The following questions are to be answered and submitted as part of the Use By Special Review (USR)
application for Weld County. If a question does not pertain to your use, please respond with "not
applicable", with an explanation as to why the question is not applicable.
PLANNING QUESTIONS: Planner on Call (970) 353-6100 x3540
1. Explain, in detail, the proposed use of the property.
The solar array project will deliver electrical energy to United Power under a 20 -year power
purchase agreement (PPA) and must commence commercial operation no later than July 31,
2017. The project is designed for un-manned operation except for quarterly inspections and
routine maintenance. As such, this facility will not represent any significant traffic impacts to the
adjacent county roads and the region following the construction phase.
The solar array facility will be located on a parcel of land that is approximately 320 acres in area,
and the footprint of the solar array will comprise of approximately 242 acres of land. Of this 242
acres, approximately 40% of that area will remain open space. The solar modules will be mounted
on single -axis tracking structures, which are designed to follow the sun's E -W path throughout
the day. The modules will be mounted approximately five feet above grade with inverter stations
positioned within the array field interior to the project site, these inverters stand approximately
8' in height. The solar array panel will be a maximum of±8' above grade with the modules at full -
tilt. No significant visual impacts or glare are anticipated for adjacent or nearby properties or
roadways.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan.
Section 22-2-70 of the Weld County Code describes the intent of the industrial goals is to establish
industrial areas where a balanced, diversified economy can be encouraged in an effort to maintain
and enhance the quality of life of Weld County citizens. These Goals and Policies intend to assure
desirable local employment opportunities and to strengthen and stabilize the economy.
Section 22-4-40 of the Weld County Code describes allowing development that encourage clean
air and emissions of hazardous pollutants. This development uses solar power and converts it to
electrical power. This development will not discharge any air emissions into the atmosphere or
cause any dust or odor.

