Signature: Owner or Authorized Agent Date Signature: Owner or Authorized Agent Date Hill Compressor Station Use by Special Review(USR)Application 1.0 Questions from Questionnaire 1.1 Description of Proposed Use This USR application is being submitted by Petroleum Field Services for the Hill Compressor Station on behalf of Sterling Energy Investments LLC (Sterling Energy). There are currently thousands of oil and gas wells in the Denver—Julesburg Basin most of which are located within Weld County. All of these wells produce varying amounts of gas that needs to be routed through pipelines to processing plants. In order to effectively move the increasing amounts of gas through the pipelines it has to pass through multiple compressor stations. A compressor station helps the transportation process of natural gas from one location to another. These compressor stations are placed at varying intervals along the gas pipeline ranging from 40 miles up to 100 miles. The equipment at compressor stations pressurize the gas so that it can be transported to the next compressor station or processing plant. The proposed site is owned by Sterling Energy and is located 5283' N of the intersection of CR-93 and CR-84. The parcel that the site is located at is currently zoned for agriculture with grassland, crop production and limited residential development in the area. The site includes various compression equipment that will be used to compress and transport natural gas. Please see the Site Plan Map attached as Exhibit A for a more detailed layout and description of the equipment. The compressors on site operate 24 hours a day, 7 days a week, 365 days a year. 1.2 Consistency with the intent of the Comprehensive Plan The Weld County Comprehensive Plan addresses goals and policies for agriculturally zoned properties, oil and gas deposits, as well as environmental pollutants that the compressor site may emit. Goal 6 of the Comprehensive Plan encourages the division of land in agricultural areas to support the continuation of agricultural production. The site is currently owned by Sterling Energy, and used for agricultural purposes. Finally, the Comprehensive Plan addresses the presence of oil and gas deposits in the County and encourages the extraction of oil and gas resources that conserve the land and minimize the impact on surrounding land and the existing surrounding land uses. The proposed addition of compressors to the site conserves land by eliminating the need for an additional separate compressor site elsewhere in Weld County. The proposed use is consistent with Chapter 22 and any other applicable code provisions or ordinance in effect. Section 22-5-100.A. (OG.Goal 1.) states, "Promote the reasonable and orderly exploration and development of oil and gas mineral resources," while Section 22-5-100.B. (OG.Goal 2.) strives to, "Ensure that the extraction of oil and gas resources conserves the land and minimizes the impact on surrounding land and the existing surrounding land uses." Section 22-5-100.B., (OG.Policy 2.9.) outlines the objective to, "Impose protective measures through available state, County and federal regulations to ensure that the mineral operator conducts operations in a manner that will minimize current and future environmental impacts." This Use by Special Review application for a Mineral Resource Development Facility, which is part of a comprehensive gas processing network necessary to move larger volumes of Wage Hill Compressor Station Use by Special Review(USR) Application gas, due to increases in drilling activity and projected additional production increases anticipated by producers in the Weld County area remains consistent with the goals of Chapter 22. 1.3 Consistency with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located Oil and gas facilities are allowed as a use by right in the A (Agricultural) Zone District. However, oil and gas support and service operations such as a Compressor Facility require the approval of a Use by Special Review Permit. The proposed use is consistent with the intent of the A (Agricultural) Zone District. Section 23-3-40.A.2 of the Weld County Code provides for Oil and Gas Support and Service. 1.4 Surrounding Uses and Compatibility with Surrounding Uses There are currently no USR permits on the site. The facility does not interfere with the existing use of the area, and remains compatible with the current zoning. 1.5 Details of the Site 1.51 Number of people who will use this site There are no permanent employees on this site. The site is visited by a Sterling Energy employee on a daily basis. The employee is typically not on site for longer than one to two hours at a time. Given the short amount of time an employee is on site,Sterling Energy believes that a permanent water and sewer service is not necessary. The site is monitored 24 hours a day 7 days a week by the supervisory control and data acquisition (SCADA) system at the company's headquarters. 1.52 Number of employees proposed to be employed at this site There will be no full time employees at the Hill Compressor Station. One employee may visit the site on a daily basis. 