The qualifications of the County Treasurer shall be the same as what now exists. II. County Assessor A. The Weld County Assessor shall be elected by the people. B. The qualifications of the County Assessor shall be the same as what now exists • III. County Clerk and Recorder County Sheriff County Coroner A. The Governance Committee concurs with the County Services Committee - The Safety Committee and the Health Committee that these people shall be elected to office by the people. IV. County Commissioners continued: A. The County Commissioners shall be the policy makeing board and the Legislative board for the County. B. The elected chairman of the Board of County Commissioners shall be the Chief Executive Officer of the County. C. The four (4) Commissioners who are appointed to coordinate the four (4) county divisions shall act as coordinator and liaison people only. They will not be the department administrator. V. The Governance Committee recommends that the County Council consist of three members elected at-large on a non-partisian basis. Candidates for the Council shall be placed on the ballot by petition. An elected county official upon expiration of his term of office may not be appointed to one of the County Boards until one year ( 1) has elapsed. Further, such elected official may not be a candidate for County Council until one year after he leaves a county elective office. 75-7/3 Qualifications in the Office of County Assessor 1. The office of the County Assessor shall remain an elected office. 2. The " writhe chief deputy appraiser shall have attended and passed the Colorado Tax Assessors School or equivalent training and shall have had five (5) years of suceessfu-l— experience in appraisal work. 03. The -C ' the chief deputy administrative assistant shall have attended and passed the Colorado Tax Assessors School or equivalent training and shall have had 5 or more years experience in reading and platting legal descriptions , the application of the mill levy to property assessment , and the application of the assessment rolls to the computer. 4 . The following items are suggested standard procedure in the office of the County Assessor : a . The chief deputy administrative assistant implement and be in charge of inservice training programs for all personnel of the office. b. All members of the appraisers staff be required to attend the one week annual appraisal school presented by the Colorado Property Tax Administrator in cooperation with Colorado University Extension Service. c. All Elected One From each Commissioner District Two At Large 3. Stagger Election as follows : A. Two from districts and one at large with Gubernatorial Election. B. One from district and one at large with Presidential election. 4. Partisian election process. 5. No pay - expenses only. 6. Meet monthly or when Chairman directs in case of emergency. 7. Purpose is to hire - fire - or direct Auditor. Auditor serves at pleasure of Council and answers only to Council. 8. Council sets pay of all elected County officials yearly. 9. Maintain a continual surveillance on all functions of County government via Auditor. 10. All decisions made by majority rule. Quorum 3. 11. Council Services as Budget Advisory Board to all elected officials and Departments. AUDITOR 1. Serves as hired employee of County Council to function as watch dog of all County activities and office holders - their expenditures and employees. He shall maintain a continuing serveillance of County departments and their expenditures and make periodic reports to the County Council . 0 Hello
