USR-I536, for a Kennel (100 dogs) and any use permitted as a Use by Right, an Accessory
Use, or a Use by Special Review in the commercial or industrial zone districts, provided that
the property is not a Lot in an approved or recorded subdivision plat or lots parts of a map or
plan filed prior to adoption of any regulations controlling subdivisions (washing of commercial
vehicles, parking, staging and dispatching of trucks and commercial vehicles, trailers and

We would like to expand our current USR 1536 to include washing of
trucks, parking for trucks and storage for trailers, vehicles and Rvs. We have
service for small pickups up to the larger oilfield trucks ('/2 ton up to 40 ton
trucks). I have placed recycled asphalt from County Rd 18 all the way back
to the wash are to help with dust and from tracking onto the county road. The
number of trucks varies greatly from day to day due to the down turn in
oilfield constuction and weather. I have had as many as 8 round trips in and
out with wash customers and 4 parking customers in and out.
We are surrounded by commercial properties and dog facilities on 3
sides, and residential on the 4th side. We currently have dachshunds and
pomeranians on site. Aproximately 27 breeding animals at this time
I am have 24-7 access to the truck parking customers. I will have 1-2
family members helping with the washing from time to time.
A portapotty with hand sanitizer is available to employees or customers
in the immediate area, and serviced weekly by Empire Portables in Brighton,
Co. Trash cans are placed in all areas and emptied weeking or as needed.

The water used for the washing is from my well and from the City of
Fort Lupton overhead loader. The well has been changed to commercial with
the application of the USR 1536 permit. I have included a copy of the well
permit and papers for the changing of the well. We use approximately 75-100
gallons of water per truck. No soap or chemical is used to clean the trucks.
3500 lb pressure and water only. My washer puts out 5.5 gallons per minute
with the average wash is 10-20 minutes. The washing is the outside of the
truck only. The water does not run off normally, it evaporates and soaks into
the very sandy soil. We do no washing in weather below 32 degree or wet
weather creating long periods in the winter that we are shut down.
No additonal structures are needed for this change. My washer is in an
enclosed trailer with the water tank.
I have installed some 6 ft cedar fencing east to west at the south end of
the wash area to block the site from the county road. Trees and buildings are
blocking most of the new area.

RE: Septic permit and Well Permit
Our septic system was put in the 1970's long before we purchased the
property and has given us no problems. It was inspected at the time of the
first USR was applied for. We have no septic permit nor ever since we have
owned the property, I assume it is on record with Weld County from when it
was installed by the original owners. It has the large concrete tank and has
been handling our waste water with no issues.
We have a porta potty, with hand sanitizes, set at the wash site, serviced
weekly by Empire Portable Restrooms, Brighton, Co, 303,901-5511, there
will be no added activity to our septic system due to the changes.
The well permit 63373-F was updated by the State of Colo. 9/29/06 for
commercial use. Not to exceed 15 gal/min.
This is well below what will be used for the washing of trucks. We also
purchase Fort Lupton water from the overhead loader at the city maintenance
shop of Fort Lupton. The average wash is 15-25 minutes. This will equal to
75 to 100 gals per wash on the larger truck and 25 to 50 gallons on the
smaller vehicles. We use no added chemicals to our wash. It is water and
pressure only. A. copy of the state commercial well permit is included with
this package.
Dust: I have put down recycled asphalt from the county road up to almost the
north property line to control dust, and any mud or debris from tracking out
onto county road 18. And just this month I have laid down more recycled
asphalt to the entrance and to the parking are of the gravel trucks. Other areas
can be controled with the truck washing and wetting down if it becomes a
problem. This has not been an issue in the past.

Re: Site traffic
Most of our customers coming into our property come from the west on
County Road 18 and exit west. I would estimate 98% of the traffic from the
west and 2% from the east. Will expect less than 6 personal vehicles will
enter in the 5-8 am and the same to exit in the 4-7pm. This is the drivers
going to pick up their trucks for work, and then returning in the pm. Other
traffic would include the trucks being washed is down to 1-3 per day in and
out at times mostly mid day to mid afternoon. There are several days that we
have had no traffic in or out, with the down turn in the oil industry, our
washing has been reduced. All this work is oilfield related and is variable
from day to day. I have put down recycled asphalt from the county road 18 to
the north end of the property, (approx. 600 f) to help control any dust and
mud being tracked onto Rd 18. Also has been laid down in the truck parking
area. Traffic on County Rd 18 has been greatly reduced in the last several
months due to the slow down in the oil industry.
Traffic:
The truck traffic will go up the east property line to almost the north property
line to the parking area and storage and out the same.
All kennel customers enter the same way parking in the area just north of the
house and east of the shop. Our customers are mostly in and out to pick a
puppy and in and out to pick the puppy up and go home after it is 8 weeks
old. This kennel traffic is very light on any given day as is related to► litters
available. We may go months without any kennel customers entering the
property. We have fewer breeding dogs now than we have ever had, and don't
plan to increase at this time.
I have put up cedar fencing on the south side of the wash area, on the west
side of the property going west to east.
Drainage:
The area where the truck washing, truck, and trailer parking are located, the
water flows from the property line in toward the center of the property where
it is very sand. There is no water that I have ever observed that comes in from
the adjacent properties. Over the years the fence (pro►perty line) lines have
built up with sand making a higher border than the inner property. I have
never in the over 19 years living there seen water flow out of this area. The
sandy soil is very obsorbant and water does not stay long. I have pictures
showing before and after washes included. And as you can see the water does
not run off. We have had over 5 ft of snow this winter in which I piled to the
west side of the property, and none had run out of the area as it melted. This
sandy soil is very obsorbant

Dust Abatement Plan:
I have placed recycled asphalt from the county road 18 north almost to the
property line. I have plans to place recycle in all the parking areas. This has
also help the tracking of mud onto the county road.

RE: Drainage on property
The NE quarter of the property drains inward from the property line,
going into the middle of the area. The NW quarter of the property will
flow to the south if it were to flood to about the middle of the north
and south property lines, would exit to the west. The area in front of
the shop and north side of the house will flow to the west. The south
east quarter of the property (driveway) will flow south to the county
ditch where it will flow west in the ditch. The SW quaarter of the
property flows north to the middle of the property then to the west if
it were to reach this area. I have lived her for almost 20 yrs and have
not had any issues with water coming in from surrounding properties
or water flowing onto the property to the west of ours. The area is very
obsorbant because of the sandy soils. There has been no drainage
issues on our property. We have never had issues of water flowing in
from surrounding properties.

proposal on CR 18 for a USR. I met with Mr. & Mrs. Hackett concerning the potential option
for annexation into Fort Lupton. After the meeting they indicated that they would be proceeding