Section 22-4-60 of the Weld County Code describes how noise shall be considered. This
development will not generate any perceivable noise and therefore complies with this
development requirement.
Section 22-4-80 of the Weld County Code describes how waste shall be considered. This
development will not generate regular waste by from production of electrical energy and
therefore complies with this development requirement.
Section 22-5-110 and 22-5-120 NR Goal 5 of the Weld County Code describes that other natural
resources shall be utilized. The proposed solar array is a renewable natural resources that would
be supportable by these sections and code requirements.
Section 22-5-130 of the Weld County Code specifically describes that Weld County supports and
encourages the use of Alternative Energy Recourses. Weld County does not intend to replace
traditional sources of energy, but supports the expanding of the "New Energy Economy" to
support and enhance traditional sources of energy. This development is considered an
Alternative Energy Resource and shall be supported by Weld County.
Section 22-5-140, AE Goal 1 (5).b of the Weld County Code specifically encourages large-scale
commercial solar collection for energy support facilities. This solar facility is a commercial sized
facility and utilizes the scale of economies to produce electrical power to the citizens of Weld
County for economic sustainability.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning)
and the zone district in which it is located.
Section 23-3-330 of the Weld County Code describes the Uses that can be developed in the 1-3
zone district. Within this zone district there is a list of developments that are allowed by a Use by
Right and with the Use By Special Review process, however it does not specifically mention solar
facilities. In discussions with Weld County Planning staff it has be decided to process this
application through a Use By Special Review. Within the 1-3 Zone District there are other uses
that are similar in description such as; Major Facilities of Public Utilities or more intense uses such
as; Heavy Manufacturing, Commercial Junk Yards and Salvage Yards, therefore the Use By Special
Review is an appropriate review process.
4. Describe what type of land uses surround the site. Explain how the proposed use is consistent and
compatible with surrounding land uses.
The property surrounding this site is a mix of agricultural, Oil/Gas wells and infrastructure,
irrigation center pivots, tire recycling center and an outdoor storage and/or salvage yard. As
described above, this site is fully contained and will not hinder the production, or landscape, of
its surrounding neighbors.
This proposed development is located in zone district 1-3. The adjacent property to the north,
west and south is zoned A, and the adjacent property to the east is zoned 1-3.
Adjacent to the site there are limited residential housing, and more so developed with Oil and Gas
production facilities.
5. What are the hours and days of operation? (e.g. Monday thru Friday 8:00 a.m. to 5:00 p.m.)
24/7, 365 days a year, 24 hours a day.
6. List the number of full time and/or part time employees to work at this site.
During construction it is anticipated that there will be a maximum of 100 employees and
contractors onsite during the peak construction phase.
Post construction the facility will be un-manned and only periodic site visits will be performed.
7. If shift work is proposed, include the number of employees per shift.
Not applicable. This is an un-manned facility.
8. List the number of people who will use this site. Include contractors, truck drivers, customers,
volunteers, etc.
During construction there will be the construction crew. The construction crew consists of the
project managers, laborers with pile driving equipment, electricians, civil contractors with earth
moving equipment. Once construction is complete, then the site will likely be visited on a
quarterly basis, generally in a light duty pickup truck during typical business hours. During these
site visits the work to be completed will generally be for general array and site maintenance.
There will be no regular deliveries, customers, volunteers, etc. post construction.
For daily security the site is monitored remotely. A security fence will be installed surrounding the
property and therefore enclosing the solar array facility. For general maintenance the site will be
visited quarterly for inspection and general maintenance items.
9. If this is a dairy, livestock confinement operation, kennel, etc., list the number and type of animals.
Not applicable. No animals will be onsite.
10. Describe the type if lot surface and the square footage of each type. (e.g. asphalt, gravel, landscape,
landscape, dirt, grass, buildings).
For the construction of the solar array it is expected that a portion of the parcel will need to be
graded to create a smooth flat surface to aid in the construction of the solararray. These grading
activities shall be completed in limited areas and will be minimized as much as possible to reduce
land disturbance.
Once the land is graded, then a low growth seed mix will be planted in the disturbed areas and
revegetated, therefore the entire site will ultimately remain native grasses. Negligible impervious
area will added to the site.
11. How many parking spaces are proposed? How many handicapped (ADA) parking spaces are
proposed?
Not Applicable. Since this site is un-manned, no parking stalls are proposed.
12. Explain the existing and proposed landscaping for the site.
The existing landscape for the site is a sage brush and native grasses. The vegetation is not very
dense and the under laying soil is a well -draining sandy soil. The proposed landscaping for this
site will be to re -seed any disturbed areas with a native low growth seed mix that will be selected
by a qualified horticulturist.
It is expected that there will be minimal buffering requirement and this will be limited to the north
of the site along CR 28. Along the north side of the property, it is proposed to plant hardy shrubs
to help break up the visual of the fence. There are very little trees in the area and therefore
additional trees are not proposed with this project. Irrigation to any planted shrubs is not
proposed at this time.
Grass will be mowed on an "as needed" basis. Landscaping will be minimal and will be keep in a
suitable condition for the area and to support the operation of the solar facility.
13. Describe the type of fence proposed for the site (e.g. 6 foot chain link with earth tone slats)
The proposed fence to be installed is a 6.0 foot high galvanized fence with 3 strand barb wire on
top.
14. Describe the proposed screening for all parking and outdoor storage areas.
As mentioned above, the only place where screening is proposed is on the north side of the
project along CR 28. The landscape proposed is limited to shrubs as there are very sparse native
trees in the area. Since very few trees are visible from this site, trees are not being proposed as
a landscape improvement. The landscape being selected shall blend with the surround
vegetation.
A parking lot or outdoor storage is not proposed with this project and therefore screening these
improvements are not applicable.
15. Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs.
Upon the termination of the Power Purchase Agreement (PPA), Silicon Ranch will remove all
improvements and either recycle, reuse, or repurpose the materials. The contours of the land will
be smoothed as needed and any disturbed land will be reseeded with a native dryland seed
mixture and allowed to re-establish to blend in to the surrounding landscaping.
A decommissioning plan has been provided for your information.
16. Who will provide fire protection to the site?
Fire protection will be provided by Platteville-Gilcrest Fire Rescue, located at 303 Main Street,
Platteville, CO 80651 (Platteville Station #1), and 14679 WCR 42, Platteville CO 80651 (Gilcrest
Station #2).
17. List all proposed on -site and off -site improvements and associated with the use (e.g. landscaping,
fencing, buildings, drainage, turn lanes, etc.) and a timeline of when you will have each one of the
improvements completed.
Proposed improvements generally include the following:

