Explain, in detail,the proposed use of the property. The applicant and his son currently haul over-the-road and some local. Mr. Davis is proposing to park and maintain three semi trucks and 10 trailers on the site along with one belly dump which is operated by an additional employee. The site will not have any sign identifying the business. Mr. Davis would also like to store personal vehicles within the building. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The proposal is consistent with following sections of the Weld County Comprehensive Plan: A.Policy 7.2. Conversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Section 23-S allows for any use permitted as a use by right, an accessory use, or a Use by Special Review in the commercial or industrial zone districts, provided that the property is not a Lot in an approved or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any regulations controlling subdivisions, to be located in the agricultural district upon approval of a Use by Special Review permit. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The property to the north of the site is permitted for a welding fabrication shop, the Briggsdale Elevator lies to the east, the applicant's home lies to the south and vacant pastureland lies to the west. The elevator has more traffic and visual impact on the surrounding area than the proposed use. The trucks and associated buildings are close in nature to the adjacent welding fabrication shop. 5.a. Number of people who will use this site The applicant, his son and one employee. 5.b. How many employees are proposed to be employed at this site. The applicant, his son and one employee. 5.c. Hours of operation. The facility will operate 24 hours per day, 7 days per week, 365 days per year. 5.d. Type and number of structures to be erected (built) on this site. An 80' x 100' shop with the possibility of a 50' x 80 addition at a later date is proposed for the site. 5.e. Type and number of animals, if any,to be on this site. No animals will be housed on the site. 5.f. Kind of vehicles (type, size, weight) that will access this site and how often. 5 semi trucks, 10 trailers, a belly dump and the employee's personal vehicles will be parked on site. The tractor trailers can weigh up to 85,000 pounds. 50% of the traffic to and from the site is expected to be from the south and 50% from the north along 392. The semi trucks are used for over the road hauling approximately 90% of the time. They would be gone from the site for one to two weeks at a time. The belly dump will be driven from the site in the morning and returned at the end of the work day five days per week. Only two employee vehicles are driven to the site because Mr. Davis lives on the adjacent lot. The new access location has been approved by the Colorado Department of Transportation. 5.g. Who will provide fire protection to the site. Briggsdale Fire Protection District. 5.h. Water source on the property (both domestic and irrigation). A letter from Briggsdale water Company indicating that they intend to service the site has been included in the application. 5.1. Sewage disposal system on the property(existing and proposed). The proposed shop will have a restroom and appropriately permitted septic system. 5.j. If storage or warehousing is proposed what type of items will be stored. The shop will contain tires, oil, antifreeze and other necessities for maintaining the trucks as well as personal storage. 6. Explain the proposed landscaping for the site. Trucks are partially screened from State Highway 392 by the placement of the building. No other screening or landscaping is proposed. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. The buildings can revert to an agricultural use or a different commercial use can be permitted to operate from the site. 8. Explain how the storm water drainage will be handled on the site. The site slopes to the northeast where stormwater will be captured. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction will begin as soon as permitting allows. 10. Explain where storage and/or stockpile of wastes will occur on this site. All storage will be within the building. 11. Please list all proposed on-site and off-site improvements associated with the use (example: landscaping, fencing, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed.
