EXPLAIN IN DETAIL, THE PROPOSED USE OF THE PROPERTY. - I would like to open a Rescue and short term Boarding Facility for the care of unwanted animals, and to care for animals while owners are out of town or unable to care for their pets. 2. EXPLAIN HOW THIS PROPOSAL IS CONSISTENT WITH THE INTENT OF THE WELD COUTY CODE, CHAPTER 22 OF THE COMPREHENSIVE PLAN. - Section 22-2-10 E, A small dog rescue to help out the Community and County in the explosive animal population. All dogs in the rescue will be spayed/neutered and get appropriate vaccinations before being adopted out to new families. If approved this permit will allow a kennel on the site and have the site still remain agricultural zoning. 3. EXPLAIN HOW THIS PROPOSAL IS CONSISTENT WITH THE INTENT OF THE WELD COUNTY CODE, CHAPTER 23 (ZONING) AND THE ZONE DISTRICT IN WHICH IT IS LOCATED. - I would like the USR approved for Kennels so that I may house animals. 4. DESCRIBE WHAT TYPE OF LAND USES SURROUND THE SITE. EXPLAIN HOW THE PROPOSED USE IS CONSISTENT AND COMPATIBLE WITH SURROUNDING LAND USES. - Properties around us are mainly used as residences and some businesses. 5. WHAT ARE THE HOURS AND DAYS OF OPERATION? (E.G. MONDAY THRU FRIDAY 8:00 A.M. TO 5:00 P.M.) - The hours of operation at this time would be 4pm to 8pm Monday through Friday and 9am to 8pm on Saturday and Sunday by appointment. 6. LIST THE NUMBER OF FULL TIME AND/OR PART TIME EMPLOYEES PROPOSED TO WORK AT THIS SITE. - I would be the only full time employee at this time with hopes of getting maybe 1 other full-time or part time employee when it became necessary. 7. IF SHIFT WORK IS PROPOSED INCLUDE THE NUMBER OF EMPLOYEES PER SHIFT. - No shift work will be done. 8. LIST THE NUMBER OF PEOPLE WHO WILL USE THIS SITE. IF THIS IS A DAIRY, LIVESTOCK CONFINEMENT OPERATION, KENNEL, ETC., LIST THE NUMBER AND TYPE OF ANIMALS. - At this time I am requesting a total number of 32 animals which includes my personal animals. I mainly anticipate dogs but may have cats at some point which would be part of that total number. I may have a total of 10 rescue animals and 10 boarded animals at any given time. I would be capable of holding up to 30 animals during an emergency situation such as flood or fire in the community. 10. DESCRIBE THE TYPE OF LOT SURFACE AND THE SQUARE FOOTAGE OF EACH TYPE (E.G. ASPHALT, GRAVEL, LANDSCAPING, DIRT, GRASS, BUILDINGS). - Most of the property is dirt at this time; we will be putting down pea gravel in the play yard and in the driveway area with some grass in the future. 11. HOW MANY PARKING SPACES ARE PROPOSED? HOW MANY HANDICAPPED (ADA) PARKING SPACES ARE PROPOSED? - There is enough space for maybe 5 parking spots which should be more than enough since it is by appointment only. I will have one ADA parking space for myself and can make another one for customers if needed. 12. EXPLAIN THE EXISTING AND PROPOSED LANDSCAPING FOR THE SITE. - There is very little landscaping at this time, we have put up several fences to contain the dogs, most areas are dirt and sand right now with plans to put in pea gravel and driveway rock in the near future. 13. DESCRIBE THE TYPE OF FENCE PROPOSED FOR THE SITE (E.G. 6 FOOT CHAIN LINK WITH EARTH TONE SLATS). - The fencing will be 6 foot chain link fence attached to 2 X 6 wood posts and chain link with metal posts. 14. DESCRIBE THE PROPOSED SCREENING FOR ALL PARKING AND OUTDOOR STORAGE AREAS. IF THE SITE IS LOCATED IN A FLOODPLAIN OUTDOOR STORAGE IS RESTRICTED. - If need be we can obtain screening around outdoor storage units. The front of kennels will not be seen from the public road. It should not be a big eye soar from the road and most people may not even be aware of the kennels. 15. EXPLAIN ANY PROPOSED RECLAMATION PROCEDURES WHEN TERMINATION OF THE USE BY SPECIAL REVIEW ACTIVITY OCCURS. - The kennels can be turned into storage sheds with a minor amount of construction. 16. WHO WILL PROVIDE FIRE PROTECTION TO THE SIT? - Ft Lupton Fire District would be the appropriate fire station. 