1. Describe how many roundtrips/day are expected for each vehicle type: Passenger Cars/Pickups,
Tandem Trucks, Semi-Truck/Trailer/RV (Roundtrip = 1 trip in and 1 trip out of site)
Construction Phase (0 to 9 months):
During construction it is anticipated that traffic will generally include semi -trucks and trailers (WB-
50) along with rental cars and light duty pickup trucks. During the construction phase the
following trip ends are estimated as following:
• Semi -trucks: 20 trip ends per day
- 10 deliveries @ 2 trip ends per day
• Employee and sub -contractor vehicles: 100 trip ends per day at peak construction.
- 50 vehicles @ 2 trip ends per day (contractors and labors generally stay on site
for lunch)
Peak trip will be in the AM and contractor trips are expected throughout the day.
Post Construction (9 months to 20+ years):
The facility is designed for unmanned operation. Once in commercial operation the site will only
require quarterly inspections and periodic maintenance. Site visits are expected to be during
scheduled daylight hours. Vehicles accessing the site will be small rental cars or a light -duty pickup
truck. Once the site is constructed, traffic generated by this site will not have a noticeable increase
in traffic to Weld County Road 28 or to the surrounding area.
• Light duty pickup trucks: ±10 trip ends per year
- 4 quarterly site visits
- 2 maintenance trips
2. Describe the expected travel routes for site traffic.
It is expected that the majority of the traffic will be traveling on Hwy 85, then east on CR 32, South
on CR 39, then east on CR28 to the solar facility. It is not anticipated that much traffic will come
from the east.
3. Describe the travel distribution along the routes (e.g. 50% of traffic will come from the north, 20%
from the south, 30% from the east, etc.)
Traffic distribution is expected to be 95% from Hwy 85 as described above and less than 5% from
the east.
4. Describe the time of day that you expect the highest traffic volumes from above.
During construction it is anticipated that the delivery traffic will access the site throughout the
day. Employee and contractor traffic will arrive around 7:00 am and will leave around 7:00 pm.
Post construction, it is anticipated that any site visits will be performed during normal business
hours.
5. Describe where the access to the site is planned.
It is expected that the main entrance to the solar facility will be from CR 28 approx. 600 feet east
of the intersection of CR 28 ad CR 39. There will also, be gates installed along the west side of the
property to access the privately maintained road on the west property line, this is the extension
of CR 39.
No access points are proposed on the east or south side of the solar facility due to no existing
roadways.
6. Drainage Design: Detention pond summarized in a drainage report is required unless the project falls
under an exception to stormwater detention requirements per code section 23-12-30 F.1.
A. Does your site qualify for an exception to stormwater detention? If so, describe in a drainage
narrative the following:

1. Which exception is being applied for and include supporting documentation.
2. Where the water originates if it flows onto the property from an offsite source
3. Where it flows to as it leaves the property
4. The direction of flow across the property
5. If there have been previous drainage problems with the property
B. Does your site require a stormwater detention pond? If so, the following applies:
1. A drainage report summarizing the detention pond design with construction
drawings and maintenance plan shall be completed by a Colorado Licensed Professional
Engineer and adhere to the drainage related sections of the Weld County Code.
2. The drainage report must include a certification of compliance stamped and signed
by the PE which can be found on the engineering website.
3. A general drainage report guidance checklist is available on the engineering website.

