To put the cart before the horse is a waste of the Department's time as this site has so many problems from the get -go (i.e. Proximity to school, proximity to other jurisdictions,proximity to housing area, traffic, evacuation safety, among them). The biggest of these, I feel, is the proximity to Bella Romero. This project is ill advised and ill suited for this area, and should not be considered for these reasons alone, add to it the reasons stated above and you have a preponderance of issues to deny consideration. For the past three years, I have watched Extraction outdo all of the other oil companies in their willingness to impact proposal outcomes by filing, then being willing to sue to exercise their maximum privilege under state law. They take on projects Noble, Anadarko and Synergy would not even consider because of the risk to the pubic and to company image. The ultimate risk is drilling next to a school. It defies the logic of win win thinking, which you as commissioners likely support. A few years ago, Sara Barwinski and I met with Craig Rasmuson of Synergy to promote our belief that an alternate site away from (Gilbert Wells) Greeley West High School would be beneficial to all concerned. Craig picked a previously drilled location and got to work. Everyone benefited and the original site is now being commercially developed to attract more investment to the area, a win win for all. Please encourage your staff and Extraction to work toward a similar outcome, removing the hazards of a nearby drilling site from the affected schoolchildren and families in Bella Romero. Weld County — this is where my wife and I choose to retire near our children, grand children and sister. We spent months searching for the perfect home and choose Weld County because of its rural community. After living here for six months we became troubled by the amount of noise, lighting, traffic, unsafe conditions, and air quality being produced by the heavy industrial operations that accompany the production of gas and oil wells. When we moved here we were able to see the Front Range from our front porch with many clear days. As the time past views became less and less to now when we barely see the once majestic mountains nor breath less polluted air. I can't accept the fact that a proactive community as Weld County Planning would allow industrial activities in its neighborhoods which should be for productive clean family living. As if the 24,000 wells in Weld County that darken our once pristine views and pollute our air with toxic chemicals weren't enough now our elected officials are welcoming and allowing further desecration of our residential communities which were once havens to escape from the destruction. Tell me why would an industry be given the right to destroy our lives for the sake of temporary jobs and economic upsurges, if it is detrimental and harmful to the existence to the majority of citizens in our city? Why after spending 40 years as a risk management, emergency management, pandemic preparation, health risk mitigation, disaster prevention, professional must I continue to fight for what's right? I'll tell you why because the factual research of over 400 peer reviewed studies and catastrophic effects of the industries impact on us is being ignored by our elected representatives charged with protecting us. Why are we being asked to fight for our rights to a quality living environment? I'll tell you why because those charged with this responsibility are not doing it. Why aren't they doing it? One can only question why???? Our rights to safety, health, the environment, and quality of life are entrusted to our elected and appointed officials who represent us who give them the right to govern and regulate. I ask you to fulfill your responsibility and protect our county from being turned into another poisonous industrial waste land. We as citizens of expect more from you to protect our homes, neighborhoods, and community then to ignore us. Please take the time to do the required due diligence and evaluate all options before finalizing your decision on the Bella Romero Wells and future well projects that we as a community might regret. Without getting into the weeds of the company's previous behavior with regard to the Triple Creek major industrial drilling project- it does, for me, have some bearing on this current turn of events. With all due respect to Extraction's way of doing business- as evidenced by their wish to put an application ahead of the site even being permitted, is part of a pattern of theirs (and their previous owners, Mineral Resources) that I have followed in the attempt to place a ridiculously inappropriate drilling site in yet another part of this city. There are so many issues that are problematic- from proximity to Bella Romero (first and foremost), to housing areas, from traffic, to all manner of safety and health issues, it would seem to me to be plain that they believe they can get 'around' the proper, and well known procedures. I believe they were emboldened by the inexcusable result of their appeal to Greeley's City Council, which flew in the face of any semblance of morals and ethics, not to mention a flagrant insult to the Council's own Planning Commission and to a large segment of the citizens of Greeley- who are not as dim-witted as the council may think- nor as ill-informed. I have made it my business, over these last 4 years in particular- to inform myself with facts, bona fide studies (re health, environmental impacts, etc.), science, city and county codes- not to mention- the Mission Statement of the City of Greeley itself- which has been violated over and over again with respect to the allowance of so many wells within city limits and so close to neighborhoods, schools, the river(s), etc. I and others found it worthy of note that the two people who had the courage to do the right thing and vote against the Extraction appeal on Triple Creek were the two women on the council. That very night, many issues were left unresolved with regard to that project, it's size and desired location- even as the mayor and the other men on the council overturned their Planning Commission, which had put so much time and effort into the assessment, concluding unanimously that such a drilling operation is totally inappropriate for its current placement. Having covered that, which I believe is important in this newest scenario, Extraction seems to have no compunctions to try and jam this project through, without a modicum of respect for the usually practiced process- i.e. Apply for a site permit first. The speed with which they are attempting to move on this so soon after the Triple Creek appeal, is, truthfully, additionally insulting and disturbing. Bottom line: With no site permit in hand, there should be no consideration of an application for the huge industrial drilling project Extraction wishes to place near Bella Romero. 1 Sincerely, Anne Curry Sanchez Aaron H. I think that this lack of responsiveness is definitely showing a pattern, and well worth following up. It shows a lack of proactive mitigation, and that is something we have to have around kids and neighborhoods.
