RE: APPROVE APPLICATION FOR CHILD WELFARE RECRUITMENT AND RETENTION
GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Child Welfare
Recruitment and Retention Grant from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Human Services,
to the Colorado Department of Human Services, Division of Child Welfare, with further terms and
conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for Child Welfare Recruitment and Retention Grant from
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Department of Human Services, to the Colorado Department of
Human Services, Division of Child Welfare, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the11th day of January, A.D., 2016.

Child Welfare Recruitment & Retention Grant Application
Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Board Approval of the Department's Child Welfare Recruitment & Retention
Grant Application. The Department is applying for Recruitment & Retention Grant funds
made available through the Office of Children, Youth & Families; an office of the Colorado
Division of Child Welfare. These funds are made available annually through a grant application
to provide for efforts or activities that recruit new foster and adoptive parents or support the
retention of active foster families. Weld County is applying for the full funding of $5,000 and is
requesting that the Board match 20% ($1,000.00); our total budget for the retention activity will
be $6,000.00. Weld County has been awarded full funding the past two years for retention
activities and awards are determined based on previous grant outcomes, the number of certified
foster homes for the organization and the amount of funds available so the Department strongly
believes the full amount will be awarded once more.
These funds will be used to host a symposium for current and potential foster parents, as well as
kinship parents. The symposium is scheduled for Thursday, March 3, 2016, and will focus on
self -care while caring for children. Lack of self -care is a major obstacle to retention of foster
and kinship homes, as is accessible fresh training opportunities. Participants will receive
parenting and self -care education through notable speakers/presenters that will count towards
their required training hours, as well as other special opportunities for self -care (attachment 1).
The application does not require Board signature but rather that of the Director, Finance, Staff
Lead and Supervisor of the Staff Lead.
I do not recommend a Work Session. I recommend approval of this Application and the
required signatures.

Detailed Description of Event/Activity:
On Thursday, March 3, 2016, the Weld County Department of Human Services will host a special event;
"Caring for You While Caring for Them Symposium". The symposium will focus on self -care for foster
and kinship parents while caring for children placed in their homes. It will include a morning session, 10
a.m.-12 p.m., and afternoon session, 2:00-3:30 p.m. A continental breakfast and a catered lunch will be
provided.
The symposium will be held at the Kress Cinema, a theatre in the historic Kress Building located in
downtown Greeley. The theatre offers a relaxed atmosphere equipped with state-of-the-art equipment
for showings and special events.
The symposium will kick-off with a continental breakfast followed by a two-hour training with Heather
Forbes with the Beyond Consequences Institute, Inc. Ms. Forbes will present on a variety of parenting
and self -care topics.
Following the morning session, a catered lunch will be provided as well as an opportunity to receive a
chair massage at no cost. Parents also will have the opportunity to relax and casually mingle with other
parents and Department staff in the Kress' fireplace lounge.
The afternoon session will kick-off at 2 p.m. with a presentation and skit by the Finally Home
Foundation. The Finally Home Foundation is a national non-profit that has been providing
encouragement and support to foster and adoptive families since 1998. Their focus is on strengthening
families at the couple/parent level.
Weld County anticipates 50-75 participants. Participating foster parents will receive training hours, and
all participants will receive self -care goodie bags.
Desired Outcomes:
Over the last year, Weld County has seen a dramatic increase in kinship placements, while the number
of available foster homes has dwindled despite an ever present need. Weld County feels many factors
have contributed to the current lack of foster homes including, but not limited to, a lack of self -care by
foster home parents and the accessibility of new, fresh trainings that educate and energize them.
By hosting the "Caring for You While Caring for Them Symposium", Weld hopes to address those factors
head on by providing a casual, relaxed atmosphere with fresh, fun training opportunities and a little TLC
just for parents. Weld has chosen to include kinship parents as they face many of the same challenges
as foster parents when it comes to parenting and self -care.
Last, but not least, this event will provide an opportunity for parents to network with each other.
Invitees will not only include current foster parents, but potential foster parents who have attended
Weld County's Foster Parent Orientation. It is hoped that providing an opportunity for potential foster
parents to network with current foster and kinship parents will result in positive recruitment outcomes.

As Weld County continues to build our foster and kinship programs, we continue to look for ways to
support our families and encourage them both as individuals, couples and families.
How will you track/measure your outcomes?
Weld County will utilize the Individual Evaluation Forms available on the SFY16 Recruitment & Retention
website to gather feedback from symposium participants. Once gathered, Weld County will summarize
the feedback utilizing the Compilation Form also available on the website, as well as the Final Summary
Form.
Additionally, Weld County will track retention and recruitment of foster and kinship parents post -
symposium to determine the impact of the event on existing foster and kinship home retention, as well
as recruitment of new foster homes. Weld County anticipates a positive response to this effort in all
areas.
