WELD COUNTY COUNCIL
October 17, 2016
The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, October 17, 2016, 6:30 p.m. at the Weld County
Administration Building, 1150 O Street, Greeley, CO.
ROLL CALL:
• The meeting was called to order by President Jordan Jemiola. Councilmen Brett
Abernathy, Don Mueller and Charles Tucker were present, constituting a quorum of
members. Also present was County Attorney Bruce Barker, Karla Ford, Interim Council
Secretary and Linda Kane, County Council Secretary.
APPROVAL OF AGENDA:
• Councilman Jemiola requested additions to the agenda - correspondence from the
Clerk and Recorders Office and to continue with the discussion on the parameters of
upcoming audits. Councilman Abernathy made a motion to approve the October 17, 2016
agenda with additions. Councilman Jemiola requested a roll call vote: Councilman
Mueller - yes, Councilman Abernathy - yes, Councilman Tucker - yes, Councilman
Jemiola - yes and the motion carried.
APPROVAL OF MINUTES:
El Councilman Mueller made a motion to approve the August 15, 2016 minutes,
seconded by Councilman Tucker and carried. Councilman Mueller made a motion to
approve the September 19, 2016 minutes. The motion was seconded by Councilman
Tucker and carried.
RECOGNITION OF FORMER COUNCIL MEMBER:
Councilman Abernathy made a motion to adopt Resolution 205 recognizing and
thanking former Councilwoman Marge Klein for her service to the County Council. The
motion was seconded by Councilman Tucker and carried. A plaque was also presented
to Ms. Klein.
PUBLIC COMMENT: There was no public comment.
OLD BUSINESS:
County Council Secretary Opening
• Interviews for the position were held October 3, 2016 and Linda Kane was hired.
She will be training with Interim Secretary, Karla Ford for the next several weeks.
2017 Proposed Budget Letter
A draft budget letter was distributed, but will be discussed after parameters of audit.
Salary Setting for 2019-2020 Years - Weld County Commissioners
• Councilman Jemiola asked Bruce Barker, County Attorney, questions regarding
compensation of mileage and other benefits as part of the commissioner
salaries/compensation. According to the Home Rule Charter, the Council is able to only

set the salary amount. The expenses are set within each department/elected official
budget.
After discussion of historical data on salaries and the most recent Senate Bill, Councilman
Abernathy made a motion to set the 2019 and 2020 Commissioner salaries to $105,000
for both years. Councilman Jemiola requested a roll call vote: Councilman Mueller - yes,
Councilman Abernathy - yes, Councilman Tucker - yes, Councilman Jemiola - yes and
the motion carried.
NEW BUSINESS:
District 3 Vacancy
District 3 Vacancy interviews took place in a work session earlier in the day. After
consideration, Councilman Mueller made a motion to appoint Michael Grillos to complete
the term left by Marge Klein. The term will end on December 31, 2018. Councilman
Jemiola requested a roll call vote: Councilman Mueller - yes, Councilman Abernathy -
yes, Councilman Tucker - yes, Councilman Jemiola - yes and the motion carried.
Upcoming Meetings/Events
The Council was invited to a Town/County Dinner on October 27th and Weld County
Homeless Veteran Forum on November 16th.
Correspondence
ID The Council received a letter from Clerk and Recorder Carly Koppes on
September 19th and the Council was not able to address it at that time. The letter was in
response to a local car dealerships' letter to Weld County Council. The letter/information
was entered into the record. Timelines were discussed, statistics were given of how the
Clerk and Recorder's office works, how companies pay sales tax and how liens work.
Councilman Mueller commended the Clerk and Recorder's Office for reaching out and
meeting with the local car dealerships. He also stated that one of the dealerships
contacted him directly about issues and he directed them to send a letter to the County
Council, just as any other outlet can do. He in no way initiated the letter.
Audit Parameters
Councilman Jemiola requested to go with an external firm that has not previously
worked with the county. He requested that each councilmember research and give the
secretary a name of an audit firm. The secretary will contact each firm and have them
come and present information at the work session on November 7th, starting at 3:00 p.m.
The request will be to have the firms give information of different types of audits and how
to go about getting a scope/parameters for each upcoming audit.
