Wednesday, November 26, 2025
The Board of County Commissioners of Weld County, Colorado, met in regular session
in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Administration Building, Greeley, Colorado, November 26, 2025, at the
hour of 9:00 a.m.
Roll Call: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Perry L. Buck, Chair
Commissioner Scott K. James, Pro-Tem — Excused
Commissioner Jason S. Maxey
Commissioner Lynette Peppier — Excused
Commissioner Kevin D. Ross
Also present:
Acting Clerk to the Board, Houstan Aragon
County Attorney, Bruce Barker
Minutes: Commissioner Maxey moved to approve the below listed Minutes of the Board
of County Commissioners meeting, as printed. Commissioner Ross seconded the motion
and it carried unanimously.
1. Minutes from November 12, 2025
Certification of Hearings: Commissioner Ross moved to approve the below listed
Hearing Certificate. Commissioner Maxey seconded the motion, which carried
unanimously.
1. COZ25-0002 — Bowtie Properties, LLC
Amendments to Agenda: There were no amendments to the Agenda.
Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as
printed. Commissioner Ross seconded the motion and it carried unanimously.
Warrants:
1. General Warrants: Commissioner Ross moved to approve the General Warrants,
as printed. Commissioner Maxey seconded the motion and it carried unanimously.

New Business — General:
1. Consider Contract ID #10077 Professional Service Agreement for Foster
Parent Training and Co-Facilitator Services, and Authorize Chair to Sign —
Esther Dennis: Tami Grant, Deputy Director of the Department of Human
Services, stated the agreement provides foster parent training as a co-facilitator,
at the rate of$37.13 per hour, not to exceed $6,015.06, and a term from January 1,
2026, through December 31, 2026. Commissioner Maxey moved to approve said
agreement and authorize the Chair to sign. The motion was seconded by
Commissioner Ross and it carried unanimously.
2. Consider Contract ID #10087 Professional Service Agreement for
Coordinated Investigations into Child Abuse and Neglect, and Authorize
Chair to Sign —Life Stories Child and Family Advocacy: Ms. Grant stated under
the agreement, the Department of Human Services, the Sheriff's Office, and the
19th Judicial District Attorney's Office, will use the vendor facility to conduct
coordinated investigations and debriefing sessions of alleged child abuse and
neglect, in the amount of $992.75 per month, from January 1, 2026, through
December 31, 2026. Commissioner Ross moved to approve said agreement and
authorize the Chair to sign. The motion was seconded by Commissioner Maxey
and it carried unanimously.
3. Consider Contract ID #10099 Notice of Funding Allocation (NFA) Work Plan
for Foreign Labor Certification (FLC) Grant, and Authorize Chair, Department
of Human Services, and Workforce Development Board to Sign: Ms. Grant
stated the work plan allows the department to aid agricultural industry employers
to fill temporary and seasonal positions with foreign workers, which she noted all
of whom are legally certified to work in the United States. Ms. Ulrich stated the
funding, in the amount of $80,106.00, will be utilized to purchase supplies for
housing inspections, from July 1, 2025, through June 30, 2026.
Commissioner Maxey moved to approve said NFA work plan and authorize the
Chair, the Department of Human Services, and the Workforce Development Board
to sign. The motion, which was seconded by Commissioner Ross, carried
unanimously.
4. Consider Temporary Closure of County Road 47 Between County Road 76
and State Highway 14: Amy Mutchie, Department of Public Works, requested the
closure to begin on December 1, 2025, and go through December 12, 2025, for
the replacement of two (2) irrigation culverts. She indicated that water will be used
for dust control, as needed, on the two (2)-mile portion of the detour route that is
gravel. Commissioner Ross moved to approve said temporary closure. The motion
was seconded by Commissioner Maxey and it carried unanimously.

5. Consider Temporary Closure of 83rd Avenue Between East 4th Street and
"0" Street: Ms. Mutchie presented the closure on behalf of Crow Creek
Construction, which is requested to begin on December 15, 2025, and go through
January 2, 2026, for the installation of a 16-inch waterline. She stated the detour
routes are paved and message boards will be in place for the duration of the
closure. Commissioner Ross commented it would have been more efficient to
install the water line during the previous closure. Commissioner Maxey moved to
approve said temporary closure. The motion was seconded by
Commissioner Ross and it carried unanimously.
Public Comment: No Public comment was offered.
Let the Minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Clerk to the Board. There being no further business, this
meeting was adjourned at 9:08 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Minutes, on motion duly made and seconded, by the following vote on the
10th day of December, A.D., 2025:
