HomeMy WebLinkAbout20163224.tiffRESOLUTION RE: APPROVE REVISIONS TO OPERATIONS MANUAL SECTION 2.000, HUMAN SERVICES DIVISION POLICIES AND PROCEDURES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with Revisions to Section 2.000, Human Services Division Policies and Procedures, specifically Section 2.304, Training of County Certified Foster Care Homes and Kinship Certified Homes, and WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex -officio Board of Human Services, that the Revisions to Section 2.000, Human Services Division Policies and Procedures, specifically Section 2.304, Training of County Certified Foster Care Homes and Kinship Certified Homes, be and hereby are, approved. Griego, Director, Human Services RE: Revision of the Human Services Policies and Guidelines, Section 2.304, Training of County Certified Foster Care Homes, Kinship Certified Homes, and Weld County Sponsored Group Homes Please review the following and indicate if you would like a work session prior to placing these items on the Board's agenda. Request Board Approval of the Revision of the Human Services Policies and Guidelines, Section 2.304, Training of County Certified Foster Care Homes, Kinship Certified Homes, and Weld County Sponsored Group Homes (Attachment). This is a policy human Services follows for training requirements for County Certified Foster Care Homes, Kinship Homes and County Sponsored Group Homes. There are no significant changes to the policy, but they provide additional clarification and updated training requirements. These policies were reviewed by Heather Walker, Child Welfare Division Head and Linda Goff, Assistant County Attorney. I do not recommend a Work Session. I recommend approval of these Procedures. All certified Weld County foster homes will complete the required training hours as stated in Colorado Department of Human Services; Volume 7 - Rules and Regulations Manual, Section 7.500. B. Initial certification of a Weld County foster home includes the following steps; 1. Attend an initial orientation meeting offered by the Department and complete the State approved foster care application. 2. Register for, attend and complete pre -service training offered by the Department. a. If a foster family completes pre -service training with another agency, the foster family must provide the following: i. Certificate of completion including course title, instructor name and date completed. ii. Copy of the course curriculum, signed release of information permitting Weld County Department of Human Services to contact and speak with the instructor(s) and/or request a recommendation by the instructor. b. The Department may require the foster family to participate in the Department's pre -service training program in its entirety or accept only a portion of the training completed based on the selected agencies curriculum. 3. CPR and First Aid Training shall be completed by all caregivers, over the age of 18 who reside in the home. a. Foster home applicants will provide documentation that Department of Human Services Policies and Guidelines they are certified in CPR/First Aid. b. Foster home applicants shall maintain their CPR/First Aid certification while they are certified as a Weld County foster family. C. A home study will be completed and reviewed by the Department. Based on the review and recommendations of the home study, the Department may require a foster family to complete additional training prior to certification approval. D. The Foster Care Certification Specialist will review all documents to ensure successful completion of certification requirements. E. Completion of the requirements listed within this section does not guarantee a foster home will be certified. 2.304.1 Annual Licensing Training Requirements To maintain a certification, annual training hours are required to be completed in accordance with the Colorado Department of Human Services; Volume 7 - Rules and Regulations Manual, Section 7.708. A. Weld County foster parents will complete a minimum of 20 hours of training annually. B. Annual training hours are to be completed within one year from the date of certification /recertification. C. Annual training shall be specific to the population of children in the foster home. D. The foster family, along with the Foster Care Coordinator (FCC) or Foster Care Certification Specialist, will develop an Annual Training Development Plan that will identify the foster family's training needs and will include the following: 1. The Training Development Plan must be specific to each foster family and their training and education needs. 2. Throughout the certification period, the foster family, the FCC and the Foster Care Certification Specialist will work collaboratively Department of Human Services Policies and Guidelines to identify any specific needs and goals. E. Annual training shall be completed within the certification time frame and provided to the Foster Care Certification Specialist. Training documentation shall include: name of training, trainer name, date training was attended and number of hours attended. 1. Online training or other types of training must be documented by the foster parent in written form, along with a summary of the materials reviewed and the signature of the foster parent completing the training. 2. Foster families should keep a copy of any/all documentation for their own file. F. Department requires that ten (10) of the required twenty (20) hours must be completed through face to face training. The additional ten (10) hours may be obtained through other forms of media. Foster families should consult with their FCC or Foster Care Certification Specialist on training materials. G. Foster families will not be granted annual training credit for CPR/First Aid courses. Foster families shall be diligent in maintaining their CPR/First Aid certification at all times. Any lapse in CPR/First Aid may result in the home being placed on a corrective action. Hello
