HomeMy WebLinkAbout20162539.tiffMEMORANDUM TO: Clerk to the Board DATE: September 12, 2016 FROM: Elizabeth Relford, Transportation Manager SUBJECT: Withdraw Bid #B1600106 — WCR 74 Box Culverts On August 22nd, the Commissioners approved awarding the low bid to Panhandle Concrete Products in the amount of $437,964 for the box culverts pulled out separate from the WCR 74/SH 392 project. Due to changes in the WCR 74 project, Public Works is requesting the Board to cancel the bid and not enter into a contract at this time. The box culverts will be reincorporated into the overall project and re -bid simultaneously. Panhandle Concrete Products has been notified of this recent change. I have not been able to confiuin what costs, if any, they have incurred to date as a result of the bid. We have requested them provide an itemized invoice by September 23, 2016. They are aware there is no guarantee any costs will be reimbursed, since we had not executed the contract. I am available to answer any questions you may have. gAt 02,/4 -c599 a oei S MEMORANDUM Date: August 15, 2016 To: Trevor Jiricek, Director of General Services From: Richard White, Don Dunker RE: Bid Request No. B1600106 BOCC Approval Date August 2016 History Public Works has split out the manufacturing and delivery of box culverts for the WCR 74 and SH 392 Intersection Improvement Project. There is a minimum 6 week lead time for the box culverts to be manufactured. Three companies attended the mandatory prebid for this contract. Of the three companies only Panhandle Concrete Products out of Nebraska submitted a bid, in the amount of $437,964. Their bid included manufacturing of the box culverts ($391,536) and delivery ($46,428) to a location to be determined by Weld County within about a 23 mile radius of the project location. We have contacted the other two companies by email and phone that attended the prebid meeting but did not submit a bid and Precast Concepts indicated that they just did not want to manufacturer these large of box culverts, the other company Lindsay Precast did not respond. Old Castle near Platteville did not submit a bid or attend the mandatory prebid called after the bids were due and indicated they forgot to submit a bid. The Engineers Estimate for material only was $350,000 this number was given to Public Works early in the design process by Old Castle. We had contacted them to make sure the size of box culvert we wanted to design could be manufactured. Old Castle indicated they could build the box culverts and gave a rough cost to Public Works. The bid from Panhandle for the materials only was $391,536 which is within 10.61% of the Engineers Estimate. There delivery cost of $46,428 appears to be reasonable since these are very large culverts and will take multiple trips. The reason that the box culverts are a time sensitive item is because there are three possible scenarios to best deal with the Crow Creek water flows during 2017 on WCR 74 east of SH 392. Option 1: If right of way can be completed by the first of December 2016 on both sides of WCR 74 east of SH 392, County Crews will install the box culverts at both locations on Crow Creek. Their construction schedule will be from December 1, 2016 to February 28, 2017. The box culverts will need to be delivered to the site by mid November 2016. Option 2: If right of way can be completed by the first of January 2017 on both sides of WCR 74 east of SH 392, and CDOT will allow Weld County to bid the project the Contractor selected shall install the box culverts at both locations on Crow Creek. Their construction schedule will be from January 5, 2017 to February 28, 2017. The box culverts will need to be delivered to the site by January 5 2017. cldllo-a5S1 Option 3: If right of way can be completed by the end of April 2017 on both sides of WCR 74 east of US 392, and CDOT will allow Weld County to bid the project the Contractor selected shall install the box culverts at the end of the project at both locations on Crow Creek in the fall of 2017. Their construction schedule for the box culverts only will be from September 5, 2016 to December 1, 2017. The box culverts will need to be delivered to the site by August 2017. County Crews will install the one -lane bridge across WCR 74 and Crow Creek between January 5, 2017 and February 28, 2017. Bids were received for Weld County Road 74 Box Culvert and Delivery Project on August 4, 2015 for manufacture of various box culverts for this project. The low bidder is Panhandle Concrete Products of Scottsbluff Nebraska with a bid of $437,964.00. Recommendation to the Board: Public Works recommends the BOCC allow the single bid from Panhandle Concrete Products be awarded on the next available hearing agenda in the amount of amount of $437,964.00. Manufacturing of the box culverts is anticipated to begin in September 2016 with completion of the box culverts anticipated by mid November 2016.
