BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
AUGUST 24, 2016
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, August 24, 2016, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:

Commissioner Steve Moreno

• MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of August 22, 2016, as printed. Commissioner Moreno seconded the motion,
and it carried unanimously.
READ ORDINANCE BY AUDIO: Commissioner Kirkmeyer moved to read Code Ordinance
#2016-09 by audio. Commissioner Conway seconded the motion, which carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
12 PUBLIC INPUT: No public input was given.
• COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad reported attending the
Emergency Management training in Breckenridge, Colorado, with the other Commissioners. She stated
it was a very beneficial training for those who attended and expressed the importance of holding this type
of training on a regular basis. She thanked the staff who organized the training. She attended the Hill -n -
Park Community Meeting to discuss transportation issues. She expressed her appreciation for the North
Front Range MPO staff contributing to the meeting. = Commissioner Conway stated he had the
opportunity to participate in the District 6 Employee Appreciation Celebration, where there wer over 2,000
employees in attendance. He recently toured the new court information center, which is able to assist

400-600 people a month. He explained the new information center is located on the 1st floor of the
Centennial Center and will accomadate 50 people at a time. He had the opportunity to go to the National
Guard Center, met the Attorney General from Buckley Airforce Base, and addressed security and safety
concerns with the parking lot. He was appointed by CDOT to the Technical Advisory Committee to
participate in the new Road Usage Pilot Study addressing how to supplement funding using Oil and Gas
taxes. = Commissioner Moreno stated he also attended the Emergency Management training and
enjoyed the opportunity to learn how to collaborate and work together during an emergency situation. He
reported attending an annual conference in Philadelphia for certified election officials to prepare for
different scenarios during the election year. Commissioner Kirkmeyer thanked Roy Rudisill and the
staff for successfully putting together the training, and agrees that this type of training is important to
complete at least every other year. She extended her thanks to the Greeley Tribune for being involved
with the training. She and Commissioners Freeman and Conway met with the PILT and Bankhead Jones
Committee. It was a successful meeting and they discussed how best to allocate the funds between the
school districts. She and the other Commissioners had a meeting with Dr. Frank, the president of CSU,
which was informative in regards to the Weld County Fair. Lastly, she stated the Commissioners received
a Bravo Award from the Fix -it 1-25 Committee, for all their work along Interstate 25. = Chair Freeman
concurred with his fellow Commissioners concerning the Emergency Management training. He also
reported he attended the Galeton Firehouse Open house which was purchased with cash funds from
proceeds from the Oil and Gas Industry. He extended appreciation from the residents of Galeton to the
Department of Public Works, regarding their work on the roads.
BIDS:
1) APPROVE BID #B1600122, CHASE BUILDING CABLING - DEPARTMENT OF INFORMATION
TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, reviewed the details
of the six (6) bids received and stated staff recommends awarding the low bid from H and H Data Services
for the amount of $63,383.00. Commissioner Conway moved to approve said low bid. Seconded by
Commissioner Cozad, the motion carried unanimously.
• 2) PRESENT BID #B1600139, VNX MAINTENANCE - DEPARTMENT OF INFORMATION
TECHNOLOGY: Mr. Rose presented the two (2) bids and said staff will bring back a recommendation on
September 7, 2016.
• 3) PRESENT BID #B1600104, BACK -SCANNING CONFIDENTIAL RECORDS (SHERIFF'S
OFFICE) - DEPARTMENT OF INFORMATION OF TECHNOLOGY: Mr. Rose presented the five (5)
responses received and stated staff will bring back a recommendation on September 7, 2016.
• 4) PRESENT BID #61600105, IT TRAINING AND IMPLEMENTATION SERVICES FOR
APPLICATION XTENDER 8.X COUNTY IMAGING PROJECT - DEPARTMENT OF INFORMATION OF
TECHNOLOGY: Mr. Rose presented the three (3) bids received and stated staff will make a
recommendation on September 7, 2016.
NEW BUSINESS:
1) CONSIDER CHANGE ORDER NO. 1 FOR CR 49 DESIGN BUILD PROJECT FROM U.S.
HWY 34 TO INTERSTATE 76 (BID #61400202) AND AUTHORIZE CHAIR TO SIGN - INTERSTATE
HIGHWAY CONSTRUCTION (IHC): Don Dunker, Department of Public Works, presented the terms of
the no cost change order and referred to the staff memo which outlined the two options. In response to
Commissioner Conway, Mr. Dunker explained the County saved money to complete the permanent fence
all at one time, rather than doing it in sections. Commissioner Kirkmeyer moved to approve said change
order No. 1 and authorize the Chair to sign. The motion, which was seconded by Commissioner Cozad,

carried unanimously.
El 2) CONSIDER ACCEPTANCE OF 2016 ABSTRACT OF ASSESSMENT AND AUTHORIZE CHAIR
TO SIGN: Chris Woodruff, Weld County Assessor, submitted the abstract of assessment for 2016 and
stated it reflects the values for all property assessed in the County and the net value is
$9,196,137,867.00. The largest decrease that occurred was in the Oil and Gas Industry which is 34.75%
lower. Commissioner Moreno moved to approve said 2016 abstract and authorize the Chair to sign. The
motion was seconded by Commissioner Conway, and it carried unanimously.
El 3) CONSIDER STATEMENT OF SUPPORT FOR WELD PROJECT CONNECT: Margie Martinez,
representative of United Way, thanked each one of the Commissioners for their partnership with United
Way. Chair Freeman expressed his appreciation for the work Ms. Martinez has put toward the Weld
Project Connect. Commissioner Cozad moved to approve said statement of support. The motion, which
was seconded by Commissioner Conway, carried unanimously.
4) FIRST READING OF CODE ORDINANCE #2016-09, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 14 HEALTH AND ANIMALS, OF THE WELD
COUNTY CODE: Karin McDougal, Assistant County Attorney, presented the proposed changes to Code
Ordinance #2016-09. Alan Caldwell, Sheriff's Office, stated they have worked with the County Attorney's
Office and are in agreement with the changes. Commissioner Kirkmeyer requested a work session to
help clarify some language in the Ordinance concerning dogs running at large. No public testimony was
offered concerning this matter. Commissioner Kirkmeyer moved to approve on First Reading. Seconded
by Commissioner Cozad, the motion carried unanimously.
PLANNING:
El 1) SECOND READING OF CODE ORDINANCE #2015-26, IN THE MATTER OF REPEALING
AND REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING (OIL AND GAS), OF THE WELD
COUNTY CODE (CON'T FROM 7/18/2016): Commissioner Conway moved to read Code Ordinance
#2015-26 by title only. The motion, which was seconded by Commissioner Kirkmeyer, carried
unanimously. Mr. Barker read the title for the record. Tom Parko, Director of the Department of Planning
Services, suggested this matter be continued to allow staff to receive feedback from the Oil and Gas
industry about an Intergovernmental Agreement. Commissioner Kirkmeyer requested continuing this to
September 28, 2016, to allow more time for the Colorado Oil and Gas Conservation Commission to
complete the Intergovernmental Agreement. Commissioner Kirkmeyer moved to continue said matter to
September 28, 2016. The motion was seconded by Commissioner Cozad. O Dennis Hoshiko, resident
of Greeley, stated he has been closely involved with Oil and Gas issues and its impact on rural and the
agricultural residents. He made a request to staff about addressing the issues of on -site drainage
concerns, and evacuating stormwater off the site. There being no further discussion, the motion carried
unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2016-09 was approved on First Reading.