17. LIST ALL PROPOSED ON -SITE AND OFF -SITE IMPROVEMENTS ASSOCIATED WITH THE USE (E.G. LANDSCAPING, FENCING, BUILDINGS, DRAINAGE, TURN LANES, ETC.) AND A TIMELINE OF WHEN YOU WILL HAVE EACH ONE OF THE IMPROVEMENTS COMPLETED. - I would like to have 2 kennels (10 x 20 feet) and possibly a third one in the future. I have a play yard that is 50x50 feet that will be divided into a couple different yards. I will have dog runs that will be 12 feet outside of the kennel building that will house 1 dog each unless they are the same family or litter. Inside the kennels will be a 4 foot by 32 inch area for each dog to sleep and stay out of the cold and wet weather, these can be locked to prevent the dogs from going outside in extreme weather. ENGINEERING QUESTIONS: 1. DESCRIBE HOW MANY ROUNDTRIPS/DAY ARE EXPECTED FOR EACH VEHICLE TYPE: PASSENGER CARS/PICKUPS, TANDEM TRUCKS, SEMI-TRUCK/TRAILER/RV (ROUNDTRIP = 1 TRIP IN AND 1 TRIP OUT OF SITE). - There should be no impact on travel to Rescue; I would anticipate maybe 3 passenger vehicles per week at the most. 2. DESCRIBE THE EXPECTED TRAVEL ROUTES FOR SIT TRAFFIC. - Travel will be from County Rd 16 or County Rd 18 along Woodruff St. 3. DESCRIBE THE TRAVEL DISTRIBUTION ALONG THE ROUTES (E.G. 50% OF TRAFFIC WILL COME FROM THE NORTH, 20% FRIN TGE SIYTG, 30% FRIN TGE EAST, ETC). - Travel distribution will probably be 50/50 along Woodruff St. 4. DESCRIBE THE TIME OF DAY THAT YOU EXPECT THE HIGHEST TRAFFIC, VOLUMES FROM THE ABOVE. - Highest traffic would probably be on Saturdays during the day time hours. 5. DESCRIBE WHERE THE ACCESS TO THE SITE IS PLANNED. - Access into property would be the front gate into the driveway. 6. DRAINAGE DESIGN: DETENTION POND SUMMARIZED IN A DRAINAGE REPORT IS REQUIRED UNLESS THE PROJECT FALLS UNDER AN EXCEPTION TO SORMWATER DETENTION REQUIRMENTS PER CODE SECTION 23-12-30 F.1. - No detention pond will be on the property ENVIRONMENTAL HEALTH QUESTIONS: 1. WHAT IS THE DRINKING WATER SOURCE ON THE PROPERTY? - Drinking water is community provided by Aristocrat Water Board. 2. WHAT TYPE OF SEWAGE DISPOSAL SYSTEM IS ON THE PROPERTY? - Septic system already on the property. 3. IF STORAGE OR WAREHOUSING IS PROPOSED, WHAT TYPE OF ITEMS WILL BE STORED? - Storage would consist of dog food and supplies to be kept in the kennels. 4. DESCRIBE WHERE AND HOW STORAGE AND/OR STOCKPILE OF WASTES, CHEMICALS, AND/OR PETROLEUM WILL OCCUR ON THIS SITE. - No wastes, chemicals or petroleum will be stored. 5. IF THERE WILL BE FUEL STORAGE ON SITE INDICATE THE GALLONS AND THE SECONDARY CONTAINMENT. STATE THE NUMBER OF TANKS AND GALLONS PER TANK. - No fuel storage on site. 6. IF THERE WILL BE WASHING OF VEHICLES OR EQUIPMENT ON SITE INDICATE HOW THE WASH WATER WILL BE CONTAINED. - No washing of vehicles or equipment. 7. IF THER WILL BE FLOOR DRAINS INDICATE HOW THE FLUIDS WILL BE CONTAINED. - No floor drains will be in the kennels. 8. INDICATE IF THERE WILL BE ANY AIR EMISSIONS. (E.G. LIST THE PROPOSED USE(S) OF EACH STRUCTURE. - The Sheds will be divided into separate housing for dogs and storage of dog food and supplies. DRAINAGE NARRATIVE 1. Where the water originates if it flows onto the property from an offsite source — water does not come onto property except by rain or snow. 3. I have moved the dogs from the north side of the house to the southwest part of the yard where the kennels will be built. I believe that once the kennels are built they can be kept inside at night if they bark where it will be insulated. I hear dogs barking around the area of my residence that are not part of my group. Some of it comes from closer areas to the house where the letter writer lives, some of it from farther southwest than my house. I know the dogs in my care bark, most of the time it is when the neighbors that can be seen from the dog area are out in the yards or they see horses go by the property. They also bark