O. BOX 1087, COLORADO SPRINGS, COLORADO 80944. Colorado Interstate Gas Company-SUP DEVELOPMENT STANDARDS 1. The permitted use on the hereon described parcel of land shall be the facilities as shown on the Special Use Permit Plans for a natural gas compressor station. Specifically, this Special Use Permit provides for the following facilities in addition to the existing features : A. Two 800 horsepower natural gas engine/compressor units and auxiliary equipment. B. One 35' x 44 ' building addition to house the two additional compressor units. 2. The facility shall comply with all Weld County and State Health Standards and Regulations pertaining to air quality, water quality, noise emission, and sanitary disposal systems. Noise shall not exceed the current ambient levels as indicated in the "Noise Survey, Wattenberg Compressor Station, Weld County, Colorado" dated March, 1977, prepared by Engineering Dynamics, Inc. 3. Upon termination of the operation of the co pressor station, all facilities and structures shall be removed lb, 30" below grade. The site shall be reclaimed to a farmable state. 4. The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds. 5. Access shall be limited to the one access off County Road 19 as shown on the Special Use Permit Plans. 6. The Special Use Permit shall be limited to the plans submitted and governed by the development standards stated above and applicable Weld County regulations. Any changes to the plans and/or development standards shall require approval of another Special Use Permit before such changes shall be allowed. WFC 3-8-1 1/8 covering our Wattenberg Field Compressor #3. We intend to install two additional natural gas compressor engines and related equip- ment as shown on the plot plan. As indicated in the letter from Mr. Burman Lorenson dated October 3, 1973, we were not required to have a Special Use Permit for the original facilities which were placed on this site. Currently we anticipate adding two additional compressors at the site and have been informed that a Special Use Permit would be required for the expansion. Since we were unaware that a Special Use Permit would be required when we originally planned this expansion, we did not apply for the permit as soon as would have been necessary to meet our construction scheduling require- ments. At this time we would request that we be allowed to begin construction of the facilities prior to issuance of a Special Use Permit. The existing station is composed of one engine/compressor unit and its related facilities and was placed in service February, 1974. The addition is composed of two similar units of the same capacity and horsepower. Attached is Dwg. WFC3-0-2A showing the location and layout of the station. This plant has been and will continue to be an unmanned plant. The only personnel at this site will be an operator making daily inspections and main- tenance personnel performing periodic preventive maintenance and repair; therefore, no drinking water or sanitary facilities are required. All liquids such as lube oil and natural gas condensate (drip) are contained and collected in a closed collection system and periodically trucked from the plant site. No liquid disposal is done on the plant site. Except for the compressor building extension shown on the attached drawing and minor piping changes, little or no change will be made to existing drainage patterns, surface conditions, or grading. Access to the site is from County Road 19 and parking is on-site; no change will be required to existing access or on-site parking area. This addition including the building and foundation extensions has been designed and will be constructed in accordance with all applicable building codes. An acoustic study is being completed to determine what steps will be necessary to avoid increasing the sound levels above that which has existed before this addition. These recommendations, when received, will be acted on as soon as possible. Possible Abatement Procedures If the case arises where the adjacent land to the south of the site is developed, conventional noise abatement procedures are very feasible. It would be very difficult for a compressor station to be quieted down far enough to allow residential housing to be constructed immediately adjacent to the site. Commercial noise limits would appear to be attainable using acoustical barriers around the site. Additional steps require the use of better mufflers for the natural gas engines ' exhaust, baffles for the cooling air fans and acoustical insulation for the compressor house. At a more quantitative evaluation of the possible benefits re- sulting from quieting the CIG site is dependent upon effective noise abatement measures being implemented to the TSK compressor station. If the CIG compressor station was to implement noise abatement methodology alone, the results would most likely be negligible without like work being performed on the TSK compressor station. What this means is that since the measured data has shown that the background noise at measurement sites 1, 2, 3, 8, 9 and 10, which is due to the T.S.K. facility, is already higher than the 8 cnghcchng cyncmics, Inc Revision A 6-3-77 noise from C. I . G. facility with both compressors on line there will be no change in the present acoustic environment even if the C. I. G. facility were completely quieted . Environmental Noise In discussing noise, we should consider (1) the sound source and the ambient (background) sound, (2) the transmission medium (usually air) and (3 ) the receivers of the sound and their con- cerns with the noise environment. B. Ambient Sound Levels Sound is a pressure fluctuation occuring in the presence of a steady barometric pressure. Sound intensity is usually measured on the decibel scale (dB) , a dimensionless logarithmic scale in which each increase of 10 units represents a ten-fold increase in intensity level. Frequency, however, is usually measured in cycles per second (Hertz or Hz) . Most regulations take into account another variable, the human ear. Using the dB (A) scale, sound measurements are recorded much as the human ear would hear the resultant sound . The dB (A) scale penalizes the lower frequencies, making lower frequencies less important as does the human ear. Lower frequencies also have different transmission characteristics and generally carry farther than high frequency sounds. 