Site Specific Development Plan and Use by Special Review , USR) Questionnaire Weld County, Colorado November, 2015 1.) Explain, in detail, the proposed use of the property. Clean Energy Collective of Louisville, Colorado is proposing to build, own, operate, and maintain a 2 MW community-owned solar power generation facility on approximately twelve and one-half (12.5) acres located at the southeast corner of County Road 34 and County Road 29, owned by the State Land Board. Access to the proposed facility will be from one of the County roads that abuts the site and a Weld County access permit will be obtained prior to any construction on site. The 2 MW power generation facility will consist of approximately 18, 120 solar panels which will be owned by the citizens and businesses of Weld County, and customers of Xcel Energy. The proposed power generation facility will be unmanned, with the exception of site visits approximately two (2) times per year for routine maintenance and inspection of the facility. The panel arrays will be supported by a metal racking system, which will be driven into the ground . There will be minimal disturbance to the existing grade. The panel arrays will be connected to an inverter, which converts the direct current produced by the panels into alternate current, which is then tied into the Xcel Energy grid. The inverter will be housed in a wooden structure that is open on all sides with a roof to protect the electrical components. 2.) Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The Weld County Code, Comprehensive Plan, Section 22-5-130 refers to "Alternative energy resources", and indicates that Weld County "....supports and encourages development and use of alternative energy resources". The Comprehensive Plan further states that: "Alternative energy sources do not replace the traditional sources of energy, rather, expanding global energy demands require a "new energy economy" that supports and enhances traditional sources of energy (Weld County Code Ordinance 2008-13)". Section 22-5-140, A., 5., AE Policy 1.5, states: "Support the development and use of solar energy". Section 22-5- 140, A., 5. b., Recommended Strategy AE. 1.5.b., states: "Create incentives that encourage large-scale commercial solar collection". Clean Energy Collective is requesting approval of this Use by Special Review to allow construction of a community-owned solar garden. If approved, this facility will provide Weld County citizens and businesses within Poudre Valley Electric Association's service area access to renewable, clean energy. The proposed facility is in compliance with the goals and objectives of Chapter 22, Comprehensive Plan of the Weld County Code. This Use by Special Review request, if approved, will help Weld County meet its stated goals and objectives of "supporting the development and use of solar energy. 3.) Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The proposed community-owned solar garden is being processed as a Use by Special Review. This process is for uses which have been determined to be more intense or that have a potentially greater impact than uses allowed by the underlying zoning. Facilities" are listed as a use by right in the Agricultural zone district. Staff has determined that this proposed facility will require a Use by Special Review process and Clean Energy Collective is submitting this application to satisfy the requirements of Chapter 23, the "Zoning" section of the Weld County Code. 4.) What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). The subject property is located within an area that is primarily agricultural in use. There is a large oil/gas facility (compressor station) located at the northwest corner of County Road 29 and County Road 34. Directly north of the proposed solar generation facility is an oil/gas well site. Approximately one mile southeast of the proposed solar generation facility, is a large chicken/egg production facility. Much of the surrounding property is currently being farmed and used for agricultural purposes. There are oil and gas facilities immediately north, south, east, and northwest of the proposed solar energy generation facility. The closest farmhouses are approximately one mile from the proposed facility and located to the north and west. Since the proposed solar power generation facility is to be unmanned, there should minimal impacts to surrounding land uses. The visual impacts will be similar to the unmanned oil and gas facilities in the immediate area. Traffic impacts should be less than a single-family residential unit once construction is completed. 5.) Describe, in detail, the following: a.) Number of people who will use this site The community solar garden will be an unmanned facility. There will be a crew of 4-6 workers on the site during the 6 weeks construction phase. Once the proposed facility is operational, there will be 1-2 employees who visit the site 1-2 times per year for routine maintenance and repairs. Once built, all customers of Xcel Energy within Weld County, including citizens, businesses and governmental agencies will benefit from the installation . b.) Number of employees proposed to be employed at this site — During the construction phase there will be 4-6 workers employed at the site. After construction, there will be 1- 2 jobs created for maintenance and upkeep. c.) Hours of operation — Once construction is completed, the facility will produce energy from sun rise until sunset. d.) Type and number of structures to be erected (built) on this site — There will be a shed (open sides and covered roof) of approximately 120 square feet, built over the inverter, which is proposed to be located on the eastern portion of the parcel . The perimeter fence will keep any horses or cattle from entering the solar garden facility, should the property owners decide to have horse or cattle on the subject property. f.) Kind of vehicles (type, size, weight) that will access this site and how often — During the construction phase of the project there will be material and construction equipment deliveries. These deliveries will be done with semi-trucks and flatbed trailers. There will be a concrete truck that delivers concrete for the inverter pad . Once the construction phase is completed, a standard pick-up truck ( 1/2 ton ), will visit the site 1 to 2 times per year for routine maintenance and repairs. g.) Who will provide fire protection to the site — Platteville-Gilcrest Fire provides fire protections services to the subject property. h.) Water source on the property (both domestic and irrigation) — The Property Profile from the Weld County Assessor's Office shows that the property is served by Northern Colorado Water (NCW) and Little Thompson Water ( LTW) . i.) Sewage disposal system on the property (existing and proposed) — The existing single- family residential unit is served by an individual sanitary disposal system. During the construction phase for the proposed solar garden, a port-a-potty will be located on site. j.) Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. No additional landscaping is proposed for the community solar garden . 7.) Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. The proposed facility is being planned to be in place for up to fifty (50) years. At the end of the lease term, the lease term may be extended if agreed to by the property owner. If the lease is not extended by the property owner, the panels, racking system and electrical components will be removed, and the solar garden portion of the property will be returned to a vacant parcel . 8.) Explain how the storm water drainage will be handled on the site. The proposed use will follow the existing topography of the land with very minimal over-lot grading. As a result, the historic storm water drainage patterns that exist today will not be substantially altered . The proposed arrays will be constructed such that runoff from the panels will fall directly on the ground and will not increase the impervious area of the site. 9.) Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The community solar garden will take 6-8 weeks to construct and become operational . Construction will begin upon approval of the Use by Special Review and building permit by Weld County. 10.) Explain where storage and/or stockpile of wastes will occur on this site. There will be no waste produced by this proposed use as a community solar garden . 11.) Please list all proposed on-site and off-site improvements associated with the use (example: landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. The proposed solar power generation facility will have the following improvements associated with the project: a .) Access to the site will be from County Road 29 or County Road 34 and an access permit will be obtained from Weld County prior to site mobilization; b.) Based on our calculations, approximately 935 square feet (0.021 acres) of land will be disturbed installing : foundations for the solar array system (+/- 400 sf. of disturbance from 900-steel (- beam foundations driven into the ground ); the inverter pad (+/-195 sf. disturbance); shade structure (+/-240 sf. disturbance); and transformer pad (+/-100 sf. disturbance). This is less than the threshold 2 ,000 square feet of building or equivalent imperviousness. A summary of Project information and storm water related impacts is as follows. Project Specific Information Protect Name, Land Owner and (Parcel ID Information; Platteville Community Owned Solar Power Generation Facility, Colorado State Land Board , (Parcel No. 121116000001 ) Developer/Owner Clean Energy Collective, 361 Centennial Parkway, Suite 300, Louisville, CO 80027 Civil Engineer Enertia Consulting Group, LLC, 1529 Market Street, Suite 200, Denver, CO 80202 Project Description The Project covers approximately 12 .4 acres and includes: a 2 MW solar power generation facility with a maximum of 18, 120 solar panels mounted on steel I-beams; concrete pad mounted transformer and inverter; a shade structure; an access drive with hammerhead turn- around (extended south from WCR 34); and perimeter fence with gate. Land clearing , grubbing or grading will not be required to install the solar garden components, with the exception of the concrete pads for the transformer and inverter. The 12 .4 acre solar garden is scheduled to begin construction in the spring of 2016. Mr. Richard Miller, AICP Page 2 Existing Ground Surface Conditions The 12 .4 acre site is currently unimproved and vacant. The ground surface is relatively flat and generally slopes from west to east at an average grade of 1 -2 percent. Surface vegetation generally consists of prairie grasses. Site soils are well draining , granular "B" soils with low runoff potential when thoroughly wet. Land Disturbance Activities The site improvements include installation of: (i) solar energy conversion system components; and (ii) an all-weather surface access drive. Solar Energy Conversion System - Installation of the 12.4 acre solar energy conversion system will include: 18, 120 solar arrays placed on +/-900 steel I-beams (driven into the ground), an inverter and transformer placed on concrete foundations, a shade structure, and a gated perimeter fence. Access Driveway — An all-weather, gravel surface access drive will extend 50' south from WCR 34 and will include a hammerhead cul-de-sac. The access drive components (4-6" Class 5 or 6 gravel) will be placed over the existing ground surface and will be capable of handling a load of 85,000 lbs. Land Disturbance Quantities A total of approximately 9,950 square feet (0.23 acres) of the Site is anticipated to be disturbed installing the access drive (8,600 sf), foundations for the solar array system (+/- 1 ,000 sf of disturbance from 400 I-beams driven into the ground), transformer pad ( 100 sf) and inverter pad (250 sf). Impervious Surface The Project will permanently change approximately 935 square feet (I-beam foundations, transformer, inverter pads and shade structure) of surface area from pervious to impervious. The access road will be an all-weather gravel surface. It should be noted that since the solar panels will rotate through the day, the ground surface below the panels will remain vegetated . Existing Drainage Patterns Surface water drainage is west to east. Since the Project