1.53 Hours of operation The compressors on site run 24 hours a day 7 days a week on demand. On average one employee will visit the site twice each day in a pick-up truck. Trucks will generally only come to the site during the hours of 8 am to 5 pm unless there is an emergency. 1.54 Type and number of structures to be built on this site There will be up to six compressor units covered by building(s)/enclosure(s), small metering and SCADA building(s)/enclosure(s), small air compressor and MCC building(s)/enclosure(s), inlet slug catcher and separation, condensate and water tanks, connex storage, and future dehydration and treating. Please see the Site Plan attached as Exhibit A for a more detailed layout of all proposed buildings. Wage Hill Compressor Station Use by Special Review(USR)Application 1.55 Type and number of animals There are no animals on site. 1.56 Kind of vehicles that will access this site and how often A Sterling Energy employee will visit the site twice each day in a pick-up truck. A bobtail trailer will access the site one to two times a month to haul condensate or water from the site. 1.57 Fire Protection The Briggsdale Fire Protection District provides fire protection to this area. A referral packet will be sent to the District by the County. 1.58 Water source on the property There are no full time employees on site. A Sterling Energy employee will visit the site on a daily basis. Due to the lack of employees permanently on site, a water connection is not necessary. Should the status of employees on site change, water would be obtained from a new well on site as appropriate. Bottled water will be available during construction and during operations. 1.59 Sewage Disposal System There is no need for a sewer disposal system. This facility will be serviced regularly for waste removal by employees visiting the site.Should a water source later be required, there appears to be ample space on the lot to provide for an ISDS for sewage disposal. 1.60 Storage or Warehousing Glycol, oil, and methanol are stored on site in 200-500 gallon containers for daily operations. There is storage of up to 1,200 barrels of associated water and condensate liquids in 100-400 barrel containers. Future dehydration and treating may require 1000 gallon TEG storage. 1.6 Proposed Landscaping No landscaping is planned. The site will be partially graveled inside the fence line and re-vegetated with native grass outside the fenced area. 1.7 Reclamation Procedures Upon termination of the proposed project, all equipment would be removed. The ground would be re- graded to accommodate agricultural uses or be re-vegetated to 80%of pre-disturbance vegetative cover in accordance with the COGCC 1000 Series Rules. The pre-disturbance vegetation cover shall be determined by the undisturbed surrounding area. 6I Page Hill Compressor Station Use by Special Review(USR)Application 1.8 Storm Water Drainage This site is below 10% increase in imperviousness, so Sterling is requesting an exemption from the requirement of a temporary retention area. Please find the drainage calculations attached as Exhibit B. 1.9 Construction Period Construction of site is already complete and site development will continue. Weld County has been made aware of the status of the site. Implementation of additional compressors to the site could take five years. 1.10 Waste Handling Plan No solid wastes are expected to be generated on site. If daily workloads necessitate waste handling, a 3 CY dumpster will be placed onsite and emptied weekly. Waste fluids are transported to another facility where they are consolidated with similar waste and disposed of according to their waste characteristics. The site is for the compression of natural gas. No vehicles or outside equipment will be washed on site. 1.11 Dust Abatement Plan Dust on this site has not become a nuisance since the pump station has been online. Dust needs to be kept to a minimum not only for aesthetic reasons but also for the equipment. Excess dust on-site can be detrimental to the compressors and supporting equipment on site. If dust should become a nuisance, then gravel will be added to the site. 7IPage Hill Compressor Station Use by Special Review(USR)Application 2.0 Operation Standards 2.1 Noise Control The operation of the Compressor Station shall comply with the noise standards enumerated in Section 802 of the COGCC Amended Rules 2008. Noise is emitted from Compressor sites, however, the daily maintenance performed by sub-contractors or Sterling Energy employees will be done by pick-up truck and trailer and typically during normal business hours.The rural setting of the location is preferred to mitigate the effects of noise emissions on the surrounding property owners. Please see Noise Abatement Plan attached as Exhibit C. 2.2 Air and Water Quality All activities will be in compliance with the permit and control provisions of the Colorado Air Quality Control Program, Title 25, Article 7, C.R.S. as applicable. No waste water will be discharged within the site. All water and waste is carried by vehicle off the site. 2.3 Lighting All future permanent lighting on site will be downcast and shielded. Until permanent lighting is installed temporary lighting will be provided for evening maintenance and emergency work. Any source of lighting on the site shall be shielded so that light will not shine directly onto adjacent properties. Nor will direct or reflected light from any source on the project site create a traffic hazard to operators of motor vehicles on the adjacent roads. 