1 cngincehng cyncmics. Inc I The spatial extensity of sound has a direct bearing on the number of people who will be affected by noise. Generally, noise is a very local phenomenon that does not extend beyond a mile or so from its source. C. Transmission In air microanetrological and ground conditions cause additional attenuation of the sound level resulting from a source that the attenuation due to distance provides. Among the many variables which affect sound propagation are topography, humidity, vege- tation, wind direction, wind gradients and temperature gradients. For example, upwind attenuation may be as much as 26 dB per doubling of distance instead of the 6 dB per doubling of distance expected from physics in 2 "perfect" case. Downwind attenuation may reach 9 dB per doubling of distance. D. Audibility One criteria for setting a boundry on noise is who will hear the noise. Another is the zone of audibility whereby the boundry is set at the distance where no noise from the subject source can be heard. In quiet rural areas, noise can be heard much further than the same noise would be heard in a bustling city mainly because the rural area has a lack of the activity a city normally has which masks out the objectionable sound. 2 cngincering cyncmics, Inc II. Measurement and Analysis Methi iology A. Site Locations Site (1) is located at the NE corner and the accompanying drawing :.iiows the sequence of the remainder of the sites. A background site roughly 11/2 miles SW of the Wattenburg station was selecteJ to furnish background sound levels. B. Measurement Methodology The acoustic measurements were taken with a GenRad Type 1933, Type 1 sound level mater and a GenRad 1 inch precision microphone preampli, ter. The system was calibrated with a GenRad Type 1562-A microphone, calibrator corrected for altitude. A wind- screen was used to reduce the effects of aerodynamic turbulence upon the microphone. Wind "peaks" were denied in data taking. Measurements were taken at a height of 1 meter above ground level with no hard reflective surfaces in the measurement site vicinity. Measurements were first taken with Wattenburg # 4 com- pressor and engine "on-line" to furnish a basis to determine the effect a second compressor and engine would have on the acoustical environment. A second set of measurements were taken with both # 4 and # 5 compressors and engines "on-line" . In both modes of op,.ration, the Northern and Eastern property line noise levels were entirely controlled by an off-site compressor station to 3 cnginccring cync na; iri the North, owned by the MACH II-ROSS Corporation. C. Analysis From these measurements a description of the existing sound and environment is derived and when used with the data given on the noise emission properties of the added compressor, the impact of two on-line compressors and engines can be determined. 4 cngincnng cyncmics, inc III. Existing Acoustical Environment The A-weighted t,ound level near the site, 38 dB (A) is high for a rural area. This relatively high ambient noise level for a rural area is due to the large number of operating wells and pumping facilities located in the area. There are no houses or other concentration of people or livestock other than oil field production facilities and equipment near the Wattenburg site. 5 engineering dynamics inc IV. Impact of an Additional Compressor Upon existing acoustical environment shown by the accompanying graphs of the site perimeter, most measurement sites suffer no additional impact from the additional operating compressor and motor. This condition is highly unusual it' that if two nearby sound sources are emitting noise levels within 10 dB of each other, then a higher resultant noise level is normal. No change in noise level would result from a background level, at last 10 dB above the source levels. In this case the high background level is a result of the T. S. K. Enterprises (USA) Inc. station abutting the northern boundry of the CIG Site. In fact, the background levels at measurement sites 1, 2, 3, 8, 9 and 10 were so high that no dis- cernable increases in levels were apparent with both compressors "on-line" . Thus, the property across Road 19 is impacted by the ,K property not the CIG compressor station. At four sites, 4, 5, 6 and 7 noise levels did rise with the addition of the second compressor. Site 7 is important because it is on the boundry be- tween th.: TSK and CIG properties. The TSK property extends approxi- mately 600 Eeet west of Road 19 a, i furnishes LL buffer against im- pact by the CIG compressor station. At the western property line of the TSK site, the TSK compressor also impacLJ the acoustical 6 cnginccring dyne-nics, inc 0 • environment. Since there was no possible way to turn off the TSK plant, any quantitative analysis of CIG' s noise impact is impossible. Sites 4, 5 and 6 are impacted by the additional compressor, to a larger degree mostly as a result of the new compressor being some 45 feet closer to the southern property line than the original compressor. Since there are no houses, farm structures or physical plants (other than oil and gas production facilities) currently existing on the property surrounding the CIG site, no acoustical impact to the south will be objectionable. State law does set noise level limits for facilities adversely impactive another persons property. According to the Colorado State Noise Law, Article 25-12 of the Colorado Revised Statutes 1973, at twenty-five feet from a property line, an industrial site shall radiate no more than 80 dB (A) upon another industrial site during the day, and only 75 dB (A) at night. If that same industrial site is impacting upon a residential site then the limits are 55 dB (A) during the day and 50 dB (A) at night. From a prior study for CIG concerning this type of compressor, (dated June 1976) a 50 dB (A) contour would be approximately 850 feet from the compressor station. 7 engineering cyncmics, inc V. Possible Abatement Procedures If the case arises where the adjacent land to the south of the site is developed, conventional noise abatement procedures are very feasible. It would be very difficult for a compressor station to be quieted down far enough to allow residential housing to be constructed immediately adjacent to the site. Commercial noise limits would appear to be attainable using acoustical barriers around the site. Additional steps require the use of better mufflers for the natural gas engines ' exhaust, baffles for the cooling air fans and acoustical insulation for the compressor house. At a more quantitative evaluation of the possible benefits re- sulting from quieting the CIG site is dependent upon effective noise abatement measures being implemented to the TSK compressor station.
