HomeMy WebLinkAbout20162087.tiffMinutes WELD COUNTY COUNCIL May 16, 2016 The Weld County Council met in full conformity with the Weld County Home Rule Charter, Monday, May 16, 2016 at the Weld County Southwest Service Building, Longmont, CO. ROLL CALL: The meeting was called to order by Councilman Jemiola at 6:30pm and on roll call the following members were present, constituting a quorum of members thereof: Councilwoman Marge Klein Councilman Brett Abernathy Councilman Don Mueller Councilman Jordan Jemiola Councilman Charles Tucker Also present: Christopher Woodruff, County Assessor, Commissioner Conway, and Sarah Mundt, Council Secretary. APPROVAL OF AGENDA: Councilwoman Klein motioned to add the Tribune CORA request to New Business on the Agenda. Councilman Tucker seconded the motion and the motion carried. Councilman Abernathy made a motion to approve the May 16, 2016 agenda. The motion was seconded by Councilman Tucker and the motion carried. APPROVAL OF MINUTES: April 18, 2016 Minutes. The motion was made to approve the minutes by Councilman Abernathy and the motion was seconded by Councilman Tucker and the motion carried. REVIEW PROGRAM: County Assessor: Christopher Woodruff Mr. Woodruff gave an overview of the Assessor's functions within the County. He reviewed the methods of valuation and assessment rates for the 2015-2016. He also reviewed current value and revenue statistics, such as growth in value since 2005, Weld County assessed value for 2015, beneficiaries of the property tax and forecasts for value for 2016. Mr. Woodruff pointed out some valuation issues for 2016. Some of these issues are Oil and Gas values dropping, intervening year values remaining the same, except for new construction, and the protest of valuations. The upcoming valuation issues for 2017 include the reappraisal of all property in 2017, due to market value changes, continued decline in Oil and Gas, and the possible impacts on the residential assessment rate, which may affect the Gallagher Amendment, and new construction. Mr. Woodruff provided the Council with a copy of the 2015 Weld County Abstract of Assessment produced by his office. The CORA letter has been seen and acknowledged by the Council. • Budget Discussion O. Councilman Abernathy motioned to decrease the 2016 Purchase Services by 10%, resulting in a 5% overall decrease for 2017 Budget.
