I hereby certify that pursuant to a notice dated October 17 ,
1977 , duly published October 19 , 1977 and November 9 , 1977 in
the Greeley Journal, a public hearing was held for the adoption
of the Weld County Budget for 1978 and to hear comments on
the planned use of revenue sharing funds. Chairman Steinmark
reviewed all of the budget funds, explaining the changes
which had been made and the programs which have been chosen
to receive revenue sharing funds. Testimony was received
from the public in attendance and Weld County Clerk and
Recorder, Mary Ann Feuerstein.
Discussion was held on the question of Weld County continuing
its membership in Colorado Counties, Inc . A motion was made
by Commissioner Carlson to transfer $8 , 047 from the General
Fund into the Commissioners ' budget #801 , with which to pay
the $15 , 000 CCI dues, thereby remaining in the association.
Commissioner Jacobucci seconded the motion for which the vote
was called. Commissioners Carlson and Jacobucci voted aye.
Commissioners Dunbar, Roe and Chairman Steinmark voted nay.
The motion was defeated.
After all comment and testimony was received on the budget
and the planned use of revenue sharing funds, Commissioner
Jacobucci made a motion to approve the 1978 Budget at
$51 , 676 , 955 and 18 . 26 mills . Commissioner Roe seconded the
motion and it carried. Commissioners Carlson, Jacobucci,
Roe, and Chairman Steinmark voted aye. , Commissioner Dunbar
voted nay. Commissioner Dunbar qualified his vote, saying
that he had earlier voted against the third pay plan and
was unable to support some of the individual budgets within
the total 1978 budget.

BUREAU OF THE CENSUS
The State and Local Fiscal Assistance Act of 1972 as amended (General Revenue Sharing)
and title II of the Public Works Employment Act of 1976 as amended (Antirecession
Fiscal Assistance) require each State and local government which receives funds to sub-
mit certain information about its fiscal activities including data on the expenditure of
funds received through either of these programs. The U.S. Department of the Treasury
will be reporting to the Congress on the proposed and actual uses of revenue sharing
funds by State and local governments in relation to their total budgets and on the use and
economic impact of Antirecession Fiscal Assistance funds.
This year, the Bureau of the Census has been asked by the Department of the Treasury
to gather the needed information. The information you supply on this questionnaire,
together with data previously requested for your government in the Census Bureau's Survey
of Local Government Finances, will also be used to meet the Treasury Department's
reporting obligations for the fiscal year ending between July I, 1976 and June 30, 1977.
Please fill out and return the addressed copy of this form within 3 weeks. Retain the
duplicate copy for your files. A preaddressed return envelope is enclosed for your
convenience in replying. YOU MUST COMPLETE AND SUBMIT THIS QUESTIONNAIRE
TO REMAIN IN COMPLIANCE WITH BOTH ACTS. FUTURE PAYMENT UNDER EITHER
ACT WILL DEPEND ON YOUR PROMPT REPLY TO THIS FORM RS-900.

Clarifications of some of the expenditure functions listed on the reverse:
Financial and general administration — Expenditures for financial administration and executive, legislative,
and judicial operations of your government.
General public buildings — Construction, maintenance, and operation of city hall or county courthouse and
any other buildings not relating to particular purposes.
Education — Any expenditures for education purposes, including expenditures from State and Federal grants.
Welfare — Expenditures for public assistance programs including administration costs, vendor payments,
and direct payments to indigents. Include medical, hospital, and nursing home care provided to the needy.
Also include amounts paid from State and Federal grants for welfare purposes.
Hospitals — Expenditure for construction and operation of hospitals, including payments to hospitals operated
privately. Exclude nursing homes.
Health — All public health activities except provision of hospital care. Include environmental health activi-
ties and all services performed directly by the public health department. Exclude here and report at welfare
any payments under public welfare programs.
Roads — Amounts for construction and maintenance of streets, sidewalks, bridges, and toll facilities.
Include street lighting, snow removal, and highway engineering, but exclude street cleaning expenditure.
Include any payments to the State or other local governments for highway purposes.
Police — Amounts for law enforcement and related activities of your government, including coroners and
medical examiners, and special police forces with general arrest powers. Include vehicular inspection and
traffic control and safety activities, but exclude highway engineering and planning. Exclude any contri-
butions to a local police pension fund.
Fire — All costs incurred for fire fighting and fire prevention, including contributions to volunteer fire units.
Exclude any contribution to a local fire pension fund.
Sewerage — Expenditures for sewers and sewage disposal facilities, including intergovernmental payments
for such services. For combined water supply and sewage disposal systems, include segregable expenditure
relating to sewage disposal.
Other sanitation — Amounts for facilities and services incident to keeping streets, alleys, and sidewalks
clean, and collection and disposal of garbage, ashes, refuse, and other waste. Amounts for snow and ice
removal should be reported at "roads."
Parks and recreation — Expenditures for playgrounds, golf courses, swimming pools, museums, marinas,
community music, drama, and celebrations.
Housing- Expenditures for urban renewal, slum clearance, housing projects, and similar activities
Interest on general debt—Amounts of interest paid on all debt except utility system debt
Utility systems — Gross expenditure for water, gas, electric, and transit systems owned and operated by
your government. Include interest payments.
Natural resources — Activities to conserve, promote, and develop natural resources of soil, water, forests,
minerals, wildlife, etc.
All other — Expenditures for functions not listed. Do not include: payments for debt retirement; purchase of
securities; transfers between funds or agencies of your government; or benefits and payments from distinct
employee pension funds.
Current expenditures — Salaries and wages, purchase of utilities and supplies, and all other expenditures
exclusive of capital outlay and debt redemption
