Within 180 days after issuance of this permit,the owner or operator shall demonstrate compliance with Condition 13 using EPA Method 9 to measure opacity from each of the diesel engines(AIRS 004 and 005) Each measurement shall consist of a minimum twenty-four consecutive readings taken at fifteen second intervals over a six minute period. (Reference: Regulation Number 1, II.A.1 &4). 21. Within 180 days after issuance of this permit, the owner or operator shall demonstrate compliance with Condition 13 using EPA Method 9 to measure opacity from three kiln/afterburner units(AIRS ID 001) on an hourly basis,for the duration of the heating/burning cycle. (Reference: Regulation Number 1, II.A.1 &4). 22. Within 180 days after issuance of this permit, a source initial compliance test shall be conducted on a total of 3 kiln/after burner units to measure the emission rate(s)on an hourly basis for the pollutants listed below, in order to demonstrate compliance with the annual emission limits listed in Condition 8 for the Kilns (AIRS ID 001). The average of the emissions rates for the 3 tests shall be used to show compliance with the emission requirements. The test protocol must be in accordance with the requirements of the Air Pollution Control Division Compliance Test Manual and shall be submitted to the Division for review and approval at least thirty(30)days prior to testing. No compliance test stall be conducted without prior approval from the Division. Any compliance test conducted to show compliance with a monthly or annual emission limitation shall have the results..projected up to the monthly or annual averaging time by multiplying the test results by the allowable number of operating hours for that averaging time (Reference: Regulation Number 3, Part.B., III.G.3) Particulate Matter(PM, PM10 and PM2.5):using ,approved methods. Maintenance checks and readiness testing of such units is limited to 100 hours per year.There is no time limit on the use of emergency stationary ICE in emergency situations.The owner or operator may petition the Administrator for approval of additional hours to be used for maintenance checks and readiness testing, but a petition is not required if the owner or operator maintains records indicating that Federal,State,or local standards require maintenance and testing of emergency ICE beyond 100 hours per year. Emergency stationary ICE may operate up to 50 hours per year in non-emergency situations, but those 50 hours are counted towards the 100 hours per year provided for maintenance and testing.The 50 hours per year for non-emergency situations cannot be used for peak shaving or to generate income for a facility to supply power to an electric grid or otherwise supply non-emergency power as part of a financial arrangement with another entity. VI. Emission Standards: A. The engine referenced herein shall meet all the emissions standards applicable to the engine. B. Compliance with the NSPS Subpart 1111 Emissions Standards for Non-Methane Hydrocarbons (NMHC), Nitrogen Oxides(NOx), Carbon Monoxide(CO)and Particulate Matter(PM)shall be demonstrated by filing a copy of the unit's certification documentation of compliance with the NSPS Subpart 1111 emissions standards,with the associated application. VII. The following requirements of Regulation No. 6, Part A, Subpart A,General Provisions, shall apply: A. At all times, including periods of start-up,shutdown,and malfunction,the engine and control equipment shall, to the extent practicable,be maintained and operated in a manner consistent with good air pollution control practices for minimizing emissions.