1. What is the drinking water source on the property?
If utilizing a drinking water well include either the well permit or well permit application
that was submitted to the State -Division of Water Resources. If utilizing a public water tap
include a letter from the Water District, a tap or meter number, or a copy of the water bill.
Since this an un-manned facility, a domestic water tap is not needed with this
development. During construction bottled water will be available to workers.
Low growing, dry land grass will be planted and irrigation water will be hauled in "as
needed" from a local water service provider or other means available. Once the dryland
grass is established then there will not be a need for permanent irrigation.
During construction water will be hauled in by a local water service provider or a water
tap from Central Weld Water to control dust and erosion. From a site visit, it appears that
Central Weld has a water main in CR 28.
2. What type of sewage disposal system is on the property?
If utilizing an existing septic system provide the septic permit number. If there is no septic
permit due to the age of the existing septic system, apply for a septic permit through the
Department of Public Health and Environment prior to submitting this application. If a new
septic system will be installed please state "a new septic system is proposed". Only propose
portable toilets if the use is consistent with the Department of Public Health and
Environment's portable toilet policy.
Port -A -Potty or other temporary sanitary sewer facilities will be provided during
construction.
Once constructed, this will be an un-manned facility and therefore a sanitary sewer
service is not needed with this development.
3. If storage or warehousing is proposed, what type of items will be stored?
It is proposed to keep on -site basic repair materials and general maintenance items. All
items will be contained an enclosed sea -can and will be locked. No oils or hydrocarbons
will be stored in large quantities. If hydrocarbons are stored in the sea -can, then they will
be stored in the manufactures provided containers and in quantities less than 5 gallons.
4. Describe where and how storage and/or stockpile of wastes, chemicals, and/or petroleum
will occur on this site.
During construction all trash generated will be placed in an approved trash or recyclable
receptacle and will be hauled away and properly disposed or recycled.
Once construction is completed, all trash generated during scheduled site visits will be
removed from the site on that site visit. Since this is an un-manned facility, there is no
need for regular trash service.
There will be no storage or stock piling of wastes onsite.
5. If there will be fuel storage on site indicate the gallons and the secondary containment. State
the number of tanks and gallons per tank.
All fuel will be hauled in on an "as needed" basis. It is not anticipated that fuel will be
stored on site during or post construction.
6. If there will be washing of vehicles or equipment on site indicate how the wash water will be
contained.
Not applicable. No vehicle or other washing facilities are proposed.
7. If there will be floor drains indicate how the fluids will be contained.
Not applicable. No structures are proposed.
8. Indicate if there will be any air emissions. (e.g. painting, oil storage, etc.)
Not applicable. Once the facility is constructed this will be an un-manned facility and
therefore the only air emissions that would occur would be during basic site maintenance
operations and will be in very small quantities.
9. Provide a design and operations plan if applicable. (e.g. composting, landfills, etc.)
Not applicable. This will be an un-manned facility and the daily operation will be the solar
array rotating throughout the day. Electrical power will be generated and conducted to
the United Power Substation.
10. Provide a nuisance management plan if applicable. (e.g. dairies, feedlots, etc.)
Not applicable. This facility will not generate any nuisances to the surrounding properties.
11. Additional information may be requested depending on type of land use requested.

No permanent structures are proposed with this development. The Solar array will be
un-manned and therefore no permanent buildings are needed for the daily operations.
There may be one (1) conex brought onsite to store maintenance material and basic repair
parts. The conex will be enclosed to provide security and protection to the stored
material from the natural elements.
2. Explain how the existing structures will be used for this USR?
Not applicable. All existing structures will be demolished to allow for the construction of
the solar facility.

Supplemental Questions for Rattlesnake USR Application
8. Provide written responses to the following supplemental questions for solar arrays:
A. The Planning Commission and Board of County Commissioners shall consider the
following criteria in making their determination in approving or denying a Special Review
Permit for a Solar Facility in addition to those criteria enumerated in Chapter 23, Article II,
Division 4 and its impact on prime agricultural land which is defined as soils with
agricultural capability classifications of I, II and III as indicated on maps completed by the
U.S.D.A. Natural Resource Service.
a. Not Applicable. Per the USDA Web Survey Map the land within the project
boundaries is situated in a land classification of 4 and 6 for non -irrigated crop land
farming. If the land were to be irrigated then only 17.4% of the entire site would be
situated in a land classification of 3. Since this land has not been irrigated or
historically used for farming the impact to the agriculture production is zero (0) and
therefore land classification shall not be used as a consideration for approval or
denial and does not apply as this land is not "Prime Agriculture" land.
B. A Decommissioning Plan. Adequate financial assurance to cover the decommissioning of
the facility may be required as a condition of approval of the Decommissioning Plan.
a. See attached UP Decommissioning plan.
C. Landscaping is extremely important for enhancing the quality of development in the area.
Trees, shrubs and other plantings add greatly to the aesthetic appeal while reducing glare.
As no single landscaping plan can be prescribed for all developments due to differing land
features, topography and soils, these guidelines encourage flexible and creative
landscape designs. Landscaping/screening shall include, at a minimum, decorative
fencing, berming, and/or vegetation such that the facility is aesthetically pleasing as
viewed from adjacent properties and rights -of -way.
a. The landscape design for this development will match the surrounding industrial
areas. The fence shall be a 6' galvanized chain -link fence with 3 stranded barb
wire on the top. Due to the land classification of 4 and 6 there are very little visible
trees and predominately populated with sage brush and sparse dryland grasses.
The surrounding neighboring properties consist of primarily oil and gas facilities,
large industrial uses, such as a tire recycling and outdoor storage, and therefore
are uninhabited. Due to the industrial feel of the area limited residential dwellings

