Gentlemen:
We have been advised that a reorganization is being considered
whereby the Youth Services Bureau may be transferred from the
office of Human Resources to that of the District Attorney and
have been asked to express our opinion on such move. We are the
judges to whom juvenile matters are assigned in the District
Court in this district.
The Youth Services Bureau has been of significant assistance to the
Court and of benefit to juveniles involved with the juvenile justice
system by its anti-shoplifting program. It has, however, been lim-
ited in its service to the Court and to the juveniles brought
before the Court by its location away from the agencies generally
involved in juvenile matters.
In our opinion, the location of the agency within the office of the
District Attorney is a more logical arrangement and would result in
closer liason with this Court, the Probation Department of this
Court, and other agencies involved with juveniles than its present
location permits.
For this reason, and with no thought of criticism as to its per-
formance under present arrangements, it is our opinion that the
transfer of this office to the District Attorney' s office would be
of benefit to the operation of the juvenile justice system in this
county, and would prove beneficial to the children involved in that
system and to the public as a whole.
