HomeMy WebLinkAbout20163925.tiffNCMC BOARD OF TRUSTEES Regular Session Meeting Monday, June 27, 2016 Attachment 1 Minutes of Regular Session of May 23, 2016 * * - Action Required NCMC Board of Trustees Regular Session Minutes Monday, May 23, 2016 12:00 Noon The Board of Trustees of North Colorado Medical Center met in Regular Session on Monday, May 23, 2016, in the Richard Stenner Boardroom located at North Colorado Medical Center. Dr. Carter declared a quorum and called the meeting to order at 12:00 p.m. ATTENDANCE REPORT NCMC Board of Trustees: Dr. Susan Carter, Catherine Davis, Michael Simone, Brian Underwood, Jason Yeater, and Sean Conway (Commissioner, non -voting member), with Mark Lawley and Larry Cozad being Excused. Banner Health: Scott Baker (Interim NCMC CEO), and Wendy Sparks (NCMC COO) -Excused Staff: Ken Schultz (Board Executive) Recording Clerk: Esther Gesick (Weld County Clerk to the Board) PUBLIC COMMENT There was no public comment. APPROVAL OF MINUTES It was MSC (Underwood/Yeater) to approve the minutes from the April 25, 2016, Regular Session meeting. CEO REPORT or COO REPORT NCMC Interim CEO, Scott Baker, gave the following report: • Employees - Staff celebrated National Hospital Week and Nurses Day last week. • Patient Satisfaction - Survey results indicate they are hitting target on 7 out of 10 dimensions, and although there is still work to do, they are pleased with the progress being made. • Quality - Observation status is currently rated at 26.99 and they are striving to meet a score of 24.92. Care Reliability scores have room for improvement in the category of blood utilization. They are currently at 218.9 units per thousand; the goal is 200. There was discussion regarding the price and utilization of blood. Banner is promoting Advanced Directives with a goal of getting 10% of the employees on file; currently NCMC has 3.5% on file with a goal of having 90% of the leadership on file in the next month. The Lab was recently reaccredited by the College of American Pathologists, and the Pharmacy Residency program was also granted a three-year accreditation. NCMC is one of only 16 accredited hospitals in the state of Colorado. • Financials - For the month of April, NCMC is $1.7 million behind budget and $3.1 million year-to-date. The leadership has action plans in place to get back on track. The deficit is Page 1 of 3 May 23, 2016 NCMC Board of Trustees due, in large part, to deductions running higher; however, everything is running well operationally. There was discussion concerning the planning for paying overtime, if necessary. Lastly, Governor Hickenlooper and Representative Young visited last week to discuss the signing of a Bill which would allow physicians to make decisions when patients are unable. COMMISSIONER'S REPORT Commissioner Conway reported 783 students have applied and been certified as recipients of the Bright Futures program. He reported the statistics for student selection of local schools, versus out of state enrollment. He also reviewed the deadline schedule and noted the Board is planning a Reception to recognize the various donors and allow them to meet the kids and hear some of their testimonials. He stated $1,074,032.00 has been contributed to -date. He also reported the 1-25 Berthoud Hill ground breaking and construction starts on Thursday and the overall project is expected to be completed by September, 2017. He noted that U.S. Highway 34 up to Estes Park is under discussion, but delays for completion of the project are expected. VISITATION REPORTS NURSING DIVISION Catherine Davis reviewed her report, dated May 18, 2016. A written copy of the visitation report is attached as a part of these minutes. Ken commented almost 75% of the 724 staff nurses have a degree or advanced degree in nursing and they are fast approaching the national level of 80%. VISITATIONS FOR JUNE Mark Lawley (held over from May) Larry Cozad Jason Yeater NCMC, INC. REPORT Ken commented on the Year End and First Quarter reports which were provided electronically for advanced review, in conjunction with the bond documents that were recently approved. He explained they are trying to convert the facilities and bond portfolio from being managed by local brokers to institutional managers as selected by NCMC Inc. to get better fees and modernize the management aspect. Dr. Tim Jarrus has reviewed investment policy to make sure it is compliant, it was approved by the Inc. Finance Committee last week and they are now moving forward with the plan. He reminded the Trustees that Mark Lawley also serves on the Inc. Finance Committee and Dr. Carter and Michael Simone sit on the Inc. Internal Committee. Please see organizational chart for NOCO —Nursing Services. One CNO, 3 Associate CNOs (NCMC, BFCMC, McKee) and 6 service lines: ED & Trauma, Women & Infant Services, Perioperative, Oncology, Clinical Care, and Cardiovascular. Currently recruiting a RN Director of Cardiovascular Services. She also oversees Skyline and Mount Vista Ambulatory Surgery Centers. Name of contact: Brook Richardson, MSN, RN — Chief Nursing Officer NOCO. Reports to Northern Colorado Area CEO Mislory of contact: Ms. Richardson was born and raised in the Toronto (CN) area. She received her BSN and MSN from the University of British Columbia (Vancouver). She is also a nurse executive. She originally started out providing nursing services in the Canadian Healthcare system and was a member of a union. She was motivated to provide the best care for her patients and make working in healthcare a great experience for nurses. She was a single mother while attending school and working. She has been at Banner — NOCO as CNO for two years and has worked at Tenet, Cardinal, Kaiser healthcare systems and thinks that Banner truly deserves its standing as one of the top hospitals in the nation. Her daughter recently graduated from nursing school at UC-Denver and is following in her footsteps. Services Provided: Service Line — patient centered approach that aligns services and finances across the facilities including physician offices to maximize reliability and reduces variability for NOCO patients led by a service line director and physician lead. Operates under a dyad partnership: Cardiovascular Services, Perioperative Services, Pulmonology Services, Women and Infant Services, Emergency Services, Medical imaging, Oncology Services, Clinical Care Operations, Orthopedics. The Dyad model ensures the success of the service line is tied to each other -medical and operational for all NoCO facilities. Number of Staff: full-time and part-time and what fields: 724 Registered Nurses Revenues/Budgets If Relevant: Responsible for 165 Million dollar budget on an annual basis Successes; NOCO Regional model — Rigor around service line that is fully evolved, patient experience scores are on the uptrend, strong professional practice and new graduate nursing program for nurses across the system. The New Graduate Nurse Residency (formerly known as the Professional Development Series) provides an evidenced based program with resident appropriate learning experiences for the accomplishment of skills and critical thinking necessary to care for the general med/surg and specialty area patient. Helps aggressively recruit new graduates. 2016 Best Hospitals and the Health Grades for Patient Experiences Challenges/Obstacles: First, staffing is the best and always addressing acuity. As with all healthcare organizations, needing to "do more with less". The department is not revenue - producing but they have the right complement with right competencies. Departmental Needs/Requests: Capital to keep up and even ahead of the curve for state of the art in patient care. Suggestions for improvement: More resources to grow nurses professionally. Creation (currently) of clinical nurse ladder for those nurses who wish to have career growth at patient bedside What Would The Department ManagerlDirector Like NCMC Trustees To Know; NoCO Banner Hospital System is one of the best places that I have worked.