exist. Because of the feel of the area and poor soils, the vegetation being proposed
will be dryland grass.
b. It is not anticipated that this land will see substantial development in the next 20
years and during the decommissioning phase the fence will be removed. Due to
the limited future development and removal of facility, the proposed fence shall be
galvanized and no trees and shrubs will be planted.
D. All reasonable alternatives to the proposed location have been adequately assessed, and
the proposed action is consistent with the best interests of the people of the County and
represents a balanced use of resources in the affected area.
a. This project will provide energy to the residents and businesses of Weld County.
This site was selected following an exhaustive search of property which to align
the discreet set of technical design and geographic criteria and best serve the
needs of these energy consumers. Due to the zoning classification and prevalent
industrial activity in the region and on adjacent sites, this site is ideally suited for a
project of this scale to serve the interests of Weld County residents.
E. The nature and location or expansion of the facility will not unreasonably interfere with any
irrigation systems on or adjacent to the solar facility.
a. Not applicable. The land to be developed is non -irrigated dryland ground. There
are no irrigation lines or ditches on -site that need to be maintained. Adjacent
properties appear to have center pivots and the water source is believed to be by
wells situated on the adjacent properties.
F. No outdoor storage of any materials and equipment, including but not limited to solar
panels and support structures which are not in use, will be allowed.
a. No permanent outdoor storage will be proposed with this development. All material
or equipment will be brought to the site and removed during each visit.
G. A Property Maintenance Plan is required for the facility. The Property Maintenance Plan
shall address dust, weeds and erosion. The property shall be maintained in such a manner
as to control dust, weeds and drainage that could cause erosion.
a. A long-term operations and maintenance plan for the project will be put in place,
which includes maintenance of the grounds. The standard practice is to seed the
property with native, low growth grasses to prevent shading of the array and
minimize maintenance.
b. Mowing and trimming operations will occur annually, or as needed to prevent the
site from looking unmaintained.

As required by the USR application, Lamp, Rynearson and Associates (LRA) is providing a traffic
memo regarding the traffic associated with the proposed solar array use.
The proposed development is located in the west 1/2 of Section 32, Township 3 north, Range 65
west. More specifically the project site is approximately 320 acres of land and is located
approximately 0.25 miles east of the intersection of Weld County Road 39 and Weld County Road
28. The site is approximately 7.0 miles southeast of Platteville.
The facility proposed as a photovoltaic solar facility that will provide electrical power to the United
Power electric grid system. Electrical power generated by this facility will provide a renewable
energy resource to United Power's portfolio. The facility will be owned and operated by Silicon
Ranch Corporation under a 20 year Power Purchase Agreement.
Site access will be a full movement from Weld County Road 28. An access permit application for
this development is included as part of the submittal.
During construction (6 to 9 months)
During construction it is anticipated that traffic will generally include semi -trucks and trailers (WB-
50) along with rental cars and light duty pickup trucks. During the construction phase the following
trip ends are estimated:
• Semi -trucks: 20 trip ends per day
- 10 deliveries @ 2 trip ends per day
• Employee and sub -contractor vehicles: 100 trip ends per day at peak construction.
- 50 vehicles @ 2 trip ends per day (employees tend to stay on site during
construction and will carpool so this estimate is considered conservative)

Peak trip traffic will be in the AM and contractor trips are expected to occur throughout the day.
Post Construction (9 months to 20+ years):
The facility is designed for unmanned operation. Once in commercial operation the site will only
require bi-annual inspections and periodic maintenance. Site visits are expected to be during
scheduled daylight hours. Vehicles accessing the site will be rental cars or a typical pickup truck.
Once the site is constructed, traffic generated by this site will not have a noticeable increase in
traffic to Weld County Road 39 or to the surrounding area.

- 4 quarterly visits for inspections and mowing

Lamp, Rynearson & Associates, Inc. (LRA) is submitting this request (on behalf of Silicon Ranch Co.,
the owner) for a stormwater detention waiver for the Silicon Ranch — Rattlesnake Solar Array Project
located in Weld County, Colorado. Project details and specific stormwater detention waiver request
information are provided below.
Project Site
The proposed development is located in the western 1/2 of Section 32, Township 3 north, Range 65
west. The project is approximately 320 acres in area and situated at the southeast corner of the
intersection of WCR 39 and WCR 28. The site is roughly 7 miles southeast of Platteville, Colorado.
General Description of Proiect
It is proposed that solar arrays be installed on the property through several phases of construction. The
solar arrays will deliver renewable energy to United Power under a 20 -year power purchase agreement
(PPA). Upon termination of the PPA, the solar panels will be removed and the land restored to historic
conditions.
Drainage Design
Of the 317.9 acres of six parcels being developed, approximately 40% of that area will remain open
space as exposed to the sky. Underneath the panels vegetation will be allowed to grow; therefore, it
has been calculated that very little additional imperviousness is added to the site from the proposed
improvements. Consequently, a waiver is requested to allow the site to sheet flow and be exempt from
the requirement of providing water quality and detention ponds. Stormwater will surface flow in the
general historic routing to the proposed drainage channels and collected in the proposed level
spreaders / energy dissipaters and ultimately allowed to flow into the WCR 28 roadside ditch at the
northeast corner of the site and adjacent property near the southeast corner of the site.

