BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
APRIL 13, 2016
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, April 13, 2016, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Sean P. Conway, Pro-Tem
Commissioner Julie A. Cozad
Commissioner Barbara Kirkmeyer- EXCUSED
Commissioner Steve Moreno

• MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of April 11, 2016, as printed. Commissioner Cozad seconded the motion, and
it carried unanimously.
AMENDMENTS TO AGENDA: Add the following under New Business: 8) Consider 2016 Paul
Coverdell Forensics Science Improvement Grant Application for Northern Colorado Regional Forensic
Laboratory Capacity Enhancement and Training and authorize Electronic Submittal. Commissioner
Conway moved to amend the agenda and add item #8 under New Business. The motion, which was
seconded by Commissioner Moreno, carried unanimously.
• CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed.
Commissioner Cozad seconded the motion, and it carried unanimously.
PROCLAMATIONS:
• 1) NATIONAL CRIME VICTIM'S RIGHTS WEEK - APRIL 10-16, 2016: Chair Freeman read the
proclamation for the record. Michael Rourke, 19th Judicial District Attorney, thanked the Board for issuing
the proclamation, raising awareness, and sending the message recognizing the outstanding agencies
which are ready to assist victims of crime. Mr. Rourke specifically recognized A Woman's Place, A Kids
Place, Catholic Charities, Greeley Police Department, Victims' Advocates, and the Weld County Court.
Each one of the Commissioners thanked JoAnn Holden and individuals for their support of crime victims.

• PUBLIC INPUT: Ron Bateman, Chief of Johnstown/Milliken Fire Department, reported that the
Fire Department just completed a FEMA Grant to hire a fourth full-time firefighter on Milliken's Fire
Department. He requested from the Commissioners a letter in support of this matter. Commissioner
Cozad stated she would appreciate the support in this matter from the Board.
e COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno attended the ground-
breaking for the CNG, went to the Small Business Development meeting, and attended a finance
discussion on energy with Colorado PEAK Energy. Commissioner Cozad reported she attended the 1-25
Coalition and the MPO Meetings and the High Plains Library Board meeting. Commissioner Conway
attended the MPO Meeting and presented details about House Bill 1401.
NEW BUSINESS:
= 1) CONSIDER TEN (10) AGREEMENTS FOR PURCHASES OF IN-HOME SERVICES WITH
VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Department of
Human Services, stated the agreements will allow the development of a new voucher system for In-Home
services for seniors. Commissioner Moreno moved to approve said agreements and authorize the Chair
to sign. Seconded by Commissioner Cozad, the motion carried unanimously.
El 2) CONSIDER COMMUNITY DEVELOPMENT BLOCK GRANT FOR DISASTER RECOVERY
(CDBG-DR) HOUSING GRANT AGREEMENT AND AUTHORIZE CHAIR TO SIGN: Tom Teixeira,
Executive Director of the Greeley-Weld Housing Authority, stated the agreement will allow them to
continue to work with the clients that were affected by the 2013 Flood. Commissioner Cozad moved to
approve said grant agreement and authorize the Chair to sign. The motion was seconded by
Commissioner Conway, and it carried unanimously.
• 3) CONSIDER MARKETING SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN- DEX
MEDIA: Ryan Rose, Director of Department of Information Technology, presented the agreement for one
(1) year of advertising in the Longmont Dex phone directory. Commissioner Conway moved to approve
said agreement. The motion was seconded by Commissioner Moreno, and it carried unanimously.
• 4) CONSIDER AGREEMENT FOR USE OF WELD COUNTY PROPERTY FOR PURPOSES OF
TEMPORARY WATER PIPELINE AND AUTHORIZE CHAIR TO SIGN - PDC ENERGY, INC: Frank
Haug, Assistant County Attorney, presented the agreement which will allow PDC Energy to run a water
pipeline over a piece of property owned by the County. Commissioner Cozad moved to approve said
agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Conway,
carried unanimously.
5) CONSIDER AGREEMENT CONCERNING PURCHASE OF PUBLIC ROAD RIGHT-OF-WAY,
PERMANENT EASEMENT, AND TEMPORARY CONSTRUCTION EASEMENT FOR CERTAIN
IMPROVEMENTS TO CR 49 AND AUTHORIZE CHAIR TO SIGN ALL NECESSARY DOCUMENTS -
CINDY OSTER, DANIEL OSTER, ELOIS OSTER, ERIC OSTER, JENNIE OSTER, PAUL OSTER, AND
SANDRA OSTER: Jim Flesher, Department of Public Works, presented the terms of the agreement for
the total amount of$30,345.00. Commissioner Conway moved to approve said agreement and authorize
the Chair to sign all necessary documents. Seconded by Commissioner Cozad, the motion carried
unanimously.
6) CONSIDER REAPPOINTMENTS TO HUMAN SERVICES COMMITTEE: Commissioner
Conway moved to approve said reappointments. The motion, which was seconded by Commissioner
Moreno, carried unanimously.

7) CONSIDER REAPPOINTMENTS TO CHILD PROTECTION CITIZEN REVIEW PANEL:
Commissioner Cozad moved to approve said reappointments. Commissioner Conway seconded the
motion, and it carried unanimously.
8) CONSIDER 2016 PAUL COVERDELL FORENSICS SCIENCE IMPROVEMENT GRANT
APPLICATION FOR NORTHERN COLORADO REGIONAL FORENSICS LABORATORY CAPACITY
ENHANCEMENT AND TRAINING AND AUTHORIZE ELECTRONIC SUBMITTAL: Ron Arndt, Director
of Regional Crime Lab, reviewed the terms of the application for the total amount of $102,000.00, with
$68,000.00 for equipment and $34,000.00 for training. Commissioner Conway moved to approve said
application and authorize the Chair to sign. The motion, which was seconded by Commissioner Moreno,
carried unanimously. In response to Commissioner Conway, Mr. Arndt stated as of March 25, 2016, they
are a fully accredited crime lab.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 10:00 a.m.
