• A regular meeting of the Weld County Planning Commission was held in the Weld County
Administration Building, Hearing Room, 1150 O Street, Greeley, Colorado. This meeting was called to
order by Chair, Jordan Jemiola, at 12:30 pm.
Roll Call.
Present: Bruce Johnson, Bruce Sparrow, Gene Stille, Jordan Jemiola, Joyce Smock, Michael Wailes,
Nick Berryman.
Absent: Benjamin Hansford, Terry Cross.

• Chris Gathman, Planning Services, presented Case USR15-0063, reading the recommendation and
comments into the record.
Mr. Gathman noted that there is a Condition of Approval that the applicant submit a landscape/screening
plan so that all storage areas are screened by an opaque fence or live vegetation. He added that staff is
not requesting screening along the eastern property line since that is where an injection facility is located.
Additionally, there are no immediate neighbors to the south; therefore staff is not requiring any screening
along the southern property line. The Department of Planning Services recommends approval of this
application with the attached conditions of approval and development standards.
• Wayne Howard, Engineering, reported on the existing traffic, access and drainage conditions and
the requirements on site.
• Lauren Light, Environmental Health, reviewed the public water and sanitary sewer requirements, on-
site dust control, and the Waste Handling Plan.
• Jeff Wright, A&W Water Service, 1892 Denver Avenue, Ft. Lupton, Colorado stated that he is
representing High Plains Disposal. He said that with the decrease in oil and gas activity, they need to
store their equipment and are proposing to utilize this site as a storage area for frac tanks and other oil
and gas support equipment.
Commissioner Smock asked about the possibility of annexation with the Town of Kersey. Mr. Wright said
that the Town of Kersey indicated that their town is growing in this direction and they just wanted them to
be willing to talk about annexation if and when they decide to annex this area.
The Chair asked if there was anyone in the audience who wished to speak for or against this application.

The Chair asked the applicant if they have read through the Development Standards and Conditions of
Approval and if they are in agreement with those. The applicant replied that they are in agreement.
• Motion: Forward Case USR15-0063 to the Board of County Commissioners along with the
Conditions of Approval and Development Standards with the Planning Commission's recommendation of
approval, Moved by Michael Wailes, Seconded by Bruce Johnson.
Vote: Motion carried by unanimous roll call vote(summary: Yes =7).

" Chris Gathman, Planning Services, presented Case USR15-0066, reading the recommendation and
comments into the record. The Department of Planning Services recommends approval of this
application with the attached conditions of approval and development standards.
Commissioner Johnson noted that he is personal friends with the landowners south of and adjacent of the
proposed site but believes he can be fair and impartial with this case.
• Wayne Howard, Engineering, reported on the existing traffic, access and drainage conditions and
the requirements on site.
• Lauren Light, Environmental Health, reviewed the public water and sanitary sewer requirements, on-
site dust control, and the Waste Handling Plan.
• Sheri Lockman, Lockman Land Consulting, 36509 CR 41, Eaton, Colorado, stated that they may
need some intermediary landscaping until the building is constructed since that would be included as part
of the screening. She added that they would be happy to work with staff on this.
Commissioner Sparrow asked if the applicant envisions any additional trucks. Ms. Lockman stated that
the applicant doesn't have any plans for any additional trucks in the future.
Commissioner Smock noted that in the application questionnaire it states that there will be three semi-
trucks; however under another question it indicates that there will be five semi-trucks.
Dan Davis, 43827 Highway 392, stated that they are requesting a total of five (5) trucks. Ms. Lockman
requested amending Development Standard 3 to reflect five (5)trucks.
The Chair asked if there was anyone in the audience who wished to speak for or against this application.
No one wished to speak.
The Chair referred to the applicant's request for Development Standard 3 and asked if staff was in
favor of this request. Mr. Gathman said that they have no concerns with this request. Additionally, Mr.
Gathman asked if the Planning Commission would like to entertain some temporary screening since the
proposed building will not be constructed for some time.
Motion: Amend Development Standard 3 as requested by the applicant, Moved by Bruce Johnson,
Seconded by Nick Berryman.
Vote: Motion carried by unanimous roll call vote(summary: Yes =7).

Mr. Gathman recommended adding a Condition of Approval 1.A.6 to read "Temporary screening along
State Highway 392 shall be indicated (either vegetation or fencing or a combination thereof). Place a
note on the plat indicating that screening can be removed upon completion of the shop building".
Motion: Add Condition of Approval 1.A.6, as stated by staff, Moved by Nick Berryman, Seconded by
Bruce Johnson.

The Chair asked the applicant if they have read through the amended Development Standards and
Conditions of Approval and if they are in agreement with those. The applicant replied that they are in
agreement.

amended Conditions of Approval and Development Standards with the Planning Commission's
recommendation of approval, Moved by Bruce Sparrow, Seconded by Joyce Smock.

The Chair asked the public if there were other items of business that they would like to discuss. No one
wished to speak.
D. The Chair asked the Planning Commission members if there was any new business to discuss.
Commissioner Johnson noted the property at the corner of State Highway 392 and State Highway 14 is a
real mess for the whole neighborhood and safety. He said that something needs to be done with that.
Mr. Choate, County Attorney, said that he is unaware if staff has received any complaints; however the
County works solely on a complaint driven basis. If a complaint were made then our Zoning Compliance
Officer would determine whether there is a County Code violation. At that time, if there are health issues
it would be forwarded to the Environmental Health Department. He added that there would be no action
unless there was a complaint.