Detention Pond Exception Request
With the development of this site, vegetation will be allowed to grow underneath the solar panels;
therefore, it has been calculated that no imperviousness is added to the site due to the proposed
improvements. As a result, a waiver is requested to allow the site to sheet flow in historic flow conditions
and no detention pond required. The waiver being requested is Exception 1.A.8, which states:
1. Exceptions to stormwater detention shall not jeopardize the public health, safety, and
welfare of public and private property and shall be limited to the following:
A. No stormwater detention will be required for sites that meet any of the following
conditions. Requirements of the Municipal Separate Storm Sewer System (MS4)
areas remain applicable.
8. Development of sites where the change of use does not increase the
imperviousness of the site.
With the acceptance of this waiver request, Weld County will not require stormwater detention or water
quality ponds. Upon future development or re -development of the site, the drainage design will be
required to be investigated to determine future drainage needs. With the proposed design, stormwater
will surface sheet flow and will be conveyed into the current offsite drainage conveyances in historic
volumes and rates.
Drainage Patterns
Per the USGS contour data it appears that there is approximately 3000 acres of land that could
potentially flow through this proposed development. Per a site visit there are no visible major drainage
flow paths. The soil at the site appears to be very sandy with a very high infiltration rate. Although there
is a large area that contributes to the proposed development it does not appear that much runoff ever
is routed through the site. At the location of the roadside ditches it looks like the culverts that cross the
access roads are 18 inches in diameter.
Overall it looks like stormwater runoff is generated from the west and travels northeast through the
proposed development and conveyed to the northeast corner of the site and discharged to the roadside
ditch in CR 28. It should be noted in the northeast corner of the site there exists an oil and gas well and
battery. At the access points for this oil and gas facility, there are no culverts, therefore this suggests
that there is very little runoff is observed at this location.
It does not appear that there are any drainage issues associated with this development or surrounding
properties.
Sediment and Erosion Control
During construction, land grading activates will be minimized to allow for the installation of the solar
arrays and BMPs will be installed where needed to minimize erosion and the transport of sediment
offsite. Once the project is completed then any disturbed areas will be reseeded with a native low
growth dryland seed mix. Once vegetation is considered established, then BMPs will be removed. The
established vegetation will provide permanent water quality and sediment & erosion control for the site.
If it is found that additional erosion control measures are needed after the site has been completed,
then additional erosion and sediment control practices will be implemented.
Conclusions
Overall stormwater runoff will be allowed to sheet flow generally consistent with historic conditions. The
proposed site improvements will generally result in no change to imperviousness, peak runoff rates,
patterns or volume that would be observed offsite. This development will not cause additional health
or safety risks to neighboring properties.

1. Introduction
1.1. Background
As a condition of approval of the Use By Special Review County required Silicon Ranch
Corporation to submit a Decommissioning Plan for the United Power Solar facility to the
Department of Planning Services for review and approval. The Decommissioning Plan is
required to include a detailed plan with time frames or milestones after termination of
operations for restoring the property to the conditions that existed prior to the plant
construction.
The useful life of the solar plant is expected to be 25 years or more. At the end of useful life,
Silicon Ranch Corporation will suspend operations and decommission the plant including
necessary demolition and site reclamation.
1.2. Plan Purpose
The purpose of this document is to establish a detailed plan for decommissioning and
reclamation activities after the usefull life of the project has ended. Refinement of these
activities will be required to reflect the future best practices or improvements are discovered by
the solar industry during the life of the project. It will be necessary to update and finalize this
demolition and reclamation plan.
In addition to the detailed plan, a general schedule for the performance of the
decommissioning with specific milestones is provided as Attachment A. We have assumed that
the planning process would be initiated one or two years prior to the anticipated end of
commercial operation. The final plans will be developed in consultation with the Weld County
and/or other applicable agencies that have jurisdiction of activities in the decommissioning
process.
2. Decommissioning Project Elements and Milestones
The key tasks of the project are divided into related activities that represent milestones in the
process. We describe the activies in each of the tasks in more detail below. The
decommissioning schedule presents the conceptual timing of the milestones and overall
process.
The key Project components to be affected by decommissioning activities are discussed below.
In general, decommissioning would attempt to maximize the recycling of all facility
components. Specific opportunities for recycling are discussed below in the context of various
site components. The individual Project components to be decommissioned will be recycled to
the maximum extent practicable or removed from the site and disposed of at an appropriately

