This design and application was prepared to meet the design requirements of the previous Weld County ISDS Regulations dated August 15,2005 (see attached Septic Permit Application and receipt). On July 22,2014, CES received an e-mail from Bob Wright, formally with Weld County Health, in which he noted that the design of the proposed OWTS system needed to be revised to address two comments that the Weld County Board of Health had concerning the original design (see attached copy of the e-mail). These comments were as follows: 1. WCDPHE will need an additional revision to the existing design indicating that the estimated flow for any single day will not exceed 1,999 GPD. Per the e-mail,Mr. Wright noted that per discussions with Mr. Warren Brown, PE, Program Manager for the Tri-County Health Department Onsite Wastewater Program, informal research he has conducted for churches in the Tri-County jurisdiction indicates that the actual range of wastewater flows for churches is between 1.5-2.5 GPD/attendee at Sunday service. Per my discussions with Mr. Wright, he indicated that we could use a design wastewater flow of 2.45 GPD/parishioner to calculate our maximum daily design flow. 2. In addition, staff will add a stipulation to the permit that a recording/totalizing discharge meter be added to the system. The meter shall be capable of accurately recording DAILY wastewater flow in gallons. The church administration shall establish a program to collect and maintain the records of daily wastewater flows and submit the records of daily flows to WCDPHE on a quarterly basis to allow staff to verify that wastewater flows do not exceed the permitted volume. The church shall submit a written plan for establishing a program to collect and record the daily wastewater flows, maintain records and submit to WCDPHE quarterly prior to bringing the new OWTS online. An existing home and ISDS is located on the site and both will be removed prior to the construction of the new church buildings and septic system. A soil percolation test was performed at the church site on March 10,2014. Six(6)percolation test holes and an 8 foot soil profile hole were dug at the proposed location of the absorption bed. The 721 4" Street, Suite 1 3 Ft. Lupton, CO 80621 • Phone: (970) 373-4480 Page 2 Ms.Katie Sall April 24,2015 A soil percolation test was performed at the church site on March 10, 2014. Six (6)percolation test holes and an 8 foot soil profile hole were dug at the proposed location of the absorption bed. The results from the percolation test(see attached forms) indicate an average soil percolation rate of 22.5 minutes per inch. The soil profile hole showed no evidence of groundwater or bedrock within 8 feet of the surface. REDESIGN CALCULATIONS FOR THE PROPOSED OWTS: Maximum Daily Sewage Design Flow: Maximum Daily Flow will be on Sunday—Per Tri-County flow information noted above— Qaes=800 Parishioners @ 2.45 gallons/parishioner/day= 1960 gallons/day(GPD) Septic Tank Sizing: Tank sized to store Sunday maximum daily sewage flow for 30 hours— 1960 gallons (30hours/24 hours)=2450 gallons Use a 2500 gallon 2-compartment concrete septic tanks as the first stage of treatment. Per the previous Weld County ISDS Design Regulations that are being used for this project, the required absorption bed area can be reduced by 30%with the use of gravelless chambers and 20°%o for dosing the effluent onto the absorption bed. Therefore, the total reduction factor to be used for this project will be 50%. Dosing Pump Chamber and Standard Absorption Bed Sizing: Maximum Single-day Sewage Flow(Sunday)= 1960 gallons Dosing Pump Chamber— Size the Pump Chamber to provide for six(6)doses on Sunday 1960 gallons/6 doses=327 gallons Use a 4 foot diameter 350 gallon Concrete Septic Pump Chamber Dosing Pump—Use a Little Giant 9SN-CIA-RF Submersible Effluent Pump or approved equal Required Absorption Bed Area—A(sq. ft.)= 1.3 (Qdesi t'12/3.5) t= Pere Rate for site=22.5 min/inch for site Therefore, the calculated bed area for the proposed Prairie Community Church= A=(1.3)(1960•(22.5)112/3.5)=3453.2=3455 sq. ft. With the 50%reduction factor—Required Bed Area=0.50 (3455)= 1727.5 = 1728 sq. ft. Per Weld County Standards, for the Infiltrator Quick 4 Standard Chamber, the allowable square feet of absorption area per chamber= 12.0. Therefore the number of units required for the proposed bed 1728/12= 144 units Page 3 Ms.Katie Sall April 24,2015 CES recommends that a gravelless chamber absorption bed with seven(7) rows of 21 Infiltrator Quick 4 Standard Chambers each row(total units= 147) be used as the second stage of treatment for this development. Per comment#2,at the time of the installation of the OWTS, Prairie Community Church will submit a written plan to WCDPHE for establishing a program to collect and record the daily wastewater flows, maintain records and submit to WCDPHE quarterly prior to bringing the new OWTS online. If the estimated wastewater flow for the facility is equal to or greater than 2,000 GPD,then the application must be submitted through the state permitting program. Staff explained that in discussions with Mr. Warren Brown, PE, Program Manager for the Tr!-County Health Department Onsite Wastewater Program, Mr. Brown has indicated that informal research he has conducted for churches in the Tri- County jurisdiction indicates that the actual range of wastewater flows for churches is between 1.5-2.5 GPD/attendee at Sunday service. This range does not include any additional Sunday wastewater flow that may be generated by celebrations, additional meetings, etc. To issue a septic permit for this facility, WCDPHE will need an additional revision to the existing design indicating that the estimated flow for any single day will not exceed 1,999 GPD. A recording/totalizing meter can have two benefits: 1) it provides a record of actual flow volumes, which are usually less than the estimated values found in the regulations, and 2) it can allow growth in the facilities attendees without addition of more wastewater infrastructure, as long as the actual daily flows for the increased population are below the permitted limit. In addition, if it is found in the future that the facility wishes to expand the physical wastewater treatment plant, expansion can be designed based on actual flow values, which may reduce the size of the expansion from regulation estimated values, if there are questions,or if you would like additional information, please feel free to contact us at your convenience. The setback to an irrigation lateral is also 25' as you indicated; so my suggestion would be that a variance could be applied for. You can provide a barrier and will have to, but you would still have to go for a variance. Thanks.
