BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MAY 4, 2016
The Board of County Commissioners of Weld County, Colorado . met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building . Greeley . Colorado . May 4 . 2016 , at the hour of 9 : 00 a. m .
ROLL CALL : The meeting was called to order by the Chair and on roll call the following members
were present. constituting a quorum of the members thereof:
Commissioner Mike Freeman . Chair
Commissioner Sean P. Conway . Pro-Tern - EXCUSED
Commissioner Julie A. Cozad
Commissioner Barbara Kirkmeyer
Commissioner Steve Moreno

MINUTES : Commissioner Cozad moved to approve the minutes of the Board of County
Commissioners meeting of May 2 , 2016, as printed . Commissioner Kirkmeyer seconded the motion , and
it carried unanimously.
Oa AMENDMENTS TO AGENDA : There were no amendments to the agenda .
CONSENT AGENDA : Commissioner Moreno moved to approve the Consent Agenda as printed .
Commissioner Kirkmeyer seconded the motion . and it carried unanimously.
PRESENTATIONS :
2 1 ) RECOGNITION OF SERVICES , WELD/LARIMER REVOLVING LOAN FUND COMMITTEE -
ALAN FEIT: Chair Freeman read the certificate for the record .
a PUBLIC INPUT : Jay McDonald , Director of the Department of Public Works , introduced the
department's new Budget Manager, Deanne Norris. Ms . Norris shared her professional background and
her most embarrassing moment, and confirmed she recently served as the Director of Finance for the
Town of Platteville .
COMMISSIONER COORDINATOR REPORTS : Commissioner Cozad reported she attended the
Child Abuse Prevention Breakfast and she handed out blue ribbon pins to the Board in honor of Child
Abuse Prevention Month . She also attended the 4-H Foundation Dinner where they awarded 16
scholarships and recognized leaders for their long-standing contribution to the 4-H program . She also

reported the preparations are well underway for the County Fair which will run during the end of July
through early August. IC= Commissioner Moreno reported he attended the Weld/Larimer County
Community Listening Session presented by FDIC representatives regarding the Community
Reinvestment Act. He also shared the success of the fundraising event hosted by the Greeley After
Hours Rotary Club where Commissioners Freeman . Cozad , Kirkmeyer and their families were recognized
as the tearm with the "Most Team Spirit" . Commissioner Kirkmeyer reported that House Bill
HB-1302 concerning the WIOA Bill was passed to the Governor for signature . She will also be testifying
tomorrow on the Transbonds 2 Bill , which will impact projects in the County such as the Highway 85
Corridor and 1-25 North . Ps = Chair Freeman reported CCI voted 27-2 to write a letter of support for
House Bill HB- 1401 to be delivered to the Governor requesting that he veto the bill based on the values
of fairness, local control , and transparency with constituents .
BIDS :
1 ) PRESENT BID #B1600096, VNX EXPANSION - DEPARTMENT OF INFORMATION
TECHNOLOGY: Ryan Rose . Director of the Department of Information Technology, presented the four
(4) bids received and stated staff will return with a recommendation on May 18, 2016, part of 2016 capital
plan .
NEW BUSINESS :
1 ) CONSIDER CONTRACT FOR INMATE MENTAL HEALTH SERVICES AND AUTHORIZE
CHAIR TO SIGN : Jennifer Oftelie . Budget Manager. and Matt Elbe, Director of Inmate Services, Sheriff's
Office, reviewed the terms of the contract for state-funded , Jail-Based Behavioral Services Program
which involves local clinicians to start mental health treatment prior to an inmate's release . Commissioner
Kirkmeyer moved to approve said contract and authorize the Chair to sign . The motion was seconded
by Commissioner Cozad , and it carried unanimously.
2) CONSIDER CANCELLATION OF BOARD OF COUNTY COMMISSIONER MEETING
SCHEDULED FOR JUNE 8 , 2016 : Chair Freeman stated the Board will be attending Colorado Counties
Inc. (CCI ) . Commissioner Kirkmeyer moved to approve said cancellation of meeting . Commissioner
Moreno seconded the motion , and it carried unanimously.
la 3) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR DEMOLITION OF TWO (2)
HOUSES ALONG CR 49 ( BID #B1600085) AND AUTHORIZE CHAIR TO SIGN - WHITE'S
EXCAVATION AND TRUCKING . LLC : Toby Taylor, Director of the Department of Buildings and
Grounds. stated this item started through the bid process; however, staff decided to award the bid for an
amount which was under the $25 , 000. 00 threshold . Therefore, he is presenting the resulting agreement
for Board approval . Commissioner Moreno moved to approve said agreement and authorize the Chair
to sign . The motion , which was seconded by Commissioner Kirkmeyer. carried unanimously.
4) CONSIDER AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - MAXIMUS
CONSULTING SERVICES , INC . : Barb Connolly. Controller, reviewed the terms and provisions of the
agreement for a cost allocation plan which is used for reimbursement requests for Social Services, as
well as a basis for many of the Health Department grants. She stated the fee is $5, 500 . 00 , which has
not changed during the time she has been involved . The motion to approve said agreement, which was
made by Commissioner Kirkmeyer, and seconded by Commissioner Cozad , carried unanimously.

PLANNING :
a 1 ) CONSIDER CANCELLATION OF FINAL RELEASE OF COLLATERAL FOR USE BY SPECIAL
REVIEW PERMIT. USR- 1668 - PETER AND HEATHER VALCONESI : Janet Lundquist. Department of
Public Works . stated staff has inspected the work and recommends full release of the remaining
collateral . Commissioner Cozad moved to approve cancellation and release of said collateral . The
motion was seconded by Commissioner Kirkmeyer, and it carried unanimously.
RESOLUTIONS AND ORDINANCES : The resolutions were presented and signed as listed on the
Consent Agenda . No Ordinances were approved .
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board .
There being no further business, this meeting was adjourned at 9: 18 a . m .
