BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
DECEMBER 7, 2016
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, December 7, 2016, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair Freeman - EXCUSED
Commissioner Sean P. Conway - EXCUSED
Commissioner Julie A. Cozad, Acting Chair, Pro-Tem
Commissioner Barbara Kirkmeyer
Commissioner Steve Moreno
Also present:

Senior Accountant, Chris D'Ovidio
ELECT ACTING CHAIR PRO-TEM
• 1) ELECTION OF ACTING CHAIR PRO-TEM OF THE BOARD FOR DECEMBER 7, 2016:
Commissioner Kirkmeyer moved to approve said election of Acting Chair Pro -Tern. Seconded by
Commissioner Moreno, the motion carried unanimously.
El MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of December 5, 2016, as printed. Commissioner Kirkmeyer seconded the
motion, and it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed.
Commissioner Moreno seconded the motion, and it carried unanimously.
• PUBLIC INPUT: No public input was given.
COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno reported the
Commissioners attended the CCI conference and Leadership Weld County, and spoke with individuals
going through the leadership program. He stated he attended the ribbon cuttings for the new Town Hall
of Lochbuie, and Erie's new firehouse, Mountain View Fire and Rescue. Lastly, he stated he attended
the Boys and Girls Club Hope Breakfast and a United Way function. El Commissioner Kirkmeyer stated
she attended the Child Welfare Allocation Committee and the Colorado Works Allocation Committee.

She reported she chaired the Economic Development Panel Coalition. She stated there was an Upper
Front Range Meeting, where they discussed supporting a project for State Highway 71. She and
Commissioner Moreno attended the Upstate Board Meeting and reported Tom Haren will no longer be
the Chair of the Board. a Chair Pro -Tern Cozad made known that today is the 75th Anniversary of
Pearl Harbor Day and since there are less and less World War II Veterans, we need to thank them for
the sacrifices they made for our freedom. She stated the Windsor High School Band is in Hawaii to be
part of the Pearl Harbor Ceremony. She stated Commissioner Kirkmeyer was elected as Treasurer for
the CCI Board. She attended the Poudre Trail Retreat where they are currently working on how to best
deal with upcoming changes, as well as capital improvement plans.. Lastly, she stated she attended the
MPO meeting last Thursday.
BIDS:
la 1) APPROVE BID #B1600169, INMATE MEDICAL SERVICES - SHERIFF'S OFFICE: Marcia
Walters, Purchasing Department, presented the three (3) bids received and stated staff recommends
awarding the low bid from Armor Correctional Health Services, Inc., for the amount of $3,581,329.00.
Commissioner Moreno moved to approve said low bid. The motion was seconded by Commissioner
Kirkmeyer, and it carried unanimously.
NEW BUSINESS:
1) CONSIDER VETERANS SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION
OF PAY FOR OCTOBER, 2016, AND AUTHORIZE CHAIR TO SIGN: Deon Harris, Veterans Officer,
presented the report for the month of October, 2016. In response to Commissioner Moreno, Mr. Harris
stated there has been an uptick of homeless veterans and staff has been able to find them homes.
Commissioner Moreno moved to approve said report and certification for pay for October, 2016, and
authorize the Chair Pro-Tem to sign. Seconded by Commissioner Kirkmeyer, the motion carried
unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
