HomeMy WebLinkAbout20172907.tiffThis meeting is recorded for accuracy Minutes WELD COUNTY COUNCIL April 18, 2016 The Weld County Council met in full conformity with the Weld County Home Rule Charter, Monday, April 18, 2016 at the Weld County Administration Building, Greeley, CO. ROLL CALL: The meeting was called to order by Councilman Jemiola and on roll call the following members were present, constituting a quorum of members thereof: Councilwoman Marge Klein Councilman Brett Abernathy Councilman Don Mueller Councilman Jordan Jemiola Councilman Charles Tucker Also present: Don Warden, County Director of Finance and Administration, and Sarah Mundt, Council Secretary. APPROVAL OF AGENDA: Councilman Mueller made a motion to approve the April 18, 2016 agenda. The motion was seconded by Councilman Tucker and the motion carried. APPROVAL OF MINUTES AND RTTP: March 21, 2016 Minutes. The motion was made to approve the minutes by Councilman Mueller and the motion was seconded by Councilman Tucker and the motion carried. The motion was made to approve the report -to -the -people by Councilman Abernathy and the motion was seconded by Councilman Tucker and the motion carried. REVIEW PROGRAM: Don Warden, Director of Finance and Administration Mr. Warden gave an overview of the Weld County Budget, presenting the 2017-2018 Budget. Mr. Warden stated that he knew that oil and gas would not always sustain the financing of Weld County, so wise planning was always on the forefront. Oil and Gas in Colorado has a 2 year window to assess for changes in oil and gas contribution to funding. So, in 2012, the Strategic Investment Plan for the Future of Weld County was developed and approved by the BOCC. The purpose was to provide the BOCC an analysis of the optional uses of the projected property tax revenues from the new oil and gas development in Weld County. The option selected was to develop a long term strategy of investment in the county's infrastructure, technology and innovation, staff and workforce development, economic development and to develop a fluctuation reserve to deal with volatility of the peaks and valleys in energy prices and production. Mr. Warden ended the presentation by reviewing the County's current financial status. 2017-2907 Weld County Council April 18, 2016 Minutes Commissioner Moreno thanked Don Warden for his leadership and services to Weld County.
