The board also needs to be changed to provide equal representation to communities whose libraries are governed by HPLD, rather than controlled by communities that have self-governed libraries. To the first point: currently the majority of control comes from areas representing 14% or less of the Weld County population. This flawed representation exists today because when HPLD was created in 1985 the population of the founding communities of Ault, Eaton, Fort Lupton and Hudson represented a larger percentage of county population. Today the population has grown faster in the areas of Firestone, Erie and Frederick. But they have little or no control on the HPLD board relative to their growth in population. To the second point: the municipal libraries in Ault, Eaton, Fort Lupton and Hudson are not governed by the HPLD Board of trustees. They have their own boards. Why should those municipalities control the district? It would be like District 6, or any school district, being controlled by charter schools. Libraries in Greeley, Evans, Kersey, Erie and Firestone are governed by the HPLD Board. People from those areas should be running the district. Weld County Commissioners need to work together with all communities for fair representation on the HPLD Board of Trustees.
