HomeMy WebLinkAbout20161548.tiff This meeting is recorded for accuracy Minutes WELD COUNTY COUNCIL February 22, 2016 The Weld County Council met in full conformity with the Weld County Home Rule Charter, Monday, February 22, 2016, at the Weld County Administration Building, Greeley, CO. ROLL CALL: The meeting was called to order by Councilman Jemiola and on roll call the following members were present, constituting a quorum of members thereof: Councilwoman Marge Klein-Excused Councilman Brett Abernathy Councilman Don Mueller Councilman Jordan Jemiola Councilman Charles Tucker Also present: Tom Parko, Director of Planning Services, and Sarah Mundt, Council Secretary. APPROVAL OF AGENDA: Councilman Mueller made a motion to approve the February 22, 2016 agenda. The motion was seconded by Councilman Tucker and the motion carried. APPROVAL OF MINUTES: January 18, 2016 Minutes. The motion was made to approve the minutes by Councilman Abernathy and the motion was seconded by Councilman Tucker and the motion carried. REVIEW PROGRAM: Tom Parko, Director of Planning Services Mr. Parko is going to review some of the code changes taking place, specifically dealing with the Oil and Gas Industry. In the past, the Oil and Gas Industry has been considered "use by rights" and permitted through the COGCC. Weld County is recognizing that the COGCC may be usurping local control and with the support of the BOCC, the Department of Planning is in the process of commenting and developing new codes to manage the Oil and Gas operations within Weld County. Weld County's new process would be a 6 Step Process. The first step would be a pre application process, the second step would be submitting the application, the third step would involve the initial notice, referrals, and consultation and meeting by operator, the fourth step would be the administrative consideration and the approval or set for hearing, the fifth step would be the Planning Commission Hearing and the final step would be the Board of County Commissioners Hearing.
