BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MARCH 2, 2016
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, March 2, 2016, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Sean P. Conway, Pro-Tem
Commissioner Julie A. Cozad
Commissioner Barbara Kirkmeyer
Commissioner Steve Moreno
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Stephanie Frederick
Senior Accountant, Chris D'Ovidio
• MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of February 29, 2016, as printed. Commissioner Moreno seconded the motion,
and it carried unanimously.
• CERTIFICATION OF HEARINGS: Commissioner Cozad moved to approve the Certification of
Hearings conducted on February 29, 2016, as follows: 1) USR15-0062-70 Ranch, LLC, do Blue Grama
Land Corporation. Commissioner Conway seconded the motion, which carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed.
Commissioner Cozad seconded the motion, and it carried unanimously.
CE PUBLIC INPUT: No public input was given.
El COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno reported he went with
Jackie Rodgers from the Treasurer's Office, to speak with the Optimist Club about the Bright Futures
Program. Commissioner Cozad attended a tour of Work Release with Chair Freeman and extended her
thanks to Doug Erler. Department of Justice Services. She stated she attended the monthly Hill-n-Park
meeting. Commissioner Conway attended his monthly staff meeting with CDOT. (Clerk's Note:

BIDS:
1) APPROVE BID #61500202, ON-SITE MEDICAL SERVICES - DEPARTMENT OF HUMAN
RESOURCES: Rose Everett, Purchasing Department, stated staff recommends continuing this matter.
Commissioner Conway moved to continue this matter to March 30, 2016. The motion was seconded by
Commissioner Kirkmeyer, and it carried unanimously.
• 2) APPROVE BID #B1600042, WINDOW CLEANING SERVICES - DEPARTMENT OF
BUILDINGS AND GROUNDS: Marcia Walters, Purchasing Department, reviewed the five (5) bids
received and stated staff recommends awarding the low bid from Clearview, LLC, in the amount of
$21,325.00. Commissioner Cozad moved to approve said low bid. Seconded by Commissioner Moreno,
the motion carried unanimously.
• 3) APPROVE BID #B1600029, BRIDGE REHABILITATIONS - DEPARTMENT OF PUBLIC
WORKS: Ms. Walters reported staff recommends continuing this matter. Commissioner Conway moved
to continue said matter to March 9, 2016. The motion, which was seconded by Commissioner Cozad,
carried unanimously. (Clerk's Note: This was subsequently rescheduled to 3/14/2016.)
• 4) APPROVE BID #B1600035, ENFORCEMENT SERVICES - MOWING AND/OR SPRAYING -
DEPARTMENT OF PUBLIC WORKS (WEED AND PEST DIVISION): Ms. Everett presented the four (4)
bids and stated staff made recommendations on the memo of the low bidders. Commissioner Conway
moved to approve said recommendations from staff. The motion was seconded by Commissioner
Kirkmeyer, and it carried unanimously.
• 5) PRESENT BID #B1600043, WATER IRRIGATION RIGHTS FOR LEASE - DEPARTMENT OF
PUBLIC WORKS: Ms. Everett presented the two (2) bids received and stated staff will make a
recommendation on March 16, 2016.
• 6) PRESENT BID #61600066, STEEL BID - DEPARTMENT OF PUBLIC WORKS: Ms. Walters
presented the two (2) bids received and stated staff will make a recommendation on March 16, 2016.
• 7) PRESENT BID #B1600052, ASBESTOS REMOVAL (CR 49 BUILDINGS) - DEPARTMENT OF
BUILDINGS AND GROUNDS: Ms. Walters reviewed the ten (10) bids received and stated staff will make
a recommendation on March 16, 2016.
• 8) PRESENT BID #B1600055, TRASH SERVICES - DEPARTMENT OF BUILDINGS AND
GROUNDS: Ms. Everett presented the three (3) bids received and stated staff will make a
recommendation on March 16, 2016.
NEW BUSINESS:
El 1) CONSIDER MEMORANDUM OF UNDERSTANDING FOR SAFECARE COLORADO AND
AUTHORIZE CHAIR TO SIGN - NORTHEAST BEHAVIORAL HEALTH, LLC: Judy Griego, Director of
Human Services, stated Human Services has a partnership with Northeast Behavioral to assist with
prevention and support services for families with young children. Commissioner Conway moved to
approve said memorandum of understanding and authorize the Chair to sign. Seconded by
Commissioner Moreno, the motion carried unanimously.
2) CONSIDER VETERAN'S SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION
OF PAY FOR JANUARY, 2016, AND AUTHORIZE CHAIR TO SIGN: Toby Taylor, Veteran's Officer,

presented the report for the month of January, 2016, and stated the office received 449 telephone calls
and 479 visits, and visits to the Southwest Center are by appointment only at this time. Commissioner
Cozad moved to approve said report and authorize the Chair to sign. The motion, which was seconded
by Commissioner Conway, carried unanimously.
• 3) CONSIDER COLLECTIVE IMPACT INITIATIVE APPLICATION FOR EVERY GREELEY
STUDENT A SUCCESS PROPOSAL AND AUTHORIZE CHAIR TO SIGN: Commissioner Kirkmeyer
stated this is a partnership with District 6, to encourage further education for District 6 students, supported
by the Success Foundation. Commissioner Kirkmeyer moved to approve said application and authorize
the Chair to sign. The motion was seconded by Commissioner Conway, and it carried unanimously.
• 4) CONSIDER COLORADO COMMON GRANT APPLICATION FOR BRIGHT FUTURES
PROGRAM AND AUTHORIZE CHAIR TO SIGN: Chris D' Ovidio, Senior Accountant, reviewed the terms
of this application. Commissioner Conway moved to approve said application and authorize the Chair to
sign. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. Commissioner Conway
expressed his appreciation to the NCMC, Inc., Board for their contribution to the Bright Futures Program.
• 5) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND
GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN (S20
AND S21, T5N, R64W-3.2983 ACRES) - AZTEC EXPLORATION, LLC: Esther Gesick, Clerk to the
Board, reviewed the terms of the lease for 3.2983 acres in the amount of$3,957.96. Commissioner Cozad
moved to waive the bid procedure, approve said lease and authorize the Chair to sign. The motion was
seconded by Commissioner Moreno, and it carried unanimously.
El 6) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND
GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN (S21,
T5N, R64W-0.5855 ACRES) -AZTEC EXPLORATION, LLC: Ms. Gesick presented the terms of the lease
for 0.5855 acres in the amount of$702.60. Commissioner Kirkmeyer moved to waive the bid procedure,
approve said lease and authorize the Chair to sign. The motion, which was seconded by Commissioner
Moreno, carried unanimously.
7) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND
GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN -
MINERAL RESOURCES, INC. (S19, T5N, R65W-1.52 ACRES): Ms. Gesick reviewed the details of the
lease for 1.52 acres in the amount of $1,824.00. Commissioner Conway moved to waive the bid
procedure, approve said lease and authorize the Chair to sign. The motion, which was seconded by
Commissioner Cozad, carried unanimously.
8) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND
GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN -
MINERAL RESOURCES, INC. S20 T5N R65W-.2331 ACRES): Ms. Gesick presented the details of the
lease for .2331 acres in the amount of $279.72. Commissioner Kirkmeyer moved to waive the bid
procedure, approve said lease and authorize the Chair to sign. The motion was seconded by
Commissioner Moreno, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.

Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:29 a.m.
