BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 27, 2016
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 27, 2016, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Sean P. Conway, Pro-Tern
Commissioner Julie A. Cozad
Commissioner Barbara Kirkmeyer
Commissioner Steve Moreno
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Stephanie Frederick
Controller, Barbara Connolly
• MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of January 25, 2016, as printed. Commissioner Moreno seconded the motion,
and it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
▪ CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
PROCLAMATIONS:
• 1) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN SERVICES - ADAM TRUJILLO:
Chair Freeman read the certificate for the record. Heather McWhorter, Department of Human Services,
presented Mr. Trujillo with a plaque and pin recognizing his 26 years with the County and expressed her
appreciation for his dedication in his position as a case worker, and thanked him for his hard work.
Mr. Trujillo stated he has enjoyed his 26 years with Weld County. The Commissioners thanked him for
his many years of service and extended their appreciation for the work he has done for the citizens of
Weld County. The Board congratulated him on his retirement. Commissioner Conway invited Mr. Trujillo
back to serve on boards and volunteer with the County. Chair Freeman concurred with his fellow
Commissioners. (Clerk's Note: the meeting was paused for a photo opportunity.)
• 2) RECOGNITION OF SERVICES, SHERIFF'S OFFICE - LESLIE COGSWELL: Chair Freeman
read the certificate for the record. Steve Reams, Sheriff, presented Mr. Cogswell with a plaque and a pin

recognizing his 32 years of service and stated he will be missed and congratulated him on his retirement.
Mr. Cogswell thanked the many people for the roles they played to help get him where he has ended up.
Commissioner Cozad thanked him for the inspiring speech and extended an invitation for the many
boards and commissions available to volunteer on. Commissioner Conway thanked him for his service
and dedication. Commissioner Kirkmeyer thanked him for protecting the citizens of Weld County.
Commissioner Moreno expressed his appreciation to Mr. Cogswell and all of law enforcement.
Chair Freeman stated he has known him since first grade, congratulated him on his retirement and
thanked him for his service to Weld County. (Clerk's Note: the meeting was paused for a photo
opportunity.) Roy Rudisill, Director of the Office of Emergency Management, stated Mr. Cogswell has
been a supervisor longer than most people, have worked with the County and he is a true friend. Mr.
Rudisill extended his appreciation to Mr. Cogswell for helping him with his career, he congratulated and
wished him good luck on his retirement.
• PUBLIC INPUT: Dale Hays, resident of Grover, stated he wants to launch a complaint against the
Town of Grover, because it qualifies for FEMA. Commissioner Kirkmeyer reported that as the Coordinator
of Emergency Management she will see what can be done to get an Emergency Management Plan in
place.
El COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno stated he and
Commissioner Cozad attended the treatment graduation. He attended the brown bag lunch, where they
heard questions presented by the employees. Commissioner Kirkmeyer reported she, Bruce
Barker, and Troy Swain, attended the Colorado Oil and Gas Conservation Commission Rule Making
Hearings. a Commissioner Cozad stated she went to the Town of Firestone for a work session. She
attended the Government Agency Breakfast and brought back the District 6 Innovation 2020,
presentation. Lastly, she attended the Hill-n-Park meeting where they formed three (3) sub committees
and will meet monthly. She wanted to remind everyone that the Farm Show is presently taking place.
• Commissioner Conway reported the Greeley-Weld Airport Board elected Chair Freeman as the
vice-chair. He also reminded everyone that Friday is the law appreciation luncheon.
BIDS:
Ei 1) PRESENT BID #61600024, CARPET MAINTENANCE SERVICES (DOWNTOWN) -
DEPARTMENT OF BUILDINGS AND GROUNDS: Trevor Jiricek, Director of General Services,
presented the seven (7) bids received and stated staff will make a recommendation on
February 10, 2016.
NEW BUSINESS:
• 1) CONSIDER CANCELLATION OF TAX LIEN SALE CERTIFICATE (TS CERT 2008-03518) FOR
PARCEL #1059-15-4-04-011: John Lefebvre, Treasurer, stated this one is a result of an erroneous tax
assessment done in 2007. The Assessor's Office has already transferred this parcel to the Homeowner's
Association. Commissioner Conway moved to approve said cancellation of tax lien. Commissioner
Cozad seconded the motion, and it carried unanimously.
• 2) CONSIDER CANCELLATION OF TAX LIEN SALE CERTIFICATE (TS CERT 2010-10542) FOR
PARCEL #1313-13-3-03-025: Mr. Lefebvre explained this should have been dedicated to the
Homeowner's Association which will make the parcel tax exempt. Commissioner Cozad moved to
approve said cancellation of tax lien. The motion,which was seconded by Commissioner Conway, carried
unanimously.

le 3) CONSIDER 2015 ANNUAL MILEAGE AND CONDITION CERTIFICATION REPORT FOR THE
HIGHWAY USER TAX FUND: Richard Hastings, Department of Public Works, stated this is the annual
calculation of the maintained for the mileage on the County Roads which is sent to CDOT. He pointed
out some important points on the signature page. He acknowledged the staff that helped compile the
report. Commissioner Kirkmeyer moved to approve said certification report. Seconded by Commissioner
Conway, the motion carried unanimously.
le 4) CONSIDER ACCEPTANCE OF STATEMENT OF GRANT AWARD FOR INTERNET CRIMES
AGAINST CHILDREN (ICAC) TASK FORCE GRANT AND AUTHORIZE CHAIR TO SIGN - CITY OF
COLORADO SPRINGS POLICE DEPARTMENT: Ron Arndt, Director of Regional Crime Lab, stated this
is to receive $3,160.00 to assist in the training of Daren Ford. Commissioner Conway moved to approve
acceptance of said grant award and authorize the Chair to sign. The motion was seconded by
Commissioner Moreno, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:51 a.m.