licensed disposal facility. The general decommissioning approach would be the same whether a
portion of the Project or the entire Project would be decommissioned.
2.1. Planning
The activities involved in the facility closure will depend on the expected future use of the site.
Certain facility equipment and features may be left in place for future uses, such as transmission
facilities, roads, and drainage features. At the time of decommissioning, a plan will be
submitted to the County proposing the equipment that will be removed and, if applicable,
equipment that will remain, based on expected future use of the site.
Pre -closure activities, include final closure and reclamation planning, that identifies measures to
be taken to restore the site to near pre -construction conditions or compatible with surrounding
land and land use that may have evolved during the period the plant is in service. This
includes several activities;
• Set up and document a site -specific health and safety plan and determine the specific
sequence and procedures to be followed.
• Complete an analysis of the project materials and their composition to identify those
specific components that may be recycled, scrapped, or sent to disposal sites. Identify
specific recycling facilities and disposal sites for materials.
• Coordinate with local officials to develop plans for the transportation of materials and
equipment to and from the site.
• Develop specifications for demolition and reclamation, which will serve as the basis for
contractor bids for the decommissioning project and establish the scope of demolition
and reclamation, including developing reclamation plans in compliance with local, state,
and federal regulations.
• Develop training for the personnel who will manage and perform the actual work.
Document the performance or training.
2.2. Permitting
During the planning process Silicon Ranch will brief the County and other applicable agencies
on the decommissioning process and plans. The permits and approvals required for the
decommissioning will be identified and permits will be obtained prior to commencing
operations.

2.3. Site Preparation for Decommissoning
The first step in the decommissioning process would be to assess existing site conditions and
prepare the site for demolition. Site decommissioning and equipment removal is expected to
take a year. Therefore, access roads, fencing, some electrical power, and other facilities will
temporarily remain in place for use by the decommissioning workers until no longer needed.
Demolition debris will be placed in temporary onsite storage area(s) pending final
transportation and disposal and/or recycling according to the procedures listed below.
A plan for de -energizing portions of the facility to allow safe decommissioning and formal lock
out and tag out procedures will be implemented. This will ensure all electrical components are
placed and maintained in a safe condition for demolition activities prior start of work.
2.4. Disassembly and Demolition
PV Module and Tracker Removal and Recycling
During decommissioning, Project components that are no longer needed would be removed
from the site and recycled or disposed of at an appropriately licensed disposal facility. The first
operation is to disconnect and remove modules from the tracker assemblies. Modules are
segregated for transportation to the manufacturer's nearest storage facility. Note: For the First
Solar modules, a take back program is in place under which the module will be collected and
recycled at the end of their useful life. Refer to Attachment B for details of the First Solar
recycling process.
Next comes the disassembly of the tracker and mounting structures, DC wiring materials, and
combiner boxes. The material will be segregated for disposal or salvage. Steel piles that support
the PV racking system will be removed. Below ground portions of the supports will either be
removed or cut off at least two feet below ground surface and left in place.
The demolition debris and removed equipment may be cut or dismantled into pieces that can be
safely lifted or carried with the onsite equipment being used. The debris and equipment will be
processed for transportation and delivery to an appropriately licensed disposal facility or
recycling center. Modules will be recycled or disposed of in accordance with applicable laws at
the time of decommissioning.
Internal Power Collection System
The combiner boxes that convey DC power generated from the solar arrays will be dismantled.
The inverters that convert the DC power to AC power and the transformers that convert the
output of the inverter and convey the power to the substation will also be dismantled and
removed. The underground cable/collection lines that are 4 feet or shallower will be removed
from the site. The cast -in -place concrete foundations of the transformer and inverter skids and
switchgear. will be broken up, removed and recycled.

