The purpose of this letter is to provide the official notice for the upcoming on-site
monitoring review of Weld County's Neighborhood Stabilization Program (NSP), grant number
B-11-UN-08-0002. The Department of Housing and Urban Development's (HUD) Office of
Community Planning and Development(CPD) is charged with oversight responsibility for the
County's NSP funds in accordance with regulations contained at 24 CFR Part 570 and Federal
Registry Notice Volume 78, Number 98 from May 21, 2013.
The review, to be conducted by Senior CPD Representative Mr. Phillip McKeough, will
commence on Monday, April 25, 2016 and end Friday, April 29, 2016. An entrance conference
will be conducted at 1:00 p.m. at the Weld County Housing Authority office. The exit conference
will be scheduled during the monitoring and dependent upon the progress of the review.
The focus will be on NSP eligibility uses, national objectives requirements, overall and
financial management, program income, participant eligibility,procurement, 25 percent set-
aside, and neighborhood targeting. Please ensure that all records relating to NSP are available
during the review, as well as all NSP staff
This monitoring will also serve as an opportunity to prepare the County's NSP grant for
close out. Notice CPD-14-02 has been provided to County staff in advance of the review. Mr.
McKeough will allocate any necessary time to provide technical assistance to ensure Weld
County is prepared for the grant's conclusion.
The monitoring report will be provided within 30 to 45 days following the completion of
