Staff comments made during this phase of the application process may not be all-inclusive, as other issues may arise during the remaining application process. COMMENTS: General Project Information/Location: RV and Boat Storage This project is near CR 17 and CR 16. Parcel number 131128300056. Drainage Requirements: Please contact Department of Planning Services/Engineering Development Review for questions or assistance for drainage requirements at 970-353-6100. URBANIZING VS NON-URBANIZING DRAINAGE AREA: This area IS within an Urbanizing Drainage Area: Require detention of runoff from the 1-hour, 100-year, storm falling on the developed site and release of the detained water at the historic runoff rate of the 1-hour, 5-year storm falling on the undeveloped site for URBANIZING areas. Detention Pond summarized in a Drainage Report: A final signed a stamped drainage report w/COC has been received from Allis Taylor and Duke and is acceptable by engineering. This site is not in a defined Municipal Separate Storm Sewer System (MS4)area which is a more urbanized area with state mandated, higher water quality requirements Grading Permit A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications are accepted after the planning process is complete (plan recorded). An Early Release Request Form may be entertained only after the applicant and Planning Department have reviewed the referral and surrounding property owner comments. The Early Release Request may or may not be granted depending on referral comments and surrounding property owner concerns. Contact a Engineering representative from the Planning Department for more information. A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. There are currently two residences associated with this request; a 3 bedroom residence (SE-0200086) and a 3 bedroom mobile home (SP-0000190). The existing residence will be used for the caretaker. The mobile home will house the employee for the store/office. A shared commercial septic system will be built to accommodate the employee residence and store/office. There will be a RV dump station located on site. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. The plans were reviewed for compliance with 2012 International Fire Code (IFC) as adopted by the Fort Lupton Fire Protection District and the Weld County Commissioners. First Stage of Development Address: New facilities shall have approved address numbers placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall be a minimum of 4 inches (101.6 mm) high with a minimum stroke width of 0.5 inch (12.7 mm). The subject property is within the Town's comprehensive planning area and could be subject to annexation in the future. Additionally, the major roads leading to the project site are annexed into the Town of Frederick and therefore, the Town requests the following: 1. Weld County Roads 16 (Tipple Parkway) and 17 are owned and maintained. Any vehicle exceeding the Town's size and/or weight standard will be required to obtain an overweight/oversize permit from the Town of Frederick. 2. Weld County Road 17, south of the intersection with Tipple Parkway, is a gravel road surface and may require additional dust abatement and grading due to the traffic generated by this site. The Town will require the applicant enter into a maintenance agreement for this portion of roadway from Tipple Parkway to County Road 14 until annexation. 3. The intersections of Highway 52 and County Roads 14 and 17 are difficult to manage in a passenger vehicle. Large recreational vehicles and passenger vehicles pulling recreational vehicles or boats will likely have a difficult time maneuvering through the intersections and will require even slower speeds which may cause additional accidents at these locations. Please consult with the Colorado Department of Transportation regarding potential improvements to the roadways to decrease the probability of traffic accidents.