Any overhead portions of the collection system will be removed. Overhead conductors will be
removed from the poles, and the poles and pole foundations will be removed. Aluminum from
the conductors will be recycled or removed from the site to an appropriately licensed disposal
facility. If not planned for other use, the utility interconnection will be deactivated and restored
to the extent agreed upon with the local utility or to the point of change of ownership
Medium voltage collector system electrical components will be electrically disconnected and
made safe for removal. The switches will be disassembled and removed from the site. The
underground conduit and metal dead-end structures will also be disassembled and removed.
Concrete foundations for equipment will be broken up and removed from the site, as will the
grounding grid and aggregate rock. Steel, aluminum, copper and other materials will be
temporarily stockpiled at or near a designated processing location pending transport to an
appropriate offsite recycling facility. All metals will be recycled to the extent practical given the
recycling options available at the time of decommissioning.
Roads
Onsite access roads will remain in place to accomplish decommissioning at the end of the
Project's life. At the time of decommissioning, if the roads will be beneficial for future use of the
site; those roads may remain after decommissioning. Roads that will not be used will be
restored during contouring operations at the end of the process.
Fencing
Project site perimeter fencing will be removed at the end of the decommissioning project, unless
it may be utilized for future use of the site. Since the project site was not originally fenced, this
includes removal of all posts, fencing material, gates etc. to return the site to pre -project
condition.
2.5. Transportation and Clean up
During the disassembly and demolition process materials are segregated and temporarily place
in gathering areas for transportation. The various materials including concrete, steel,
aluminum, copper and other materials will be temporarily stockpiled at or near a designated
processing location pending transport to an appropriate offsite recycling facility. All such
materials will be transported from the site to approved designated facilities for recycling,
scrapping or disposal. All metals will be recycled to the extent practical given the recycling
options available at the time of decommissioning. Modules will be collected and transported to
storage sites for final recycling in accordance with the First Solar standard process for module
recycling.
Clean up of soils and site, if identified will be completed to ensure that clean closure is
accomplished.

2.6. Re -contouring and vegetation
in general the decommissioning will be undertaken using traditional heavy construction
equipment including but not limited to front end loaders, cranes, track mounted and rubber
tired excavators, bull dozers, and scrapers. Where excavation is required those areas of removal
will be backfilled with natural material and compacted. Any voids left from the removal of
foundations will be backfilled with surrounding subsoil and topsoil and fine graded to ensure
suitable drainage and reclamation of natural grades.
Soil management and re -contouring operations will be conducted so as to minimize the surface
area disturbance and implement the activities in the safest and most efficient manner and in
accordance withal applicable local requirements. Major earthwork is not anticipated as
construction of the site will not alter the general grade across the site.
To provide for post -decommissioning dust control on the site, areas of exposed soils will be
revegetated, consistent with the expected future use of the site. For example, future site use is
expected to be agricultural, a revegetation approach will be implemented that will not conflict
with the expect agricultural use. The native dry grass vegetation will be re-established to
prevent the spread of weeds and long-term monitoring will be conducted to confirm
reclamation and weed control are successful. Mulching or paliatives may be used for temporary
dust control until vegetation is established.
2.7. Monitoring Site Restoration
Upon completion of the decommissioning process a restoration monitoring period of one year
will begin. Monitoring will ensure that grading and drainage implemented is successful in
stabilizing water flow patterns and that the cover vegetation (native dry grass vegetation or
other depending on land use) will be reestablished to prevent the spread of weeds. Corrective
actions will be implemented if such monitoring determines adverse conditions are present as a
result of an inadequate restoration.
2.8. Project Quality Control and Documentation
During the entire decommissioning process, from planning to site monitoring, the project will
be subject to quality control and documentation. Silicon Ranch will ensure the effective
execution of the decommissioning and reclamation plan through project oversight and quality
assurance. in addition we will document implementation of the plan and compliance with all
applicable regulatory and environmental requirement.
3. Decommissioning Project Schedule
A schedule for the performance of the decommissioning with specific milestones is provided as
Attachment A. Refinement of these activities will be required to reflect the future best practices

associated permitting is scheduled far in advance to allow for meaningful consultation with the
Weld County and/or other applicable agencies. Permitting will be finalized prior to the start of
on site activities.
The actual disassembly and decommissioning, followed by transporting materials offsite, and
recontouring of the site, should require about a year, after which a monitoring process will
continue for an additional year. The entire process will require as much as four years to
complete.
