(ADP), a Not For Profit 501(c)(3) corporation, is proposing to engage in a business where the principal activities will include the rescue and reintroduction of dogs/puppies and occasionally cats/kittens. As a rescue, we focus on dogs who are scheduled to be euthanized, sick, injured or owner surrendered. We primarily rescue from kill shelters. Upon receipt of the dogs/cats, we house, feed, care for, meet all veterinary needs, rehabilitate, socialize, network with other rescue facilities and rehome via off property adoption events and word of mouth. We use local veterinarians, Tabby Road Vet Hospital and Wellington Vet Hospital. The average stay of our dogs is estimated to be approximately 90 days. However, dogs are NOT adopted out until we believe they are ready to be reintroduced. Vice Versa, there are some dogs who are ready prior to 90 days. As part of our care program, all animals are spayed/neutered, vaccinated and microchipped prior to being adopted out. We understand and respect the private property rights that allow citizens to own and utilize their properties and we understand our responsibility to protect community health, safety and welfare. We understand and respect the agricultural tradition in Weld County and do not believe that our business activities will adversely impact established agricultural businesses and associated infrastructures. We understand the Fairness and Land Use Changes procedures and stand prepared to comply with them. We recognize that there is a significant amount of diversity and that equal weight will be brought to bear to facilitate and receive a special land use change. We support and encourage economic prosperity and economic growth and believe that we can participate in and contribute through the operations of our business. 3) Section 23-1-40 of the Zoning Code for Weld County is designed to promote the health, safety, convenience, morals, order and welfare of the present and future inhabitants of the County. We believe the operations of the rescue will promote the purpose and intent of the Zoning Regulations and will not adversely impact the public health, safety and welfare of the citizens of the county. In fact, we believe that the rescue will enhance and support the infrastructure of the county through the operations of the rescue. 4) Surrounding lands are predominantly used for raising horses, domestic dogs, cows, goats and chickens. All stored items are in support of the rescue. 6) The existing landscaping will not be altered. 7) Since there will be no major alterations to the existing property, it is not anticipated that any reclamation procedures will be required when the Use by Special Review terminates. 8) As there will be no major alterations to the existing property, the existing storm water drainage will be adequate for the proposed. 9) Construction will include concrete pads under loafing sheds of three (3) of the cattle pens. In addition, the 32' x 40' existing outbuilding will be enclosed with insulation, heating etc to house the dogs in the winter. Both projects will be completed by 10/31/2015. 10) Storage will be in the 32' x 40' existing outbuilding. We are building a 10' ceiling and storage will be on top of the inner ceiling and under the outer ceiling. 11) The three (3) cattle pens that will house 10' x 10' kennels will have fencing along the front side. Fencing will be an exact match to the existing tin on all outbuildings. Discussed existing dogs/layout and explained future dogs/layout of the rescue_ Discussed his concerns regarding dogs bathing and what we are doing to lessen the noise. Explained the 32'x 40' building being heavily insulated for night and outside kennels being placed on concrete pads in the cattle pens during the day. Explained everything will be consolidated in one place which is middle of the property versus East or West, Douglas and Diane Patterson, 49285 CR 17, Wellington, CO 80549-1795 : Met with Diane Patterson at our residence on 9/30/2015 at 7:00 PM. Gave brief tour of the facility, showed where dogs slept at night and where they stay during the day. Explained the building of the 32' x 40' outbuilding as well as cattle pens. Diane was very pleased with our rescue operations, caretaking of the dogs and the overall rescue as a whole. Made the comment that she has never heard the dogs bark nor do they bother her. Said she had worked out in her yard all day that day and never once heard them. Offered her assistance if I ever need any. Corey and Michelle Kuhne, 7876 CR 100, Wellington, CO 80549-1649. Met with Corey and Michelle (Shelly) at our residence on 9/30/2015 at 7:00 PM, along with Diane Patterson. Same comments as Patterson above. Corey explained to us about his Great Dane breeding. Asked questions about The Department of Agriculture. Answered all their questions. According to Kristine Ranslem, Planning Technician, these are the only three residents within 500 feet that needed to be notified.
