The Weld County Department of Planning Services -Engineering has reviewed this proposal. Staff
comments made during this phase of the application process may not be all-inclusive, as other issues may
arise during the remaining application process.
COMMENTS:
General Project Information/Location:
Project description: Dog Daycare and Kennel
This project is north of and adjacent to CR20.5 and is east of CR1.
Parcel number: 131318201001
Roads:
This project is within the boundaries of a known Regional Urbanization Area (RUA). The applicant shall
follow the requirements as defined in Chapter 26 of the Weld County Code.
Drainage Requirements:
Please contact Department of Planning Services/Engineering Development Review for questions or
assistance for drainage requirements at 970-353-6100.
URBANIZING VS NON -URBANIZING DRAINAGE AREA:
This area IS within an Urbanizing Drainage Area:
Require detention of runoff from the 1 -hour, 100 -year, storm falling on the developed site and release of
the detained water at the historic runoff rate of the 1 -hour, 5 -year storm falling on the undeveloped site for
URBANIZING areas.
The applicant has submitted a Drainage Narrative and Drainage Variance that has been accepted by the
county.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications
are accepted after the planning process is complete (plan recorded). An Early Release Request Form may
be entertained only after the applicant and Planning Department have reviewed the referral and surrounding
property owner comments. The Early Release Request may or may not be granted depending on referral
comments and surrounding property owner concerns. Contact a Engineering representative from the
Planning Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303-692-
3575.
Geologic Hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a FEMA regulatory floodplain.
CONDITIONS OF APPROVAL:
A. The plan shall be amended to delineate the following:
1. The applicant shall show the drainage flow arrows. (Department of Planning Services -Engineer)
2. Show and label the parking and traffic circulation flow arrows showing how the traffic moves around
the property. (Department of Planning Services -Engineer)
Prior to Construction:
A. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required.

Re: USR16-0015 Bachman, c/o Hill
Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and Use by Special Review for a Kennel (up to 75 dogs, six (6)
months of age or older of a non-specific breed to include doggie daycare and boarding)
in the A (Agricultural) Zone District.
There will be one home and the kennel facility constructed on the site. Left Hand Water
District will supply water and a septic system will provide sewer.
A Pet Animal Care Facilities Act (PACFA) license is required.
We recommend that the following conditions be part of any approval:
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal
Sites and Facilities Act, 30-20-100.5, C.R.S.) shall be stored and
removed for final disposal in a manner that protects against surface and
groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is
not meant to include those wastes specifically excluded from the
definition of a solid waste in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S.
3. Waste materials shall be handled, stored, and disposed in a manner
that controls fugitive dust, fugitive particulate emissions, blowing debris,
and other potential nuisance conditions. The applicant shall operate in
accordance with Chapter 14, Article 1 of the Weld County Code.

4. Fugitive dust should attempt to be confined on the property. Uses on
the property should comply with the Colorado Air Quality Commission's
air quality regulations.
5. The facility shall adhere to the maximum permissible noise levels
allowed in the Commercial Zone as delineated in 25-12-103 C.R.S.
6. Adequate drinking, hand washing and toilet facilities shall be provided
for employees, volunteers and the public, at all times. For employees,
public or volunteers on site for less than 2 consecutive hours a day, and
2 or less full time employees on site, portable toilets and bottled water
are acceptable. Records of maintenance and proper disposal for
portable toilets shall be retained on a quarterly basis and available for
review by the Weld County Department of Public Health and
Environment. Portable toilets shall be serviced by a cleaner licensed in
Weld County and shall contain hand sanitizers.
7. Any septic system located on the property must comply with all
provisions of the Weld County Code, pertaining to On -site Wastewater
Treatment Systems. A permanent, adequate water supply shall be
provided for drinking and sanitary purposes.
8. Animal and feed wastes, bedding, debris and other organic wastes
shall be disposed of so that vermin infestation, odors, disease hazards,
and nuisances are minimized.
9. The applicant shall comply with the Colorado Department of
Agriculture (CDA), Division of Animal Industry regulations.
10.The operation shall comply with all applicable rules and regulations of
State and Federal agencies and the Weld County Code.

Dear Mr. Ogle:
I have reviewed the submitted material pertaining to the site specific development plans and use by
special review for a dog boarding kennel and doggie day care (Case Number: USR16-0015, Case
Name: Bachman). The Fire District will make the following comments with regard to this use:
• All buildings shall be designed and constructed in accordance with the provisions of the
International Fire Code, as ratified by the Weld County Commissioners.
• In accordance with the International Fire Code, water supply for fire protection is required for this
use. The area where is project is proposed has no fire hydrants and may have limited water supply
for fire protection. The proposed building, including the residence, will need to be able to meet the
requirements of the International Fire Code for required fire flow. This may be an obstacle to the
completion of the project. Providing adequate water supply should be addressed by the applicant
early in the project.
• Fire apparatus access will need to be provided to all structures so fire apparatus may reach to within
150 feet of all portions of the buildings. Apparatus access roads shall be a minimum of 20 feet in
width and be designed and maintained to support the imposed loads of fire apparatus (75,000
pounds). Roads must have a surface that provides all-weather driving capabilities and be free from
obstructions which includes locked gates, unless otherwise approved. Roads in excess of 150 feet in
length must be provided with approved provisions for the turning around of fire apparatus.
• Plans for all buildings to be built, including a single family residence must be submitted to the Fire
District for review and approval prior to the issuance of any building permits. A final inspection of
the buildings by a member of the Fire District will be required before any Certificates of Occupancy
is issued.

Even though the discharge from the property runs to the north, it could adversely affect
the cropland and the St. Vrain River that is north of the property.

Other concerns:
The increased traffic on the county road will cause problems for the agriculture use of the
surrounding land. An irrigation sprinkler will come close to the corner of the northwest section of
the property
