HomeMy WebLinkAbout20162358.tiffMinutes WELD COUNTY COUNCIL June 20, 2016 RECEIVED JUL 19 2016 WELD COUNTY COMMISSIONERS The Weld County Council met in full conformity with the Weld County Home Rule Charter, Monday, June 20, 2016 at the Weld County Southeast Service Building, Ft. Lupton, CO. ROLL CALL: The meeting was called to order by Councilman Jemiola at 6:30pm and on roll call the following members were present, constituting a quorum of members thereof: Councilwoman Marge Klein Councilman Brett Abernathy -Excused Councilman Don Mueller Councilman Jordan Jemiola Councilman Charles Tucker Also present: Roy Rudisil, Weld County Director of the Office of Emergency Management, and Sarah Mundt, Council Secretary. APPROVAL OF AGENDA: Councilman Mueller made a motion to approve the June 20, 2016 agenda. The motion was seconded by Councilman Tucker and the motion carried. APPROVAL OF MINUTES: May 16, 2016 Minutes. The motion was made to approve the minutes by Councilwoman Klein and the motion was seconded by Councilman Tucker and the motion carried. REVIEW PROGRAM: Roy Rudisil, Weld County Director of the Office of Emergency Management Emergency Management is a required Department in each County by the State under the title of "Disaster Agency" with a Director or Coordinator, at minimum, to be the Local Planning Committee. OEM also operates as the Designated Emergency Response Authority in unincorporated Weld County. OEM has made many changes, upgrades and provided trainings between the years of 2006 and 2008, after the winter storms and the flood, to meet current needs in a modern technical world. In 2011, the program was growing with limited resources, sorting out whether it was a time to grow the program or maintain as is. In 2012, the program was moved out of the Sheriffs office and into County administration, operating as a support for first responders. EOC Operations were defined, a development of County Code was addressed and a Coordinator and Support Staff was approved. The 2013 Flood utilized the training and facilities and lessons were learned. The Hazard Assessment guidelines were looked at and addressed. There have been some successes over the years such as a development of a direct working relationship with BOCC, coordination of training and identifying lead positions in EOC, coordination with County Department Heads, the development of MAC (Multi Agency Coordination) meetings, etc. 11i'Lucn r c4:43710 2016-2358 Weld County Council June 20, 2016 Minutes PUBLIC COMMENT: Elisa Kunkel and Dan Kunkel, 5203 W 2nd St. Greeley, CO 80634 Mrs. Kunkel requests a performance audit on Ms. Koppes. She states that fourteen people have either been dismissed, quit or retired early. Mrs. Kunkel has worked for the Department for 16 years and has been moved to a different position. Mrs. Kunkel is disturbed by Councilmembers relationships with Ms. Koppes. Mrs. Kunkel believes that Ms. Koppes is micromanaging and creating an environment of dissatisfaction and low morale. Mrs. Kunkel stated that this is not a personal attack, that she has respect for Ms. Koppes. Councilman Mueller voiced a concern with the operations of the Clerk and Recorders Office. Councilman Mueller voiced that he knows other employees are afraid to come forward and that there is an appearance that Human Resources is not supporting the employees, but the Commissioners have. He voiced that he believes that Ms. Koppes should be responsible to someone. Councilman Tucker voiced that he does not know "in what world that a person would be demoted for no reason". Mrs. Kunkel wants to keep her job at the County in the Clerk and Recorder's Office. Councilman Jemiola voiced that he would need to evaluate the cost for a process or performance review. The Council will defer to the County Attorney, Bruce Barker, and Finance Director, Don Warden. Mrs. Kunkle stated that Human Resources, the County Attorney and Don Warden have advised her to find another place in the County to work. Mr. Kunkel stated that they have been in this situation for about 6 months and he has witnessed a change in the environment at the Clerk and Recorders Office. He stated that he wished the situation could have been handled differently and that the environment were not as "somber" as it is now. Councilman Tucker motioned to confer with the Attorney and schedule a Special Meeting, it was seconded by Councilwoman Klein and the motion carried. Councilman Mueller will contact the County Attorney about the option of the performance review on Ms. Koppes. The Secretary will coordinate the meeting.
