This proposal will provide repair, maintenance and sales of vehicles used in the surrounding farming communities as relating to Chapter 22,8.2. and in this proposal there will be no farm ground taken out of production. 3. There are no low spots where water accumulates and the water dissipates quickly off of this property. Enviromental USR Questions 1. There is an existing well on the property. Employees typically drink bottled water, but well is potable. Well # 254153, recpt # 0516984. 2. There is an existing permitted septic system, this will be inspected and evaluated . New system will be constructed if needed. 3. None Building USR Questions 1. The existing home will remain. There are 2 other buildings on the property, a wooden garage and a wood frame shed, both of these will be removed. The new structure will be approx. 110x 100 metal shop. 2. The existing home will be used for storage. 3. The new shop will be used for detail and service work. Dust Abatement Plan Road Surface: The access road for the property from the north is a dirt road with gravel surface. Road surface will be maintained, to insure there is adequate gravel to provide traction in any weather conditions. Parking Area: The Primary parking area will be overlayed with recycled asphalt. This will facilitate handicapped parking as well as any dust abatement issues. All nonparking Areas: There will be 2 non parking areas, 1 adjacent to the Hwy 85 ROW and the other on the east side of the property where the Septic leech field is located. Both of these areas will be covered in natural vegetation, such as grass and sod. Country Truck and Auto Waste Management Plan Purpose: The purpose of the plan is to project the types of waste that will be generated through the operation of the Facility and to detail the management and disposition of this waste. Objective: The objective is to ensure waste generated at this facility is managed according to all Local, State, and Federal regulations. Waste Disposal: All trash(i.e. paper products, containers, food waste and solid shop waste) will be disposed of in a standard dumpster located in a secured area adjacent to the rear of the building. All liquid waste will be stored in secondary confinement and retrieved weekly by the appropriate recycling company. Country Truck and Auto has detailed policies and procedures in place that will be applied to the specifics of any spills or accidental release. This plan is written in accordance with the requirements set forth by the EPA. Country Truck and Auto will initiate the following with the appropriate Agencies and Engineering Firms upon preliminary approval . Proposed actions include the conversion of an adjacent lot into similar uses as the current business practice which include service buildings, concrete parking, landscaping, and recycled asphalt surface. As part of the USR requirements, the drainage has been evaluated and based on the findings, an exception for a detention pond is being proposed. Located in the far NW 1/4, of the NW 1/4 of S 20, T 2 N, R 66 W and at the SE corner of the intersection of Hwy 85 and WCR 20, Country Truck and Auto has a foot print of nearly 1.5 acres and serves the Weld and surrounding counties by providing and servicing heavy duty passenger trucks. Access to the business is currently at the NE corner of the properb,/. An existing private road on the eastern edge of the property will provide a route to a new access located along the eastern edge of the lot. This private road serves as an access point for other frontage businesses located to the south. Drainage from the current operations are directed to the SE corner of the facility by flowing off the roof and concrete across the recycled asphalt parking lot via gentle drainage paths on site primarily flowing from north to south. The exterior of the site is landscaped and graded to prevent runon flows from entering the site. Additionally, just to the NW lies the intersection of Hwy 85 and WCR 20 which manages the drainage paths of the transportation infrastructure present in the system. Located east of the business is the railroad right of way property and a small irrigation ditch which returns flows to the Platteville Ditch. Drainage has not historically been a problem on site with the exception of minor pooling in the SE corner of the site after a significant rain event. Proposed expansions of an additional 1.4 acres will be on the southern portion, however, drainage for the entire site was evaluated. Drainage will be directed to the eastern edge of the property where a culvert will be installed across the private road and provide drainage to the east in the historical path toward the south to the Platteville Ditch. Anticipated flows from the 1 -hour, 100 year storm event were evaluated for the proposed and existing sites to determine the potential offsite flow rates. The design storm event would have an intensity of near 2.6 inches per hour. A northern portion of nearly 1.5 acres with a composite runoff coefficient of 0.74 and a southern portion of 1.4 acres and a composite runoff coefficient of 0.63 contributed to a potential peak runoff flow from the site of 9.7 cfs. An exception is allowed for non -urbanizing areas where the total project stromwater runoff is less than, or equal to 10 cfs for the 1 -hour, 100 year storm event as per the Weld County code section 23-12-30 F.1. Potential runoff from the expansion of the Country Truck and Auto business site, while near the 10 cfs limit, is anticipated to be below the flow limit and thus should be allowed to obtain the exception as any flows should not negatively impact the surrounding and downstream entities. A culvert capable of handling the flows would be installed under the access road to allow flows to be transferred toward the east. Based on the site conditions, proposed expansion and drainage review, the exception for storm water detention on site is requested. Thank you for your consideration in this matter.