when I go out to feed them. I do not want to infringe on any neighbor with the barking and will come up with whatever alternatives that must be made to keep the noise down from my residence. There is such a great need for rescue of all types of dogs gs that I decided this is what I would like to do. I get some of my rescues from the City of Ft. Lupton Mn the strays that were not claimed. Because most shelters are full, and they couldn't find a rescue they euthanized instead of finding their family or finding them a new famil, This broke my heart �' when I found out this was happening, I have rescued some great dogs from the city and have be en able to find most of them homes. I am also working with the Eastern Plains Animal Welfare Act in helping them to find some homes fo r their rescues. I was informed by them that their Prison is/has shut down and people are dumping p just their dogs instead of taking them with them. Al the animals I rescue are spayed or neutered and all of their shots before they leave my c a re so I know that these pups cannot populate an ever ending problem. I moved out into the community to get started in helping many more animals and hope that Iget can the support of the community members for this endeavor. I am in process of obtaining g my State PACFA license and my County License at this time and hope to soon be nonprofit. I would love to p get your support in this important cause. Background Information: Debbie Linder explained her reasoning for wanting to do Furever bog Rescue and Boarding facility. By helping all animals find their Furever home. Bought the property to help animals have a better chance at life. Very particular on who adopts the animals go ₹o. Debbie Linder explained Terri from the Ft. Lupton Animal Control and how she helps her with saving the animals from being put down if not clamed within a 3-5 day period. bogs are spay and neutered and all shots are current before animals leave rescue. Explain why she would like to do boarding to help pay for the animals that are waiting to be rescued out. Has heard about the complaining of barking Open up for questions: Dave Freyta - Had said that Aristocrat is not for business, only residential use. Say's barking keeps him and his wife up all hours of the night. Talked about a revolving door for do9s. When she finds a home for one, there will be room for more. They have said they are against it. Debbie Linder - Explained that once the kennels are built, it will be an indoor and outdoor run. Will be able to keep dogs locked in the kennel if their bark all night. Debbie Linder - Getting a special use permit - for business Did explain that there are businesses in the Aristocrat Acres. Had to stop building on kennels, till permit's go through. Trudy Wise - Asked where Debbie was at in the Permit building. Asked how much acreage - Under I. acre. Debbie Linder - Did explain how many animals she had applied for in the permit. Did explain she would only like to have 10 rescue dogs plus a couple for boarding. But did ask for 32 limit if any natural disaster were to occur. Trudy Wise - People complaining about other people just dropping dogs off at the end of the pavement. Couple people have held a couple dogs until animal control came. Trudy Wise - People dropping dogs off in June at the end of the pavement. Can't stop people from doing it, just try to help them find homes. Dave Freyta - Explained that living in the city and county is no different. Rick Explained that when he lived in the city, he heard barking dogs all the time. Dave Freyta - Said there was a puppy that barked all the time bave Freyta - said that he has a humane way of putting down the barking dogs, by putting one in their head. Debbie, has said the dogs bark from Cars, horses and 4 wheelers coming down the street. Dave Freyta and his wife left. Trudy Wise - asked Terri from animal control if the vet is putting down the dogs, or if he if backlogged.
