Box 758 Greeley, Colorado 80632 WELD COUNTY COMMISSIONERS Dear Chairman Freeman: We are pleased to announce the approval of the Weld County Multi-Jurisdictional Hazard Mitigation Plan as meeting the requirements of the Stafford Act and Title 44 Code of Federal Regulations 201.6 for a local hazard mitigation plan. The plan approval extends to the following participating jurisdictions that have adopted the plan: Weld County; the Cities of Brighton,Evans, and Greeley; and the Towns of Firestone and Milliken. The approved jurisdictions are eligible for FEMA Hazard Mitigation Assistance grant programs. All requests for funding will be evaluated individually according to the specific eligibility and other requirements of the particular programs under which the application is submitted. Approved mitigation plans may be eligible for points under the National Flood Insurance Program Community Rating System. This plan is approved through February 21, 2021. A local jurisdiction must revise its plan to reflect changes in development, progress in local mitigation efforts, changes in priorities, and resubmit for approval within five years to continue to be eligible for mitigation project grant funding. We have provided comments and recommendations on the enclosed Plan Review Tool. ELEMENT F: REQUIRED REVISIONS Local Mitigation Plan Review Tool 8 M F Weld County, CO 2016 SECTION 3: PLAN ASSESSMENT A. Plan Strengths and Opportunities for Improvement This section provides a discussion of the strengths of the plan document and identifies areas where these could be improved beyond minimum requirements. Element A: Planning Process FEMA: The description of the planning process is extensive,which is appropriate for this major update and transition from a Regional Plan to a County Plan. However, as part of the next update, consider including only a description of the most current planning process. Descriptions of the previous planning process, risk assessment, etc., may be included in the Appendix or in County offices for record-keeping. The public involvement process results are tremendous; well done. It would be great to repeat those parts of the process that could be quantified,to compare public interest and awareness of risk and mitigation,over time and analyze whether recent disaster events influences the publics perceptions. Element B: Hazard Identification and Risk Assessment State of Colorado comments/observations: No significant vulnerability to Pest Infestation hazard was identified, yet Weld County is profiled as one of the top ten economically producing agricultural counties in the U.S., with a total annual agricultural product market value of over$1 billion each year. This hazard from 2009 was deleted in 2016 [noxious weeds/pest infestation]. As well,there is no discussion of the potential effects of hydraulic fracturing [fracking] on possible earthquake activity in Weld County, although the County(located above the Wattenberg Field) is listed as having more oil and gas wells than any other county in the State. However, it is understood that this is the local's plan and their choice to include or discount specific hazards. FEMA: The plan does a great job of emphasizing future development. Also, the jurisdiction specific sections do a good job of describing the issues being addressed in the mitigation strategies. The Prairie Fire hazard profile is a good example of how to describe the wildfire threat in the plains of Region VIII states. Element C: Mitigation Strategy State of Colorado comments: It would be most helpful if Mitigation Actions were numbered for ease of reference. As well, a simple chart or table with numbered actions and responsible jurisdiction would also provide a better sense of overall Mitigation Actions and tracking of same. FEMA: The mitigation strategy includes a wide variety of actions that appear to correspond with the risk and capabilities of the participating jurisdictions. The Town of Ault barely meets the requirement with the NFIP continued compliance and participating in the county-wide Storm Ready program.As part of the next update,the Town should consider more specific mitigation-focused actions/projects. Additionally,we recommend including a summary/table of mitigation actions in the Executive Summary,for ease of reference, per State comment above. Local Mitigation Plan Review Tool 9 Weld County, CO 2016 Element D: Plan Review, Evaluation, and Implementation FEMA:This plan is a huge improvement over the 2009 plan and is exceptionally well written. We hope Weld County is able to capitalize on this successful process and implement many mitigation projects over the planning cycle. B. Resources for Implementing Your Approved Plan Weld County was included in FEMA's March 2015 study, entitled, "Reducing Losses Through Higher Regulatory Standards: A Study of the 2013 Colorado Floods." The study explains how losses to the 2013 flood event would have been higher if the county had not regulated to NFIP minimum standards. The study sets up "what-if" scenarios for floodplain,floodway,freeboard, critical facility, and erosion mitigation/regulation that are great for mitigation action ideas. This information could be especially beneficial as local decision makers are developing and prioritizing mitigation actions to make the best use of their investments.
