Dear Mr. Parko,
Each year Public Service Company of Colorado ("Public Service"), an Xcel Energy Company, is
required to file a schedule of proposed new construction or extensions of electric transmission
facilities and generation facilities for the following three calendar years pursuant to Rule 3206 of
the Public Utilities Commission (PUC) Rules Regulating the Service of Electric Utilities. A copy
of the Company's 2016 Rule 3206 Report, which was filed on May 2, 2016, is enclosed for your
information.
The purpose of the report is to provide the PUC with an opportunity to determine whether or not
specific projects require a Certificate of Public Convenience and Necessity. Interested parties
may file comments with the Commission regarding any of the projects listed in the report.
Public Service is planning several new electric transmission projects in Weld County to facilitate
replacement of the existing 44 kV transmission system, improve reliability, increase the local
load serving capability, and accommodate potential generation resources.
These projects include:
1. Ault-Cloverly 115 kV line, Graham Creek and Husky substations (also known as North
Greeley Area Project). The project consists of two new substations and two new
transmission lines. One substation is planned to be located near the town of Ault and the
other planned to be located near the town of Eaton. Completion of this project is
tentatively scheduled for 2019.
2. Weld-Rosedale 230 kV transmission line, consisting of approximately 13 miles of new
230 kV transmission between the existing Weld substation and the existing Rosedale
substation.
3. Milton-Rosedale 230 kV transmission project, consisting of approximately 7 miles of new
230kV transmission between the existing Rosedale substation south of Greeley, and the
proposed Milton substation. Together the Weld-Rosedale and Milton-Rosedale Projects
are also known as the Southern Greeley Area Project.
4. The Southwest Weld Expansion Project. In 2016, Public Service expects to make a joint
filing to the Colorado Public Utilities Commission with Tri-State Generation and
Transmission Inc. to participate in their Southwest Weld Expansion Project (SWEP). The
SWEP is a plan to initiate transmission development in the region to improve reliability
and increase the capability to serve load growth in the area. Portions of the project are
planned to be located near Hudson.

Consistent with the requirements of § 29-20-108 (4)(a), C.R.S., this letter constitutes notice to
you of Public Service's intent to begin sometime during the next three calendar years the work
that will lead to the construction of these electric transmission facilities.
If they haven't already, Public Service representatives will be contacting you to discuss these
projects in more detail and to determine all applicable permits that may be required prior to
beginning construction at the facilities. Please feel free to contact me at 303-571-7225 if you

Transmission Construction Project
Name of the project:
Southwest Weld Expansion Project Participation
Project description:
In 2016, Public Service expects to make a joint filing with Tri-State
Generation and Transmission Inc. (Tri-State) to participate in their
Southwest Weld Expansion Project (SWEP). The Commission granted
Tri-State a CPCN in Proceeding No. 14A-0896E and Proceeding 15A-
0728E, Decision Nos. C14-1482 and C15-1135 respectively. The joint
filing would seek to amend the Tri-State CPCN to include the Public
Service participation in the project. The SWEP is a plan to initiate
transmission development in the region to improve reliability and increase
the capability to serve load growth in the area. The objectives of
participation for Public Service are to provide service for its own customer
load growth, align with plans to replace the 44 kV transmission system in
and around Greeley, and accommodate new generation resources. The
SWEP consists of 230 kV and 115 kV transmission that begins near Ft.
Lupton, Colorado, travels east towards Colfer, and then heads north and
ultimately connects to the existing transmission a few miles south of
Kersey. The project also includes a 230 kV line between Ft. Lupton and
Henry Lake substations. Public Service and Tri-State executed an
agreement to cooperate in SWEP in November 2014, which provides for
Public Service ownership rights for up to 40% of the project. Refer to
Attachment A, Exhibit—H from the Tri-State CPCN application filing, for the
one-line diagram of this project.

Transmission Construction Project
Name of the project:
Ault— Cloverly 230/115 kV Transmission
Project description:
This project consists of constructing approximately 20 miles of new
transmission in northeast Colorado, north of the City of Greeley. The
transmission will originate from the existing Western Area Power
Administration (Western) Ault Substation and terminate at a new Public
Service Cloverly Substation, on the northeast edge of Greeley. The
transmission will also interconnect with two other new substations. The
first substation is referred to as "Husky", and is planned to be built near
the existing Public Service Ault 44 kV Substation. The second substation
is referred to as "Graham Creek" and is planned to be built near the
existing Public Service Eaton 44 kV Substation. The Cloverly Substation
will replace the existing Pleasant Valley Substation. Previous documents
have referred to the Husky Substation as "New Ault", and the Graham
Creek Substation as "New Eaton". The approximately six mile
transmission between Ault and Husky will be constructed to allow future
double-circuit capability, but will initially be operated as a single-circuit 230
kV line. The approximately 14 mile transmission between the Husky and
Graham Creek substations will be built to allow for future double-circuit
230 kV operation, but will initially be operated as a single-circuit at 115 kV
line. The primary purpose of this project is to replace the existing
antiquated 44 kV system in the area with higher voltage transmission.
The project will improve reliability, and also increase load-serving
capability and allow for future resource accommodation in the area. Refer
to Attachment B for the orientation map of this project.

