BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
APRIL 20 , 2016
The Board of County Commissioners of Weld County , Colorado , met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building , Greeley , Colorado , April 20 , 2016 , at the hour of 9 : 00 a . m .

917 ROLL CALL : The meeting was called to order by the Chair and on roll call the following members
were present , constituting a quorum of the members thereof:
Commissioner Mike Freeman , Chair
Commissioner Sean P . Conway , Pro-Tem
Commissioner Julie A . Cozad
Commissioner Barbara Kirkmeyer
Commissioner Steve Moreno
Also present :
County Attorney , Bruce Barker
Acting Clerk to the Board , Stephanie Frederick

0". MINUTES : Commissioner Conway approve moved to the minutes of the Board of County
Commissioners meeting of April 18 , 2016 , as printed . Commissioner Moreno seconded the motion , and
it carried unanimously .
AMENDMENTS TO AGENDA : There were no amendments to the agenda .
= CONSENT AGENDA : Commissioner Cozad moved to approve the Consent Agenda as printed .
Commissioner Kirkmeyer seconded the motion , and it carried unanimously .

COMMISSIONER COORDINATOR REPORTS : Commissioner Cozad reported on a couple events
that all the Commissioners attended . They attended the Milliken Town Board where they all honored the
Mayor of Milliken , Milt Tokunaga and then they went to the Town of Johnstown Board Meeting where
Scott James was sworn in as the new Mayor. Last of all , the Commissioners attended the ground
will provide housing for 45 people . Commissioner

Conway made known the reason the County Commissioners were invited to the ground breaking was
because over the last several years , the Commissioners have assisted with funding with the Community
Block Development Grant . He went to the Poudre Valley REA Breakfast and he also had the opportunity

Moreno expressed he attended both the 2016 Kid ' s Count Colorado and the Refugee 101 information
meeting . ``= Commissioner Kirkmeyer expressed her frustration about working on House Bill 1183 ,
which is to provide quality childcare , and the restaurant inspection bill . Commissioner Conway stated he
would like to express his thanks to Judy Griego , Director of Human Services , along with Commissioner
Cozad , Commissioner Kirkmeyer, and Commissioner Moreno for their efforts on these important matters .
Chair Freeman attended the ground breaking in Eaton for the new Recreation Center.

1. 1 ) APPROVE BID #B1600084 , ROAD BROOM SWEEPER (QTY . 1 ) - DEPARTMENT OF PUBLIC
WORKS : Trevor Jiricek , Director of General Services , presented the two (2) bids received and stated
staff recommends awarding the low bid that was able to meet all the specifications from Faris Machinery
for the amount of $54 , 160 . 00 . Jay McDonald , Director of the Department of Public Works , stated the
other vendors could not meet the specifications required by staff. Commissioner Moreno moved to
approve said low bid . The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously .
NEW BUSINESS :
1 ) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR LOW-ENERGY
ASSISTANCE ELIGIBILITY AND OUTREACH AND AUTHORIZE CHAIR TO SIGN - DISCOVER
GOODWILL OF SOUTHERN AND WESTERN COLORADO : Judy Griego , Director of Department of
Human Services , stated the agreement is to allow Discover Goodwill to administer the LEAP Program
for Weld County with the same terms as the original bid . Commissioner Cozad moved to approve said
agreement and authorize the Chair to sign . Seconded by Commissioner Conway , the motion carried
unanimously .
2) CONSIDER AGREEMENT FOR RELOCATION OF ELECTRICAL FACILITIES FOR THE CR 49
CORRIDOR EXPANSION PROJECT AND AUTHORIZE CHAIR TO SIGN - POUDRE VALLEY RURAL
ELECTRIC ASSOCIATION : Elizabeth Relford , Department of Public Works , reviewed the terms of the
agreement . Commissioner Conway commended the Department of Public Works for their efforts .
Commissioner Conway moved to approve said agreement and authorize the Chair to sign . The motion ,
which was seconded by Commissioner Moreno , carried unanimously .
; '� 3) CONSIDER AGREEMENT FOR RELOCATION OF OIL AND GAS FACILITIES AT
INTERSECTION OF CR 74 AND STATE HIGHWAY 392 AND AUTHORIZE CHAIR TO SIGN - DCP
MIDSTREAM , LP : Richard White , Department of Public Works , presented the details of the agreement
with DCP Midstream . Commissioner Moreno moved to approve said agreement and authorize the Chair
to sign . The motion was seconded by Commissioner Conway , and it carried unanimously .
- 4) CONSIDER TEMPORARY CLOSURE OF CR 43 BETWEEN CRS 42 AND 44 : Janet Lundquist ,
Department of Public Works , reviewed the terms of the closure , effective April 26 , through April 29 , 2016 ,
for a culvert replacement . She stated staff will use water for dust abatement and standard road signs and
barricades . Commissioner Moreno moved to approve said temporary closure . Seconded by
Commissioner Cozad , the motion carried unanimously .
RESOLUTIONS AND ORDINANCES : The resolutions were presented and signed as listed on the
Consent Agenda . No Ordinances were approved .
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board .
