RE: APPROVE RECOMMENDATION TO APPOINT COMMISSIONER STEVE MORENO TO
FREDERICK URBAN RENEWAL AUTHORITY BOARD
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to House Bill 15-1348 and the establishment of Section 31-25-104(2.5)
which modified statutory provisions governing urban redevelopment to promote the equitable
financial contribution among affected public bodies in connection with urban redevelopment
projects, a new position exists on the Frederick Urban Renewal Authority, and
WHEREAS, the Weld County Board of Commissioners recommends to the Mayor of the
Town of Frederick that Commissioner Steve Moreno be appointed to said board as a new member.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Commissioner Steve Moreno be, and hereby is, recommended for
appointment to the Frederick Urban Renewal Authority Board.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 6th day of April, A.D., 2016.

Re: HB 15-1348—FURA County Board Member Appointment
Dear Chairman Freeman:
I hope this letter finds you well and the Weld County Board of County Commissioners is enjoying
the 2016 year. As you are aware State Legislature approved house bill 15-1348 which modified
statutory provisions governing urban redevelopment to promote the equitable financial contribution
among affected public bodies in connection with urban redevelopment projects. Of note in this
change is the establishment of section 31-25-104 (2.5). This new section of the statute provides for
the addition of several new board members to be added to the Frederick Urban Renewal Authority's
Board. As part of this, one of the members that needs to be added must be a

Accordingly the Town of Frederick and the Frederick Urban Renewal Authority are asking that at
your convenience you provide us with a recommendation meeting this requirement and that
recommendation will be taken up by the Frederick Mayor and Board of Trustees for appointment.
We respectfully ask that clear evidence is provided that this appointment is supported by the Weld
County Commission.