2.4 Weed Control The site will be kept free of weeds. The area will be treated if necessary and as practicable to prevent invasion of undesirable species and noxious weeds. 8IPage Hill Compressor Station Use by Special Review(USR)Application 3.0 Required Permits and Documentation Weld County A Use by Special Review Permit is required to be approved by the Board of County Commissioners for this location. A Weld County Access Permit has already been obtained for the access on to the site. A copy of the approved access permit is attached as Exhibit F. Sterling Energy will submit any additional permits necessary for County Approval. Briggsdale Fire Protection District The Site Plan Map and Special Review Use Application will be referred to and reviewed by the Briggsdale Fire Protection District. Any requested MSDS sheets will also be provided to the Briggsdale Fire Protection District. APEN Air emissions permit documentation can be found in Exhibit D. Spill Prevention, Control,and Countermeasure(SPCC) The approved SPCC plan is attached as Exhibit E. Certificate of Conveyances The Certificate of Conveyances that is less than 30 days old is attached as Exhibit G. 9IPage Hill Compressor Station Use by Special Review(USR)Application 4.4 Traffic Traffic level is anticipated to be approximately two vehicles per day. A bobtail trailer will access the site one to two times a month to haul condensate or water from the site. 10IPage Hill Compressor Station Use by Special Review(USR)Application 5.0 Fire and Emergency Response There is adequate provision for the protection of the health, safety, and welfare of the inhabitants of the neighborhood and County. All roads leading to the site and within the site are designed and maintained to support fire apparatus. A turnaround was constructed to accommodate fire apparatus. In addition to above-referenced rules and regulations, Sterling Energy is also subject to COGCC Rule 6064 pertaining to Fire Prevention and Protection. Sterling Energy has support personnel in the field or on call at all times to provide technical assistance in fire prevention and elimination. Sterling also maintains a call line with an operator available to assist in case of emergency. 11IPage Noise Abatement Plan - Hill Compressor Station Introduction The Hill Compressor Station is a Sterling facility located in Weld County. This facility is needed to help transport the increasing amounts of natural gas to processing facilities where it is then prepared for sale to market. Sterling will take necessary actions to attenuate noise originating from this site in order to comply with COGCC noise regulation. The following plan outlines how noise is mitigated at the Hill Compressor Station Site. Location and Surrounding Land Use The proposed Hill Compressor Station is located approximately 5283' N of the intersection of CR-93 and CR-84 in an area zoned for agriculture with limited residential development. Noise Regulation,Assessment,and Attenuation Under the current COGCC regulations, permissible noise levels are detailed. This facility is considered a remote location, where there are no reasonably proximate occupied structures. Therefore the light industrial standards apply.Sterling will ensure the installed equipment complies with COGCC regulations and sound level measurement guidance. The gas compressors will be located near the center of the property to provide ample spacing for noise attenuation between the compressors. If necessary, engines can be fitted with hospital-grade mufflers to suppress noise and comply with the statutory limits. N Weld County Site Specific Development Plan and Use by Special Review (USR) Sterling Energy Investments LLC—Hill Compressor Station Improvements are anticipated to be complete summer 2015 for compression installation and prior to 2020 for future dehydration and treating area. DRAINAGE NARRATIVE The proposed compressor station is located at the west side of Weld County Road 93.The proposed site is situated on an approximately 450 by 485 foot square at the northeast corner of Section 3,Township 7 North,and Range 61 West. Historically,site runoff trends from the north to the south,and slightly east to west.There are no significant drainage features on the site including ditches,swales,or impoundments. WCR 86 has a roadside ditch along the west property line that appears to collect runoff from the site.The FEMA map panel 08 02 6605 50C is not printed for this site and is therefore not considered a high risk area to flood damage.