$62 million (Transmission dollars)

Transmission Construction Project

Weld — Rosedale 230 kV Line
Project description:
This project consists of approximately 13 miles of new 230 kV
transmission between the existing Public Service Weld Substation and the
existing Public Service Rosedale Substation. The Rosedale Substation
will be upgraded to accommodate 230 kV line termination and a 230/115
kV, 280 MVA transformer. This project, along with the Rosedale — Milton
230 kV project will allow Public Service to improve its ability to serve new
loads in the region, particularly those associated with future oil and gas
development. The project aligns with plans to replace the existing 44 kV
transmission system, and will improve reliability by alleviating potential
overloads. The project not only improves load-serving capability, but also
allows for future resource accommodation. Refer to Attachment C for the
orientation map of this project.

Milton - Rosedale 230 kV Transmission
Project description:
This project consists of building approximately 7 miles of new 230 kV
transmission between the Public Service Rosedale Substation, south of
Greeley, and the proposed Milton Substation, which is a northern terminus
for the Southeast Weld Expansion Project (SWEP). This project along
with the Weld — Rosedale 230 kV Line project (included in this report) will
facilitate replacement of the existing Greeley 44 kV transmission system,
improve reliability, increase the local load serving capability, and
accommodate potential generation resources.
Refer to Attachment D for the orientation map of this project.

Transmission Construction Project
Name of the project:
Rush Creek - Missile Site 345 kV Transmission
Project description:
The recommended project consists of constructing the following new
transmission facilities to enable the interconnection of proposed Rush
Creek 1 (400 MW) and Rush Creek 2 (200 MW) wind generating facilities:
1. Approximately forty miles of 345 kV transmission between the
Missile Site Substation and a new Rush Creek 1 345 kV Switching
Station.
2. Approximately fifty miles of 345 kV transmission between Rush
Creek 1 and Rush Creek 2 facilities.
3. A new Rush Creek 1 345 kV Switching Station
This project is required to interconnect the new 600 MW wind injection as
part of the Public Service Rule 3660(h) filing. Refer to Attachment E for
the orientation map of this project.
In the alternative, the Company could construct the Rush Creek — Missile
Site Gen-Tie at 230 kV.

$121.4 million

Transmission Construction Project
Name of the project:
Wolcott 40 MVAR 230 kV Shunt Reactor
Project description:
The project consists of installing 40 MVAR (two steps of 20 MVAR) shunt
reactors on the 230 kV bus of the Wolcott Substation. This project
replaces the Foidel Creek Shunt Reactor project approved in Colorado
PUC Proceeding No. 15M-0043E, Decision No. C15-0590. Based on
additional analyses, the location of the reactor will be moved to the
existing Wolcott Substation, south of Foidel Creek. The purpose of the
project is to improve voltage performance in the region.
Refer to Attachment F for the orientation map of the proposed project.
Justification for Requesting Normal Course of Business:
This project is needed to improve voltage issues in the region. The shunt
reactors will be located inside the existing Public Service Wolcott
Substation.
Estimated cost of the project:
$6.2 million

Bluestone Valley Project Scope Update (item # 22 in Status of Projects
Listed in Prior Reports)
The original scope of this project consisted of a new Bluestone Valley 230/69 kV
Substation. The substation would include a 230/69 kV transformer and would
interconnect the existing Parachute - Cameo 230 kV line and the existing
DeBeque - Cameo 69 kV line. From Bluestone Valley Substation, a new line
would be constructed to a new Grand Valley Power Clear Creek Substation.
Public Service has now split this project into two phases: A 69 kV phase and a
230 kV phase of the project. Public Service intends to move forward with the 69
kV portion of the project now. The 230 kV phase may be constructed at a later
time based on local load growth.
The current plan is to construct a new Bluestone Valley 69 kV Switching Station
with associated 69 kV buswork, switches and circuit breaker. The switching
station will connect to the existing DeBeque - Cameo 69 kV line by way of a 1.4
mile, in-and-out 69 kV double circuit line. The 69 kV double circuit line will likely
use single 477 kcmil ACSR conductor. The project will result in a DeBeque -
Bluestone Valley - Cameo 69 kV line. The purpose of the project is to improve
the reliability of the local 69 kV transmission system.
This phase of the project is estimated to cost approximately $7.2 million dollars.
The proposed project will be located near the Town of DeBeque in Mesa County
in northwest Colorado. The expected in-service date is June, 2018.
The Bluestone Valley Substation project was originally reported in the 2009 Rule
3206 filing. The 2009 filing listed the project as a new 230 kV substation that
would interconnect the Rifle (Parachute) — Cameo 230 kV line. The Commission
determined that no CPCN was required in Decision No. C09-0681, Proceeding
No. 09M-392E. In 2013, Public Service modified the scope to include the 69 kV
portion of the project.
