This Permit should not be granted for the following reasons
1. There is no plan for the design of this dwelling
2. This subdivision was designed and developed for single houses per lot. This is the reason we
chose this subdivision to build our house and we pray it will remain only 26 houses in Highland
Estates.
3. The answer to drainage policy. Mr Roehrs answer was no known drainage problems.
Question Where is a site specific expert's report in the water drainage analysis for this permit,
past and future. There is no analysis as to what effect of the additional water that may flow to
the Mead Lateral Ditch thru lot 12 may cause. The following lots drain into this natural water
way. L-1, L-la,L-2,L-2a,L-3,L-3a,L-12.
4. In regard to the question of drainage problems. I will offer this analysis, when the Mead
Lateral Ditch is running full of water, and we receive a lot of rain,the water backer upon lot 12
all the way to Fairways Dr and onto lot 2 -as
5. Queation 2 regarding agirculture. There is no agricultural activity on L-3 or any other lot in
Highland Estates. No Hay cropping, no harvest of plants or seeds of any kind. Question: Why is
this individual needed to assist in any non agricultural endeavors? Why does Mr Roehrs need
help with two horses,and the pasture? If the in-law is in poor health how can he or she help as
stated in an answer?
6. Sewage disposal which system will the dwelling use old or will a new system built? This
question need a definite answer.
7. Explanation in question 7 shows this will be a permanent structure. What happens to this
structure when the in-law no longer uses this dwelling? What happens to the Structure if and
when Mr Roehrs sells his property? The new dwelling will most likely will become a rental
dwelling in both cases. Mr Roehrs gave an answer of NA. Not a good answer. Mr Roehrs has
not shown a valid need for this dwelling. This additional dwelling does not fit with the existing
dwellings of one dwelling per lot.
8. Question about the taxes that must be collected if this building is built. At what tax rate if
any.
9. This special use permit does not have a time frame to end when the no named in-law, does

not have any more use for this dwelling. If this permit is granted by the Planning Depar tment,or
the Board of Commissioners the Commissioners should place a dismantle and haul away order
when the building is no longer used by the in-law.
10. For the above reasons I pray that this permit USR 16-0017 be denied for HE -3 L-3 in
Highland Estates Sub -Division mead Co.

Hello Ryder
I want to share this information with the Planning Department, and The Weld County
Commissioners. On July 4,2016 appropiately 11:00 A.M. Ms Roehrs came onto my property
bearing a gift which was one dozen eggs,and acantaloupe. I informed Ms Roehrs that i did not
want the gift. Ms Roehrs continued to pressure me to take the gift which I did, however later in
the day i returned the gift. I have included a picture of the gift. Ms Roehs infomed me several
times that she wanted to get to know the neighbors. Ms Roehs has lived at 3380 Weld County
Road 38 Mead, Colorado since November 2015. This is the first time that she has visited or
contacted me, this visit came after i sent my concerns about the special use permit USR16-
001t. If she wanted to get to know her neighbors why has she not visited before now? Ms
Roehrs wants to have a meeting with me to discuss the letter sent to the Planning Department
regarding the Roehrs plans to their request to build a perma net resident at lot 3 Highland
Estates Mead Colorado. I do not want to discuss this issue with Ms Roehrs. I feel that the
meeting would be inappropiate to meet with Ms Roehrs. During the disscussion on the fourth
of July 2016 Ms Roehrs made the comment that the in-law had fallen three times in a given day.
My question if this person falls frequently, how can this person help in the endeavors of
agriculture or be physically able to live by themselves? I still feel that this structure should not
be built. To Mr Reddkk would you add this letter,and the inclosed pictures of the gift (which I
feel the gift may be a sort of a bribe) for me to withdraw my concerns about this perrnanet
structure_