will not require clearing , grubbing or grading (with the exception of minor ground surface disturbance for the inverter/transformer pad and shade structure), existing drainage patterns will not change. Water Quality and Detention Installation of the solar facility will not alter existing drainage patterns or flow rates on the site and runoff water quality will not be impacted by the solar garden components. Installation of water quality or detention facilities would require clearing , grubbing , grading and reseeding of a portion of the site and would likely increase the potential for erosion , sediment transport and concentrated flow. Accordingly, water quality and detention are not recommended for this project. Mr. Richard Miller, AICP Page 3 Summary 1 . Anticipated land disturbance resulting from solar garden component installation is 935 sf. 2. For solar garden installation , clearing and grubbing of existing vegetation will not be required (except for 935 sf mentioned above). 3. Installation of the solar garden will not impact existing drainage patterns or flow rates on the site. Runoff water quality will not be impacted by the solar garden components. 4. Installation of water quality or detention facilities would require clearing , grubbing , grading and reseeding of a portion of the site. 5. Installation of water quality and detention facilities would likely increase the potential for erosion , sediment transport and concentrated flow. 6. Due to the minimal land disturbance and implementation of the erosion and sediment control plan included as part of the Use by Special Review plan set (Sheet 3), water quality and detention facilities are not warranted for this project. ********************************* We trust that the information provided is acceptable and complete. The intent of this narrative is to provide traffic related information and identify potential Project impacts to affected roadways within Weld County. The following information is included in this letter report: • Project Location , Components and Construction Schedule • Designated Travel Route • Daily Vehicle Trip Generation • Conclusions. Project Location, Components and Construction Schedule Location The Project is located on 12 .4 acres near the southeast corner of the Weld County Roads 34 and 29 intersection (Weld County Parcel No. 121116000001 ) in the northwest quarter of Section 16, Township 3N , Range 64W. Components The Project generally includes: a 2 MW solar garden with approximately 18, 120 solar panels mounted on steel I-beams; concrete pad mounted inverters and transformers; shade structure; an access drive with emergency turn-around and perimeter fence with gate. Mr. Richard Miller, AICP Page 2 Construction Schedule It's currently anticipated that the Use by Special Review Permit will be issued by Weld County in early 2016. Accordingly, a construction start/mobilization date of April 1 , 2016 has been established . Based on this, the following preliminary schedule is currently considered : • Driveway installation April 4, 2016 — April 8, 2016 • Solar Garden Component Delivery April 11 , 2016 — April 29, 2016 • Perimeter Fence Installation April 11 , 2016 — April 29, 2016 • Solar Panel Foundation Installation May 1 , 2016 — June 1 , 2016 • Transformer and Inverter Installation May 15, 2016 - June 1 , 2016 • Solar Panel Installation May 1 , 2016 — July 30, 2016. Designated Access Route The designated access route is: State Highway 85 north ; east on WCR 34 ( 1 .6 mi); and south on the Project access driveway. The following is a brief description of the access route roadways. SH 85 - The segment of SH 85 included in the travel route is asphalt-paved with a posted speed limit of 65mph . The pavement width is 25 feet with 2 foot shoulders (approx. ). The road surface appears to be in good condition . WCR 34 — The segment of WCR 34 included in the travel route is a local road (2 lane, gravel surfaced ) road that appears to be in fair condition if properly maintained (e.g . , treated with moisture and bladed ). The road surface east of WCR 29 does not appear to be gravel . Daily Vehicle Trip Generation and Distribution Project development may be divided into the following 4 phases (site preparation , material and equipment delivery, solar garden construction and solar garden maintenance). The following Table 1 illustrates the estimated average daily trip generation by vehicle type for each Project phase. This traffic will generally be site worker passenger vehicles. The majority of heavy truck traffic including conex container delivery (total of 30-50 conex containers/delivery trucks) and equipment (rubber tire loader, pile driver, forklift) delivery and pickup will travel to and from the Project between 9:30 AM and noon and 1 :30PM and 4: 00PM . Project related traffic during all phases will not be significant during AM and PM peak periods (7:30 — 9:00 AM and 4:30 — 6: 00 PM , respectively). Conclusions 1 . The Project is expected to generate up to 38 vehicle trips per day during material and equipment delivery (anticipated to be one week at the beginning of the project and one week at the end of the project), up to 34 vehicle trips per day during solar garden installation (3-4 months) and up to 2 vehicle trips per month during solar garden operation . Mr. Richard Miller, AICP Page 4 2 . Site mobilization and driveway preparation is anticipated to take place in April 2016. Solar garden and appurtenance installation is expected to begin in April 2016 and end in July 2016. 3. The phase with the greatest amount of traffic (solar garden installation ) is expected to occur over a 3 month period (May 2016 - July 2016). 4. Daily Project related truck traffic is not expected to impact AM and PM peak traffic periods. 5. Sight distance at the Project entrance (WCR 34, approximately 330' east of the WCR 29 intersection and across from an existing oil & gas well location entrance) is well over 1 , 000 feet both east and west. 6. As proposed , the solar garden site preparation , installation and ongoing inspection/maintenance is not anticipated to create adverse traffic related impacts on Arapahoe County roads.
