SUBJECT: USR15-0069 Bradt Compressor Station
The Weld County Department of Planning Services-Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues
may arise during the remaining application process.
COMMENTS:
General Project Information/Location:
Project description: to install up to six compressors for natural gas with associated equipment.
This project is west of and adjacent to CR 93 and is south of CR 86. Parcel number 071703000012 Access
is from CR 93.
Roads:
County road 93 is a gravel road and is classified as a collector road.
The County Road 60 Section Line is estimated to have 60 feet of unmaintained section line right-of-way
per the Weld County GIS right-of-way map. The applicant shall delineate the existing right-of-way on the
site plan. All setbacks shall be measured from the edge of right-of-way.
The County Road 91 Section Line is estimated to have 30 feet of unmaintained section line right-of-way
per the Weld County GIS right-of-way map. The applicant shall delineate the existing right-of-way on the
site plan. All setbacks shall be measured from the edge of right-of-way.
Traffic:
Traffic counts are not available in the area for CR93.
The traffic information submitted with the application materials indicated after construction the site is
anticipated to be visited two times per day by a pickup truck.
Access:
An access permit has been approved for the access to the site (AP14-00106). The permit indicates the
applicant shall use a new access point on CR93 approximately 4,945ft north of CR84 for this project. The
existing access point on CR93 located approximately 5,275ft north of CR84 shall not be used by this
project.
TRACKING CONTROL:
Tracking control is required to prevent tracking from the site onto public roadways. Minimal standards are
listed below. Temporary Tracking Control shall be used during construction unless permanent tracking
control is installed ahead of construction activities.
Less than 20 passenger vehicle round trips/day, no upfront tracking control requirements.
A development standard will be included on the recorded site plan. "The site shall be maintained to
mitigate any impacts to the public road including damages and/or offsite tracking."
Improvements and Road Maintenance Agreement:
No improvements agreement will be required as the anticipated traffic is less than 21 round truck trips/day
or 50 round passenger vehicle trips/day. A development standard will be applied to the recorded plan
indicating any impacts to the road must be mitigated by the owner. There shall be no tracking from the
site onto publically maintained roads. The applicant is responsible for mitigation of any damage or offsite
tracking and upgrading and/or maintaining onsite tracking control.
Drainage Requirements:
The application materials included a drainage narrative and water quality feature design. The project is
allowed to utilize the 10% rule of thumb and no adverse impacts as this was the direction given during the
pre-application meeting. This methodology is acceptable to engineering. The application materials did not
complete the water quality feature design. The water quality feature must be shown on the map with a
design that collects the stormwater runoff from the developed portion of the site. A final drainage design is
required.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit
applications are accepted after the planning process is complete (plan recorded). An Early Release
Request Form may be entertained only after the applicant and Planning Department have reviewed the
referral and surrounding property owner comments. The Early Release Request may or may not be
granted depending on referral comments and surrounding property owner concerns. Contact a
Engineering representative from the Planning Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303-
692-3575.
Geologic Hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a FEMA regulatory floodplain.
CONDITIONS OF APPROVAL:
A. A final drainage design is required. (Department of Planning Services-Engineer)
B. The plan shall be amended to delineate the following:
1. County Road 93 is a gravel road and is designated on the Weld County Road Classification Plan
as a collector road which requires 80 feet of right-of-way at full buildout. The applicant shall
delineate on the site plan the future and existing right-of-way. All setbacks shall be measured
from the edge of future right-of-way. This road is maintained by Weld County. (Department of

2. Show and label the approved access (AP14-00106), and the appropriate turning radii on the site
plan. (Department of Planning Services-Engineer)
3. Show and label all easements with the recorded document reception number and date on the site
plan. (Planning)
4. Show and label the accepted drainage features and drainage flow arrows on the site plan. Water
quality features or stormwater ponds should be labeled as "Water Quality Feature/Stormwater
Detention, No-Build or Storage Area" (Include final calculated volume)(Department of Planning

5. Show and label the section line Right-of-Way as "CR 60 Section Line Right of Way, not County
maintained" and "CR 91 Section Line Right of Way, not County maintained" (Department of
Planning Services-Engineer)
Prior to Construction:
A. The approved access and tracking control shall be constructed prior to on-site construction.

B. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required.

DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN)
1. Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds,
pursuant to Chapter 15, Articles I and II, of the Weld County Code. (Department of Planning Services-

2. The site shall be maintained to mitigate any impacts to the public road including damages and/or
offsite tracking. (Planning and Engineering)
3. There shall be no parking or staging of vehicles on public roads. On-site parking shall be utilized.

4. The historical flow patterns and runoff amounts will be maintained on the site. (Department of
Planning Services-Engineer)
5. Weld County is not responsible for the maintenance of onsite drainage related features. (Department

6. Access will be along unmaintained County right-of-way and maintenance of the right-of-way
will not be the responsibility of Weld County. (Department of Planning Services-Engineer)

Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and a Special Review Permit for Mineral Resource Development, oil
and gas support and service facility, six (6) compressors in the A (agricultural) zone
district.
There will be no permanent employees on the site. According to the application one
employee may visit the site on a daily basis. The applicant is not proposing sanitary
amenities on the property.
The applicant will be required to comply with Air Pollution Control Division (APCD)
regulations and requirements.
Environmental Health has no objections to the proposal; however, we recommend that
the following requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S.) shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions. The facility
shall operate in accordance with Chapter 14, Article 1 of the Weld County Code.
4. Fugitive dust should attempt to be confined on the property. Uses on the
property should comply with the Colorado Air Quality Commission's air quality
regulations.
5. The facility shall comply with the Air Pollution Emission Notice (A.P..E.N.) permit
requires ,its as stipulated by the Air Pollution Control Divison, Colorado
Department of Public Health and Environment, as applicable.
6. Adequate drinking, handwashing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. As employees or contractors
are on site for less than 2 consecutive hours a day portable toilets and bottled
water are acceptable. Records of maintenance and proper disposal for portable
toilets shall be retained on a quarterly basis and available for review by the Weld
•it pty Department of Public Health and Environme ri Portable toilets shall be
serviced by a cleaner licensed in Weld County and shall contain hand sanitizers.
7. All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling and in a manner that minimizes the release of
hazardous air pollutants (H '.P's) and volatile organic compounds (VOC's). All
chemicals must be stored s& sre, on an impervious surface, and in accordance
with manufacturer'1 recommendations.
8. A•Spill Prevention, Control and Countermeasure Plan, prepared in accordance
withvthe applicable provisions of 40 CFR, Part 112, shall be available on site.
9. Thretfacility shall adhere to the maximum permissible i rise levels allowed in the
Light Industrial Zone as delineated in 25-12-103 C.R.S.
