHORT BOX PICKUP — TOWN OF PLATTEVILLE POLICE DEPARTMENT: Ms. Everett reviewed the details of the two (2) bids received and stated the Town of Platteville Police Department will bring back a recommendation on November 23, 2016. 6) PRESENT BID #61600167, CNG - 3/4 TON CREW CAB LONG BOX PICKUP - HUDSON FIRE PROTECTION DISTRICT: Ms. Everett presented the three (3) bids received and stated Hudson Fire Protection District will bring back a recommendation on November 23, 2016. 7) PRESENT BID #61600168, CNG - FULL SIZE SUV'S - HUDSON FIRE PROTECTION DISTRICT (QTY. 2): Ms. Everett reviewed the sole bid received and stated Hudson Fire Protection District will bring back a recommendation on November 23, 2016. Weld County Clerk to the Board BY: puty Clerk to the Board • 1) CONSIDER TEMPORARY CLOSURE OF CR 25 BETWEEN CRS 52 AND 54: Janet Lundquist, Department of Public Works, reviewed the details of the closure effective November 28, 2016 through December 2, 2016, to replace an eighteen (18) inch culvert. She stated staff will use water for dust abatement on the gravel portions of the detour route, standard road signs and barricades. Commissioner Moreno moved to approve said closure. The motion, which was seconded by Commissioner Cozad, carried unanimously. El 2) CONSIDER TEMPORARY CLOSURE OF CR 54.25 BETWEEN CRS 51 AND 53: Ms. Lundquist requested a closure effective November 28, 2016, through December 2, for a culvert replacement. Staff will use magnesium chloride for dust abatement, standard road signs and barricades and message boards in advance. Commissioner Conway moved to approve said closure. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. • 3) CONSIDER TEMPORARY CLOSURE OF CR 72 BETWEEN CRS 55 AND 61: Ms. Lundquist explained staff will close this segment and the work will be completed in phases for the pipeline installation. Commissioner Cozad moved to approve said closure. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. Ms. Lundquist stated the closure will be announced on a press release, on social media, and the County's website. 4) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR TO SIGN - KATIE BEALS: Commissioner Conway moved to appoint Katie Beal as the Deputy District Attorney. The motion was seconded by Commissioner Cozad, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
